February 1992, Angel Francisco Breard was sentenced to death for the attempt of rap and murder of Ruth Dickie. She was found stabbed five times in the neck, dead an in Arlington, Virginia. Later on, he was arrested for attempting to sexually assault another Virginia women and became a suspect in Dickie's killing. Breard confessed to the murder of Dickie, But strangely he said he was under a Satanic curse placed on him by his ex-wife farther. The Vienna convention protects the legal and human rights of restricted or detained foreigners by local authority to inform foreign citizens of their right to contact their consultant. Well as breard a Paraguayan citizen, and was executed on foreign soil, shamefully the US did not respect the rights that were given to Breard. And the results of that was him being sentenced to death after being underprivileged of his treaty-based rights.
