INVESTMENT PROPOSAL FOR REPUTED GROUPS TO TAKE UP COMMERCIAL SPACE ON LONG LEASE TO DEVELOP GAMING ZONES IN THE SHOPPING MALL

1.0 Introduction
1.1 About INKEL
Infrastructures Kerala Limited (INKEL), a Public-Private Enterprise was formed by Government of Kerala (GoK), with 26% stake and 74% with private participation - general public, NRKs, institutional investors etc. Primary objectives of INKEL are to promote, set up, operate and deal with infrastructure facilities, projects and ventures across sectors including SEZs, industrial parks / estates, knowledge parks, roads, rail, port, airport and other facilities. INKEL also acts as a key link between GoK and private sector in facilitating and developing infrastructure, primarily in the State of Kerala. INKEL is one of the major project advisors to the Government of Kerala and also to the organisations and departments which fall under the purview of GoK.

1.2 Brief of the project
INKEL proposes to develop the Palayam Area Re-development project under an agreement with Trivandrum Development Authority (TRIDA) and Corporation of Thiruvananthapuram. The project consists of a four star business hotel and a modern shopping mall at Palayam.

An area of 10000 Sq.ft has been earmarked for gaming zone inside the shopping mall. The space for gaming zone could be taken on long term lease by prospective investors to develop a gaming zone for kids and adults. This project profile indicates the opportunity for investors to invest in the commercial space to develop gaming zone in the proposed Shopping Mall at Palayam, Trivandrum.

2.0 Market Feasibility
a) For the Gaming zone inside the shopping mall:
It is assumed that a retail space of 2 sq.ft. per person is required for retailing in Trivandrum. It could be seen that by 2015, the demand-supply gap would be approximately 8.41 lakhs sq.ft. The development of the mall at Palayam would fill in a part of this gap and the mall is developed with proper planning and necessary tie-ups with well known brands, other retailers, investors etc. The USP of Palayam being its

locational prominence, getting 100% occupancy in the mall is assured. The investor who would

be developing the gaming zone would definitely benefit from the occupancy of the mall, as it is proposed to be developed within the shopping mall.

3.0 Project Details – Space for Gaming Zone
3.1 Area and Project components
An area of 10000 Sq.ft is earmarked for the development of the gaming zone in the shopping mall. The gaming zone could have video games, play stations, bowling, redemption games, bumper cars, family entertainment center etc. The prospective investor will have the flexibility to develop the game zone as per his design and could provide other rides and games of his interest. Adequate parking facilities would be provided to cater to the requirements of the vehicles coming to the shopping mall. The proposed gaming zone will have the following components: • • An area of 10000 Sq.ft has been earmarked in the shopping mall for setting up a gaming zone Adequate water and power will be provided in the proposed gaming zone for the smooth functioning of the facilities envisaged by the implementing agency. • All common facilities like parking, elevators, escalators, toilets etc would be provided by the implementing agency in the proposed shopping mall.

3.2 Location Advantages
Palayam is well connected by rail, road and air. Central Railway station is just 2 Kms, airport only 8 Kms. The site is on the side of the main artery, MG Road and the under pass road of 4 lanes connecting Kovalam-Kazhakoottam bypass in the west and Trivandrum-Kanyakumari highway at the south. The site is just 300 meters from the Secretariat, making it one of the best sought after property in Trivandrum City.

3.3 Utilities/ Facilities
The utilities required for the entire project like the water supply, power supply, solidwaste disposal system etc would be provided by the implementing agency. The implementing agency will also be responsible for providing all other allied infrastructure facilities like internal roads, elevators, escalators, security office etc.

3.4 Project Cost
The total project cost for the construction of the gaming zone would be the cost of developing the interiors, the cost of various rides, games stations and other gadgets planned by the investor in the gaming zone. The investor will have the full freedom to decide on the rides and facilities to be provided in the gaming zone.

3.5 Project Implementation
The Palayam area re-development project would be developed by INKEL under an agreement with TRIDA, Corporation of Thiruvananthapuram with private participation. The implementation of the proposed Shopping mall would take 2 years and 6 months.

3.6 Project Viability
INKEL intends to bridge the shortage of retail space in Trivandrum to the extent possible through the development of the proposed shopping mall at Palayam. The location advantage of the project of being at Palayam ensures 100% occupancy for the shopping mall right before the completion of the project. Also the proposed shopping mall would be the first of its kind in Trivandrum. The shopping mall will also have other facilities like entertainment zone with multiplex theatres, food courts and an Ice Skating rink which will attract more customers to the shopping mall. All these factors related to the project ensure a high occupancy rate in the gaming zone as well and is expected to fetch a return of more than 20% to the lesse or to the operators of the facility. Combined viability of the project assures a very good return on investment.

4.0 Conclusion
4.1 Investment Opportunity
a) Long term lease of 10000 Sq.ft for 90 years in the shopping mall to develop gaming zone b) The prospective investors could develop games, play stations, family entertainment centre etc which are part of the entertainment zone. The investor will have full freedom to design and develop the gaming zone to get more return for his investment. c) The investor can expect a minimum return on investment of over 20%. d) The investors would have the right to sublease the gaming zone or the facilities at a higher rate as the property at Palayam would appreciate manifold.

4.2 Role of INKEL
Entire end-to-end solutions/services from conceptualization to implementation shall be provided by INKEL, if desired by investor, at a pre-determined fee. All clearances, approvals, licenses and permits required for the development of the business hotel and shopping mall would be facilitated by INKEL, TRIDA & Corporation of Thiruvananthapuram. INKEL would also ensure a professional management of operation and maintenance of the proposed project at Palayam. Also INKEL can implement and operate
