I. Introduction
“Parents are way overprotective these days; getting picked on by tougher kids and hassling weaker ones is just a part growing up. It is how they learn to deal with the real world.” A statement heard by many people from adults. Unfortunately, this statement is incorrect. Throughout the course of years the US Department of Justice and Education indicate that more than eighty percent (80%) of public elementary and secondary schools report experiencing at least one violent incident ranging from bullying and physical fights to rape and assault with a weapon. (ProQuest Staff) This shows there is a need for change in society. A parent guardian as well as a student would want to be able to go to school in a secure environment for learning, but is that really how schools are today?
Anyone can be a bully; classmates, administrators, school bus drivers, and even family members. Being a bully can be triggered by a desire to seem cool or to show social dominance. It can also be a ploy to hide your own low self-esteem and a need for approval from your peers. Bullying may start at home; family dynamics help bred bullies. An adult who will usual give birth and raise children that will bully. The last dynamic problem of what may create a bully is American culture; hostile music and movies and the focus on excellence and achievement that ignores the greater good of man. Bullying is dangerous; emotionally, psychologically and sometimes physically. It is intentional, it is repetitive, and it is negative and intended to hurt someone.

II. Historical Background Approximately bullying started showing a lot in school campuses around the early 1900’s and has only progressed. In the 1990’s extreme violence started to show at Columbine High School in Colorado on April 20, 1999. Two boys planned to kill hundreds of their

...Bullying has been a widespread headache in our school. Most of the riots and gang war started from bullying. Most of the schools bullying were just ignored, they even don’t take actions of the damages cause by bullying. I remembered from a parent in the school of my son where she shared what happened to her son inside the school. Her son was bullied from the school paper. Imagine his own pictures were the source of laugh in the whole campus and he is in high school level. Just imagine how embarrassing it is for him. For a month or two her son suffered from trauma and he stop for a while but came back to school after a long and several talk. Aside from that I also heard lots of news about bullying inside the school. Just the same the school did not do anything about it. I am really surprised that the school head and administration did not do anything about it. Anyway maybe because the school administration where not capable enough to handle such things and maybe they don’t have enough knowledge about it. Now that the law about Anti – bullying where passed, I guess school administration and heads can now be guided on what to do if such things occurs inside the school campuses. They just can’t ignore such things especially if it is the main reason why the students were having problem. ...In 1999, two students at Columbine High School with semi-automatic weapons stormed around the campus, murdering 12 students. Eight years later, the same nightmare is relived when Seung-Hui Cho from Virginia Technical Institute shoots and kills 27 students and five faculty members. The federal government responds to these massacres by passing laws which do not prevent teenagers from acquiring deadly weapons. I believe the federal government should take more action concerning violence in schools. Some may argue that violence in schools is unpreventable; that bullying and school shootings will always be inevitable even if the government takes more action. Although this is true, the government can reduce the number of violent occurrences by passing stricter laws and enforcing them. It is the government’s responsibility to make sure that students are in check. By in check, I mean that government should strengthen school security, require schools to implement anti-bully laws just like the one in Arkansas, except on a federal level. By doing this, students would feel safer and more comfortable going to school and at school, and there would also be less school shootings like the ones at Columbine and Virginia Tech.
