Venezuela, or more precisely “The Bolivarian Republic of Venezuela”, is a federal state formed by 23 Governors, in which the central power keeps extended political and administrative functions in the local areas. Based on the constitution, the power of the state is not only the executive, legislative and juidiciary but there is also the electoral power represented by the “Consejo Nacional Electoral”, as well as the moral power impersonated by the “Consejo Moral Republicano”, whose functions are actually quite unclear.
