John Rawls is world renowned as an American philosopher and a leading figure in moral and political philosophy. He was a student, professor, and an icon that achieved kleos apthiton to the highest regard. Mr. Rawls worked on many projects and wrote many books that we still use and reference today. Some of his works include: Justice as Fairness (2001), A Theory of Justice (1971), Political Liberalism (1993), and The Law of Peoples (1999). The most famous and influential work was the Theory of Justice, which was one of his first pieces of work; many say that book was his masterpiece. His work was so famous with the millions that read his work, that his work was nicknamed ‘Rawlsianism’. His work has been echoed through the ages and is quoted without people knowing who they are quoting. For example, the term veil of ignorance is used to describe the morality of an issue, like slavery. I have heard professors and others use that term without ever knowing where it came from. After a century of intrusion, the daunting task of understanding, fixing, maintaining, and regaining a sustainable, natural Everglades-type ecosystem in South Florida is monumental. The area south of Lake Okeechobee now has a human population of over four million people, with greedy agricultural and urban demands for more water and more space. Therefore, several uphill battles have ensued. The conceptual plans for restoring this ecosystem, currently on record, are all extremely expensive to implement. A more thorough definition of the environmental and societal objectives and measures of success are required. How the ecosystem will respond to the return of a more natural hydrological pattern is uncertain, but needs to be addressed as the expected and desired outcome through measures of performance. INTRODUCTION The highly effective management model or paradigm that has come to be known as Compstat was first developed within the New York Police Department in 1994 as a process for managing crime and quality of life in New York City. Compstat was developed in response to a very specific set of immediate needs confronting the NYPD at that time: the compelling need to bring spiralling rates of crime and disorder to within manageable bounds and to refocus the NYPD on its primary mission of effectively ensuring public safety by reducing crime and violence. Since its introduction in early 1994, Compstat has proven to be highly effective in achieving the goals for which it was initially intended. Over time it has also evolved and grown from a basic and fairly rudimentary process involving the collection and analysis of crime data as well as a mechanism for ensuring accountability and information-sharing into a more complex, more nuanced, and eminently more effective management paradigm. As Compstat grew and changed over time, so too did the issues and problems challenging the NYPD.
