As target 7.1 focuses on the accessibility of energy sources, it is measurable by monitoring the number of homes connected to the various power plants. Since the average number of people per home is known, as well as a current estimate of the world’s population, a percentage of the world’s population who has access to energy services can be determined. The affordability and reliability of these services is somewhat intrinsically included in this metric as more of the population would connect to these services were they of good value. The share of renewable energy to the global energy mix, as stated in target 7.2, is extremely measurable as a percentage of energy obtained from clean sources to the overall energy usage. On the U.S. Energy Information Administration page one can see for each country the total electricity consumption from renewable sources in KWh, which can be compared to its data on the total energy consumed or to previous years to monitor an increase (International Energy Statistics). Energy efficiency is currently measured, however due to inconsistencies in surveys and measurement units, comparison across multiple countries proves difficult. Different definitions of energy, and variations in currency and accounting make it nearly impossible to measure the rate of energy efficiency change (Battles). As mentioned in the initial analysis, the targets which international cooperation would aid in achieving, such as advancement in cleaner fossil fuel technologies and the investment into energy infrastructure are currently measured, but the cooperation itself is not measured numerically. The UN does however track and report on organisations who implement strategies and policies which increase sustainable development across the industries, which is an unquantified method of monitoring progress (UNWTO). Target 7.b aims to improve and expand upon developing countries’ energy infrastructure and is currently measured by means of dollar amount. As a group they are effective, taking into consideration that they are interlinked and improvement in one will cause a corresponding improvement in the other. For example, past reliance on fossil fuels created a large dependency on importation for developing countries without the infrastructure or resources to mine the hydrocarbons, thus giving them weak energy security (OECD 21). An increase in investments for sustainable energy infrastructure will not only shift the reliance away from fossil fuels and generate cleaner sources, but will promote opportunities in LDC and SIDS for economic growth. As the generation of energy from renewable sources typically occurs outside of main cities in areas not easily connected to the grid, countries without much development present a unique opportunity for investors to begin building infrastructure to deliver energy in these regions.
