المقدمة

تزداد نسبة عمالة الأطفال مع انخفاض المداخيل والأزمات الاقتصادية المنتشرة في العديد من بلدان العالم. فالفقر، قلة فرص العمل وغياب التعليم أسباب أساسية للمتاجرة بالأطفال. في لبنان أكثر من 100,000 طفل يقعون ضحية عمالة الأطفال، المتاجرة غير الشرعية، الاستغلال والعمل في أوضاع خطرة، وهو يضم أعلى نسبة أطفال عاملين بين 10 و17 عاما في العالم. تدخل مسألة عمالة الأطفال في صلب الإهتمامات الحكومية وغيرالحكومية مع تزايد حرص المجتمعات البشرية على تأمين انجح الإجراءت الفورية والشاملة لحماية أطفالها من مخاطر هذا العمل وتأثيره السلبي على نموهم البدني والذهني والنفسي.
تُعرَّف عمالة الأطفال على أنها كل عمل يُرجّح أن يكون مضراً أو أن يمثل إعاقة ليتعلم الطفل أو أن يكون ضاراً بصحة الطفل أو بنموه المعنوي أو العقلي الروحي أو البدني أو الإجتماعي وهي الظاهرة وهي تشكل الأكثر استفزازاً للإنسانية والتي لا يمكن لأحد تحملها .

عرّفت إتفاقية حقوق الطفل الصادرة عن الجمعية العامة للأمم المتحدة عام 1989 الطفل بأنه " كل إنسان لم يتجاوز الثامنة عشرة، ما لم يبلغ سن الرشد قبل ذلك بموجب القانون المنطبق عليه". ونصت على ضرورة السعي لحماية الطفل من الإستغلال الإقتصادي ومن أداء أي عمل يرجح أن يكون خطراً عليه أو يؤثّر سلباً على تعليمه أو صحته أو منوه البدني أو العقلي أو الروحي أو المعنوي أو الاجتماعي كما نصت المادة عينها على ضرورة أن تتخذ الدول الأطراف فيها التدابير التشريعية والإدارية الإجتماعية والتربوية التي تكفل هذه الحماية ، وبشكل خاص وضع حد أدنى لسن الإلتحاق بالعمل ونظام ملائم لساعات العمل وظروفه وفرض عقوبات مناسبة لضمان فعالية تطبيق هذه النصوص. كذلك نص المبدأ التاسع من الإعلان العاملي لحقوق الطفل لعام 1959 على أنه "يجب أن يتمتّع الطفل ب بالحماية من جمع صور الإهمال والقسوة والإستغلال . ويُحظَّر الإتجار به على أية صورة. ولا يجوز استخدام الطفل قبل بلوغه السن الادنى الملائم ويُحظَّر في جميع الأحوال حمله على العمل أو تركه يعمل في أية مهنة أو صنعة تؤذي صحته أو تعليمه أو تعرقل منوه اجلسمي أو العقلي أو الخلقي.

تناولت نصوص وإتفاقيات دولية وإقليمية عدة مسألة عمالة الأطفال وقد صدّق لبنان عام 2003 على اتفاقية منظمة العمل الدولية الرقم 138 لعام 1973 والتي تنص على القضاء تدريجاً على عمل الأطفال. وهو صدّق أيضاً عام 2001 على اتفاقية المنظمة رقم 182 لعام 1999 التي تنص على القضاء الفوري على أسوأ أشكال عمل الأطفال.

في ظل هذه الظاهرة التي تجتاح العالم يتجه القانون الدولي لحل هذه الأزمة وحماية الطفل من كل إستغلال يتعرض له. فكيف إستطاعت الإتفاقيات الدولية والاقليمية بالمساهمة في معالجة هذه المسألة؟ وعلى الصعيد الوطني كيف ساهم التشريع اللبناني بحماية الطفل بما يتماشى مع القانون الدولي؟ وما هي التدابير الحمائية التي اتخذتها الدولة اللبنانية في هذا الإطار للوصول إلى هدفها؟

المبحث الأول : عمالة الأطفال في القانون الدولي

الفصل الأول: الإتفاقيات الدولية :

تترك ظاهرة تشغيل الأطفال أثارا سلبية تنعكس على المجتمع بشكل عام وعلى الأطفال بشكل خاص، ولقد أخذ هذا الاستغلال أشكالا عديدة أهمها تشغيل الأطفال وتسخيرهم في أعمال غير مؤهلين جسديا ونفسيا للقيام بها، علما أن العديد من الاتفاقيات الدولية قد جرمت بدورها الاستغلال الاقتصادي للأطفال ومنها (تعترف الدول الأطراف بحق الطفل في حمايته من الاستغلال الاقتصادي ومن أداء أي عمل يرجح ان يكون مضراً أو ان يمثل إعاقة ليتعلم الطفل أو ان يكون ضارا بصحة الطفل أو بنموه البدني أو العقلي أو الروحي أو المعنوي أو الاجتماعي.

عمل الأطفال في المواثيق والمعايير الدولية

كانت الجمعية العامة للأمم المتحدة قد أصدرت في عام 1989 اتفاقية حقوق الطفل التي عرفت الطفل بأنه كل إنسان لم يتجاوز الثامنة عشرة من عمره وأكدت على ضرورة السعي لحماية الطفل من الاستغلال الاقتصادي ومن أداء أي عمل يرجح أن يكون خطرا أو يمثل إعاقة لتعليمه أو ضررا بصحته أو بنموه البدني أو العقلي أو الروحي أو المعنوي أو الاجتماعي، وأوجبت على الدول الأطراف فيها اتخاذ التدابير التشريعية والإدارية والاجتماعية والتربوية التي تكفل هذه الحماية، وبشكل خاص وضع حد أدنى لسن الالتحاق بالعمل ونظام ملائم لساعات العمل وظروفه وفرض عقوبات مناسبة لضمان فعالية تطبيق هذه النصوص، وقد صادق الأردنعلى هذه الاتفاقية في أيار من عام 1991 إضافة إلى معظم الدول العربية والعديد من دول العالم. وكانت الجمعية العامة قد أقرت في نفس العام الإعلان العالمي لحقوق الطفل الذي كان قد تم إعداد مسودته في عام1957، حيث نص الإعلان على "وجوب كفالة وقاية الطفل من ضروب الإهمال والقسوة والاستغلال، وان لا يتعرض للاتجار به بأي وسيلة من الوسائل، وان لا يتم استخدامه قبل بلوغ سن مناسب، وان لا يسمح له بتولي حرفه أو عمل يضر بصحته أو يعرقل تعليمه أو يضر بنموه البدني أو العقلي أو الأخلاقي. ويتضمن موضوع عمل الأطفال في المواثيق والمعايير الدولية التفاصيل المبينة تاليا أدناه وخاصة اتفاقيات العمل الدولية المتعلقة بالحد الأدنى لسن العمل وأسوأ أشكال عمل الأطفال واتفاقية حقوق الطفل وإعلان المبادئ والحقوق الأساسية في العمل بالإضافة إلى اتفاقيات العمل العربية الصادرة عن منظمة العمل العربية. عماله الاطفال

منظمة العمل الدولية :
أصدرت المنظمة العديد من الاتفاقيات التي تعالج شؤون العمل المختلفة منها الاتفاقيات الثمانية التي تمثل المعايير الأساسية لحقوق الإنسان في العمل، كان آخرها الاتفاقيتين رقم 138 لسنة 1973 بشأن الحد الأدنى لسن الاستخدام والاتفاقية رقم 182 لسنة 1999 بشأن أسوأ أشكال عمل الأطفال، اللتان تعتبران من الاتفاقيات الثمانية المشار إليها أعلاه، وأهم الاتفاقيات التي أقرتها مؤتمرات العمل الدولية في مجال عمل الأطفال وأحدثها، حيث تعتبر الأحكام التي وردت فيها معايير أساسية لحقوق الإنسان في العمل تلتزم بها الدول المنضمة إليها وتتم مساءلتها عن الإخلال في الوفاء بالالتزامات المترتبة عليها بموجبها، كما تلتزم الدول الأخرى أدبيا بأحكامها رغم عدم مصادقتها عليها ،وذلك بحكم عضويتها في هذه المنظمة والتزامها بدستورها وإعلان المبادئ والحقوق الأساسية في العمل الذي صدر عنها.

اتفاقية العمل الدولية رقم 138:
تهدف على المدى البعيد إلى القضاء الكامل على عمل الأطفال، حيث وضعت حداً أدنى لسن العمل هو سن إتمام التعليم الإلزامي والذي اعتبرت انه لا يجوز أن يقل عن الخامسة عشرة، كما منعت تشغيل الأطفال حتى سن الثامنة عشرة في الأعمال التي يحتمل أن تعرض للخطر صحة أو سلامة أو أخلاق الأحداث بسبب طبيعتها أو الظروف التي تؤدى فيها.وأوجبت على الدول المصادقة أن تتعهد باتباع سياسة وطنية ترمي للقضاء فعليا على عمل الأطفال. أسباب عمالة الأطفال:انخفاض المستوى التعليمي للأب والأم .

اتفاقية العمل الدولية رقم 182:
جاءت مكملة ل الاتفاقية رقم 138 تهدف على القضاء على أسوأ أشكال عمل الأطفال أولا تمهيدا للقضاء التام والكلي على كل أشكال عمل الأطفال، وقد أكدت هذه الاتفاقية على أهمية التعليم الأساسي المجاني وإعادة تأهيل الأطفال العاملين ودمجهم اجتماعيا مع العناية بحاجات أسرهم.

كما أوجبت أن تضع الدولة بالتشاور مع هذه الجهات آليات خاصة بمراقبة تطبيق أحكامها وتصميم وتنفيذ برامج عمل تهدف للقضاء على هذه الأعمال والنص في قوانينها علىعقوبات جزائية بحق المخالفين.

إعلان المبادئ والحقوق الأساسية في العمل

تأكيداً للمبادئ الأساسية لحقوق الإنسان في العمل التي وردت في الاتفاقيات الثمانية، أصدرت منظمة العمل الدولية في عام 1998 إعلان المبادئ والحقوق الأساسية في العمل ليكون أداة ترويحية لمبادئ المنظمة الغاية منها ضمان احترام الحقوق والمبادئ الرئيسية في العمل كشكل من أشكال العدالة الاجتماعية حيث جاء في البند الثاني من الإعلان:
أن جميع الدول الأعضاء وان لم تكن قد صادقت على الاتفاقيات موضوع البحث ملزمة بمجرد انتمائها للمنظمة بأن تحترم المبادئ المتعلقة بالحقوق الأساسية التي تشكل موضوع هذه الاتفاقيات وان تعززها وتحققها بنية حسنة ووفقا لما ينص عليه الدستور * الحرية النقابية والإقرار الفعلي بحق المفاوضة الجماعية. * القضاء على جميع أشكال العمل الجبري أو الإلزامي. * القضاء الفعلي على عمل الأطفال. * القضاء على التمييز في الاستخدام والمهنة

الفصل الثاني : الإتفاقيات العربية

منظمة العمل العربية :

أصدرت هذه المنظمة حتى الآن 19 اتفاقية و8 توصيات تضمنت معظمها نصوصاً حول عمل الأطفال أو شؤون الأسرة، حيث اهتمت هذه الاتفاقيات بتنظيم الشؤون الخاصة بعمل الأطفال وبشكل خاص الحد الأدنى لسن العمل ورفعه بما يتناسب مع المخاطر التي يشكلها العمل والمشقة في ممارسته، كما اهتمت في توفير ضمانات الرعاية الطبية الدورية وتحديد ساعات العمل .

الاتفاقية العربية رقم 18 لسنة 1996 بشأن عمل الأحداث :

تعتبر هذه الاتفاقية أول اتفاقية عربية متخصصة في مجال عمل الأطفال، حيث جاءت استكمالاً لسلسلة المبادئ التي أكدت عليها الاتفاقيات العربية السابقة في هذا المجال وقد عرفت الطفل بأنه (الشخص الذي أتم الثالثة عشرة ولم يكمل الثامنة عشرة من عمره سواء كان ذكراً أو أنثى) وحظرت عمل من لم يتم سن الثالثة عشرة من عمره، ونصت على أن أحكامها تشمل جميع الأنشطة الاقتصادية باستثناء الأعمال الزراعية غير الخطرة وغير المضرة بالصحة ووفق ضوابط تحددها السلطة المختصة في الدولة تراعي فيها الحد الأدنى لسن الأطفال.
وأوجبت الاتفاقية أن لا يتعارض عمل الأطفال مع التعليم الإلزامي وأن لا يقل سن الالتحاق بالعمل الحد الأدنى لسن إكمال مرحلة التعليم الإلزامي، وأن تقوم الدولة بإجراء الدراسات حول أسباب عمل الأطفال فيها، وأن تعمل على التوعية بالأضرار المحتملة لعمل الأطفال. وفي الأعمال الصناعية نصت على منع تشغيل الحدث قبل إتمام سن الخامسة عشرة وفي الأعمال الصناعية الخفيفة التي تتولاها أسرته قبل إتمام سن الرابعة عشرة، وأن تتم في كل الأحوال مراقبة عمل الأطفال وحمايتهم صحياً وأخلاقياً والتأكد من قدرتهم ولياقتهم الصحية للمهنة التي مارسها كل منهم.
كما منعت تشغيل الطفل في الأعمال الخطرة أو الضارة بالصحة أو الأخلاق قبل بلوغه سن الثامنة عشرة وعلى أن تحدد الدولة هذه الأعمال في تشريعاتها أو لوائحها.
ووضعت الاتفاقية نصوصاً منظمة لشؤون عمل الأطفال في المجالات التالية الفحص الطبي، العمل الليلي، الأجور، ساعات العمل، العمل الإضافي، الإجازات، الخدمات الاجتماعية، التزامات صاحب العمل، مراقبة التطبيق، العقوبات.
الفصل الأول : في القانون اللبناني

A. التدابير التشريعية والاتفاقيات الدولية والعربية التي أبرمها لبنان في الأعوام 1998– 2003 الخاصة بعمل الأطفال:
ابرم لبنان اتفاقية العمل الدولية رقم 136 المتعلقة بالوقاية من مخاطر التسمم الناجم عن البنزين، تاريخ 25/10/ 1999. وصادق على اتفاقية العمل الدولية رقم 182والتوصية رقم 190 الملحقة بها، تاريخ 2/8/ 2001، كما صادق على اتفاقية العمل الدولية رقم 138، تاريخ 5/6/2002، بشأن تحديد السن الدنيا لعمل الأطفال.
كذلك تم إبرام اتفاقيتي العمل العربية رقم1 ورقم 18، تاريخ 24/5/2000. تتعلق الأولى بتحديد ظروف عمل الحدث الذي لم يبلغ الثانية عشرة من العمر، وتتعلق الثانية بعمل الأحداث التي تناولتها اتفاقيات العمل الدولية لجهة تعريف الحدث، وتحديد الاعمال الصناعية حسب العمروعدم تعارض عمل الاحداث مع التعليم الالزامي... B. قانون العمل اللبناني
على صعيد التشريعات اللبنانية، ادخلت تعديلات على قانون العمل لجهة: حظر استخدام الاحداث في الاعمال الخطرة قبل اكمالهم سن السادسة عشر، عدم التفرقة بسبب الجنس ومضاعفة الغرامات على مخالفة قانون العمل.
وقد تناول قانون العمل اللبناني في الفصل الثاني المتعلق بإستخدام النساء والأطفال عمالة الأطفال من المادة 21 حتى 25 وذلك كما يلي :

* احكام استخدام الاحداث
يخضع استخدام الاحداث الذين يقل سنهم عن الثامنة عشرة الى الاحكام الواردة في هذا الفصل. * سن تحظير استخدام الاحداث والفحص الطبي لقيامه بالأعمال:

يحظر بصورة مطلقة استخدام الاحداث قبل اكمالهم سن الثالثة عشرة ويجب الا يستخدم الحدث قبل اجراء فحص طبي للتأكد من لياقته للقيام بالاعمال التي يستخدم لادائها.
تعطى الشهادات الطبية مجانا من وزارة الصحة العامة وتجدد سنويا حتى اكمال الحدث سن الثامنة عشرة. ويمكن الغاؤها في أي وقت اذا ثبت بعد ذلك عدم لياقة الحدث للقيام بالعمل الذي استخدم من أجله.

* اعمال محظر تشغيل الاحداث بها وساعات تشغيلهم وفترات الراحة والاجازة السنوية:

ويحظر تشغيل الاحداث الذين يقل سنهم عن الثامنة عشرة اكثر من ست ساعات يوميا، يتخللها ساعة للراحة على الاقل اذا تجاوزت ساعات العمل اليومية اربع ساعات متواصلة، كما يحظر تشغيلهم في الفترة الممتدة بين السابعة ليلا والسابعة صباحا.
ويجب منح الحدث فترة من الراحة لا تقل عن 13 ساعة متعاقبة بين كل فترتي عمل، كما يحظر بصورة مطلقة تكليفه بعمل اضافي او تشغيله خلال فترات الراحة اليومية والاسبوعية، او خلال الاعياد والمناسبات التي تعطلها المؤسسة.
لكل حدث الحق باجازة سنوية مدتها واحد وعشرون يوما بأجر كامل بشرط ان يكون مستخدما في المؤسسة منذ سنة على الاقل. يجب ان يستفيد الحدث بثلثي مدة الاجازة دفعة واحدة على الاقل، على ان يستفيد بباقي المدة خلال السنة نفسها.

* التثبت من سن الاولاد والاحداث قبل الاستخدام:

ان التثبت من سن الاولاد والاحداث يحصل على مسؤولية ارباب العمل اية كانت الفئة التي ينتمون اليها فعليهم ان يطلبوا من كل ولد تذكرة جنسيته قبل استخدامه.

* شروط مخالفة احكام المادتين 22 و23 من قبل المؤسسات المعدة لتعليم الحرف:

يجوز في المؤسسات المعدة لتعليم الحرف ان تخالف احكام المادتين 22 و23 شرط ان لا يقل سن الحدث عن 12 سنة مكتملة وشرط ان يبين في منهاج هذه المؤسسات نوع الحرف وساعات العمل وشروطه وان تصدقه وزارة العمل ودوائر الصحة معا.

* وقد حددت المادة 30 المسؤولون جزائياً عن تنفيذ الأحكام المتعلقة باستخدام الاولاد والأحداث النساء:
يكون مسؤولا جزائيا عن تنفيذ أحكام هذا الفصل المتعلق باستخدام الاولاد والاحداث والنساء:
1 - أرباب العمل وعملاؤهم.
2 - الاهل او الاوصياء الذين يكونون قد استخدموا او سمحوا باستخدام اولادهم او احداثهم او الاولاد او الاحداث الذين هم بعهدتهم خلافا لاحكام هذا القانون.

الفصل الثاني : تدابير الحماية

A. الدور الرسمي والاهلي في مكافحة عمل الأطفال * دور وزارة العمل تقوم الوزارة بدور تفتيشي من خلال مراقبة كيفية تطبيق قانون العمل عبر دائرة التفتيش والوقاية والصحة والسلامة المهنية، وبدور تدريبي عبر دائرة التدريب المهني، بإعداد وتدريب الأطفال العاملين الذين لا يقل عمرهم عن الرابعة عشرة. وتتم هذه الدورات في المركز الوطني للتدريب المهني، وقد بلغ عدد المتدربين للأعوام 1998- 2001 : 1070 متدربا*.
اللجنة الوطنية لمكافحة عمل الاطفال تعتبر الوحدة النقطة المرجعية الرسمية الاساسية في الدولة اللبنانية لمنظمات الامم المتحدة المعنية بعمل الاطفال ولاسيما منظمة العمل الدولية. وتشمل مسؤوليتها التنسيق مع الاطراف الحكومية الاخرى لمساعدتها على العمل بتناغم وتعزيز التعاون بين مختلف الوزارات. وتتولى الوحدة الاشراف على تطبيق اتفاقيات العمل الدولية المتعلقة بعمل الاطفال ومهمتها التأكد من قيام الادارات الحكومية بكافة مستوياتها بإعطاء البرامج المعنية بعمل الاطفال الاولوية التي تستحقها، كما تقوم بدور رئيسي في مجال التوعية وحشد التأييد الشعبي لقرارات الحكومة. * دور وزارة التربية والتعليم العالي * المعالجة الوقائية، عبر تطوير المناهج وتحديث طرائق التدريس، معالجة الرسوب والتأخر المدرسي. * إعداد برامج التدريب المهني السريع بالتعاون مع البنك الدولي ومنظمة اليونيسيف.

* دور وزارة الداخلية والبلديات
يقوم على سحب الأطفال العاملين في الشوارع من قبل قوى الأمن الداخلي وإحالتهم إلى مخافر الشرطة في مرحلة أولى ومن ثم إلى الجمعيات المختصة بهم، كما تم تدريب عناصر وضباط من قوى الأمن الداخلي والدفاع المدني على كيفية التدخل مع هؤلاء الأطفال.

* دور وزارة الشؤون الاجتماعية * برامج الاستلحاق المدرسي في مراكز الخدمات الإنمائية التابعة لها. * برامج محو الأمية للأطفال العاملين، بلغ عدد الأطفال العاملين المستفيدين من هذه الدورات خلال الاعوام 1999– 2003، وفي الفئة العمرية 14– 18 سنة: 710 مستفيدا. كما نفذت اللجنة الوطنية لمحو الأمية 6 دورات تدريبية على طرق وتقنيات محو الأمية خلال الاعوام 1999– 2002. * برامج التدريب المهني السريع. * دور المؤسسة الوطنية للاستخدام توفر المؤسسة الوطنية للاستخدام التدريب للفئات المهمشة التي تركت المدرسة.
ويبلغ عدد المتدربين تدريبا مهنياً معجلاً ومكثفاً خلال الخمس سنوات الأخيرة، 9497 متدربا.

* برامج بعض المؤسسات الأهلية
تنفذ بعض المؤسسات الأهلية في بيروت والمناطق عددا من البرامج للوقاية من عمل الأطفال: برامج تربوية ذات منهج تعليمي وقائي وتوجيهي وبرامج توجيه وتدريب مهني. ان الفئات العمرية المستهدفة هم اطفال من 7-16 سنة، أسوياء من حيث القدرات العقلية، لكنهم يعانون من صعوبات واضحة في استخدام مهارات القراءة والكتابة واستيعاب أرقام العمليات الحسابية B.البروتوكولات وبرامج التعاون بين المنظمات الدولية والحكومة اللبنانية: * مشروع عمل الأطفال في إطار بروتوكول التعاون المشترك بين وزارة الشؤون الاجتماعية ومنظمة اليونيسف * إعداد دراسة تحليلية حول عمل الأطفال. * طباعة مواد خاصة بتعليم القراءة والكتابة والعمليات الحسابية للفئة العمرية (10-18) سنة . * تدريب العناصر البشرية اللازمة في وزارة الشؤون الاجتماعية وفي القطاع الأهلي من اجل تمكينها على إقامة صفوف تعليم القراءة والكتابة والعمليات الحسابية للأطفال. * إعداد دورات تدريب مهني سريع في المناطق الأكثر حاجة، ويشمل التدريب المهني عدة اختصاصات مهنية بمعدل 700 ساعة للاختصاص. كما يتابع هؤلاء الأطفال برنامج تأهيل اجتماعي لاكتساب المهارات الحياتية الأساسية. وبلغ عدد المستفيدين من هذه الدورات من 1998- 2003 حوالي 1327طفلا.

تم توقيع مذكرة تفاهم بين الحكومة اللبنانية والبرنامج الدولي للقضاء على عمل الأطفال بتاريخ حزيران 2000، وتضمن البرنامج تنفيذ مشاريع نموذجية مع جهات مختلفة في لبنان، بعضها حكومي والبعض الآخر غير حكومي، وهي: * إنشاء وحدة لمكافحة عمل الأطفال في وزارة العمل وتعزيز دور الوزارة في تنسيق كافة النشاطات التي تهدف إلى القضاء على عمل الأطفال * مشروع وزارة التربية والتعليم العالي لتحسين الوضع الدراسي للأطفال العاملين الملتحقين بالمدارس في آن واحد ولمنعهم من التسرب المدرسي * مشروع النبطية بالتعاون مع وزارة التربية الوطنية والتعليم العالي
ارتكز المشروع على انشاء مركز متخصص للوقاية والحماية من اسوأ اشكال عمل الاطفال في قضاء النبطية. ويهدف هذا المشروع الى حماية الأطفال وتأمين حقوقهم، وتأهيل العاملين منهم اجتماعيا وتربويا، سعيا للقضاء التدريجي على مشكلة عمل الأطفال. * مشروع وزارة الداخلية لمكافحة ظاهرة الأطفال العاملين في الشوارع * مشروع جمعية الصناعيين اللبنانيين: ويتضمن اعداد دراسات واقامة ندوات توعية حول المخاطر التي يواجهها الاطفال في العمل... * مشروع سن الفيل وبرج حمود والنبعة: تدريب 20 باحثة اجتماعية، برامج توجيه وتدريب مهني، ايجاد فرص عمل لعائلات الاطفال العاملين...
عام 2003 تم افتتاح مركز جديد للحد من عمل الأطفال في مدينة طرابلس/شمال لبنان. بالإضافة الى مشاريع أخرى لمكافحة عمل الأطفال تمت بالتعاون مع الاتحاد العمالي العام، في مناطق باب التبانة(الشمال) وعين الحلوة(الجنوب).

الخاتمة
لقد تم منذ عدة سنوات إطلاق مبادرة عالمية للدفاع عن حقوق الطفل وبطلها هو طائر الدودو، هذه المبادرة تهدف لنشر الاتفاقية الدولية لحقوق الطفل في كافة أنحاء العالم وبغض النظر عن العرق، الجنس، الدين، المستوى الاجتماعي أو التوجه السياسي. ويشكل موقع " سايبردودو، المدافع عن الحياة" [31] أداة تواصل عالمية تجمع حولها كافة المهتمين بالدفاع عن الحياة وحماية البيئة بالتعاون مع المنظمات الدولية المعتمدة كالمفوضية السامية لحقوق الإنسان في الأمم المتحدة والانتربول الدولي.
وقد كان للبنان دور كبير في الحد ومواجهة هذه الظاهرة من خلال وضعه قوانين تختص بتنظيم عمل الأطفال ومنع استغلالهم بأي شكل من الأشكال،كما أنه قد وقع على العديد من الإتفاقيات والمعاهدات الدولية التي تهتم بحماية الطفل من الاستغلال وتشغيله.ولكن بالرغم من ذلك ما زال لبنان يحتل المراتب الأولى من حيث عمالة الأطفال. وقد ازدادت هذه النسبة مع النزوح السوري بسبب الأزمة ولكن تبقى مشكلة الفقر هي السبب الرئيسي لهذه القضية.
ومع إنتشار هذه الظاهرة وإرتفاع نصابها في جميع الدول وخاصةً العربية تسارعت الجمعيات و المنظمات الإنسانية للتحرك من أجل الدفاع عن حقوق الطفل الذي يستغل ويشغل وهو تحت السن القانوني ومن أجل حمايته من ما يتعرض له. وكان لها دور كبير وفعال على هذا الصعيد،حيث نادت وو طالبت الدول للتحرك من خلال تشريعاتها وقوانينها لسن قوانين تحمي أي طفل على ارضها لأنهم الفئة الأضعف في المجتمع.
لذلك يجب أن يستمر النضال الدولي والعالمي لمناهضة هذه الظاهرة والقضاء عليها لكي يتمتع كل طفل بحقه ،فهل سيستطيع العالم بقوانينه وتشريعاته الحد منها والقضاء عليها عبر إستخدام ثقافة الوعي والنشر وليس فقط من خلال عقد الاتفاقيات؟ وهل أيضاً سيستطيع لبنان مع ما يتعرض له بظل الأزمة في الدول المجاورة من إيجاد حل جذري وقامع للقضاء على أي شكل من أشكال إستغلال الأطفال عن طريق تفعيل هذه القوانين؟ أو أنه سيبقى حبراً على ورق......؟
