The following is a fictitious case study of a central bank that intends to either develop a real-time gross settlement (RTGS) system for the settlement of large-value, interbank payments in the country in-house, or purchase an off-the-shelf solution. The example used in this case study is an evaluation of a vendor’s reply to a request for proposal.
