Throughout the course of this paper, the AB 109 bill will be described and its effect upon the U.S. will be detailed. Its impact upon prison realignment will be detailed and its effect upon the crime rate will be discussed. The aim will be to provide as comprehensive an insight as possible into the consequences of this bill. It is an important bill that should be given a thorough and detailed analysis.
Background
The AB 109 bill shifted the responsibility for monitoring, tracking and locking up lower-level criminals who would have previously been placed in state penitentiaries. It altered both post-prison supervision and sentencing for offenders who fall within the newly developed category of ‘non-serious, non-violent, non-sex’ offenders. This bill holds that offenders who have committed felonies but who have no convictions for aggravated white collar offences, violent or serious offences and are not convicted sex offenders can serve their sentences within local custody. These offenders are referred to colloquially as ‘triple-nons’. …show more content…
It also states that if people who are receiving post-release community supervision due to violations of their supervision conditions as opposed to the fact that they have carried out a new criminal offence then they cannot be sent back to state penitentiaries and should either be sent to the local jail or be subject to a community-based alternative or flash supervision (Stanford Law School, 2014), which is when somebody is returned to jail for a maximum of ten days following a supervision violation (Jolly, 2014). ...THE SUBPRIME CREDIT CRISIS AND CONTAGION IN FINANCIAL MARKETS Francis A. Longstaff∗ Abstract. We conduct an empirical investigation into the pricing of subprime assetbacked CDOs and the resulting contagion effects on other markets. Using data for the ABX indexes of subprime CDO prices, we find strong evidence of contagion effects. In particular, we find that contagion effects spread first from lower-rated ABX indexes to higher-rated ABX indexes, and then from the subprime markets to the Treasury bond and stock markets. ABX index returns forecast stock and Treasury bond returns as much as three weeks ahead during the crisis. Furthermore, ABX index shocks are significantly related to contractions in the size of the short-term credit markets and increases in the trading activity of financial stocks over the next several weeks. The thesis is based on a case study of the successful Swedish brands Saab AB, SAS Sverige and Skanska. The results show that core values are a main building block of internal branding practices and that core values are united with cultural values with a dual purpose of adding value to customers and guiding employee behavior. Furthermore, the results point out that core values internally indicate how the vision is to be achieved and that the vision may be more useful as a management tool than internal branding tool. Subcultures appear to be present in all three cases and the results suggest that corporate brands are strengthened by internalizing a main corporate culture which allows cultural interpretations within subcultures and by assuring that subcultures co-exist in harmony.
