The Coast Guard has been around since 1790 and is part of the Armed Forces in the United States but falls under the Department of Homeland Security instead of the Department of Defense. The Coast Guard is unique in that it is the only service that has both military and civil authority and balances the eleven missions defined in Title 6 of the United States Code -468 (Title 5 U.S.C., 2014)):
• Ports, waterways, and coastal security
• Drug interdiction
• Aids to navigation
• Search and rescue
• Living marine resources
• Marine safety
• Defense readiness
• Migrant interdiction
• Marine environmental protection
• Ice operations
• Other Law Enforcement (fisheries, etc)

There is continues push to improve our services and products by improving our members that most organization consider the back bone of their institutions. A large part of an organizations budget is made up of personnel costs. The military is not different, one-fourth of the military’s budget is made up of personnel compensation (Always Read, 2014). With such a large part of an organizations budget and the driving force behind each organization you can see why senior leadership places a large emphasis on growing its people to be better leaders and employees. In fact “U.S. spending on corporate training grew by 15% last year (the highest growth rate in seven years) to over $70 Billion in the US and over $130 Billion worldwide (Bersin, 2014). As new developments occur, the Coast Guard senior leadership must decide in a shrinking budget environment, what will be the highest priority and adjust the focus on that missions at hand. In 1996, there was a Workforce Cultural Audit completed and the Coast Guard Commandant addressed the need to improve its leader’s skills in the officer corp. Following that report a Junior Officers Needs Assessment working group was formed in order to determine the baseline needed to develop our leaders using the Human Performance Technology methodology by looking at the desired outcomes, actual state, gaps, root causes and solutions. The instruments used included surveys of the Coast Guard junior officers and their supervisors, review/analysis of documentation (statutory, industry, policy), one-to-one interviews with senior leadership and personnel of each level in the service. At the end of their work, the Junior Officers Needs Assessment working group identified 150 Knowledge, Skills, Attitude and Abilities that junior officers must have in order to succeed in their job. They then identified the gaps and causes, recommending 38 interventions in order to close the gap. Of these recommendations a more robust

...Successful Failure Micheal Stout 4 February, 2015 By and large, the inability to collect, report, process, disseminate, and act upon intelligence gathered by our military forces has been the cause of numerous failures in military operations. Operation Ivory Coast, a daring raid on the prisoner of war (POW) camp Son Tay during the Vietnamese war, was one such operation. Considered by many as a stunning tactical success, this mission was a failure from an intelligence standpoint, and the ultimate goal of the operation, to rescue the POW’s held at Son Tay, was unsuccessful. Operation Ivory Coast Background and Planning In the spring of 1970, intelligence gathered from the United States Air Force through analysis of aerial imagery confirmed the presence of fifty five American POW’s, a handful of which were in a condition requiring urgent rescue, located at a compound near Son Tay, 23 miles west of Hanoi. Planning was finalized in August of 1970 to conduct a raid to rescue the POW’s. It would be a joint effort between Air Force search and rescue teams and Army Special Forces. Col Arthur “Bull” Simons was given command of the ground forces. With just over a hundred service members for the ground force, a mock site was built at Eglin Air Force Base, and the joint force conducted roughly 170 training missions in preparation for the operation. ...Communication During and After Hurricane Andrew The largest natural disaster ever recorded in the history of the United States was hurricane Andrew, which struck South Dade County, Florida, as midnight turned the clock into August 24, 1992. Contrary to what the American news media broadcast across the United States and throughout Europe, the first outer wall of the hurricane unexpectedly slammed into South Dade, packing 214+ mph winds which quickly escalated to 350+ mph. Most of the 414,151 residents living in the danger zone were asleep when the outer wall struck. Thousands of them lost their lives, for no one in South Dade had been evacuated or even advised to evacuate. (Frankovich, 2001) Hurricane Andrew was a powerful category 4 hurricane, which made landfall in Dade County, Florida on August 24, 1992. The hurricane was later upgraded to a category 5 due to the storms extremely strong and damaging winds. When the storm made landfall it reportedly had sustained winds of 145 mph and wind gusts of 175 mph. In Dade County alone, the storm left 15 dead and approximately 250,000 residents homeless. According to (Rappaport, 1992) an additional 25 lives were lost due the after effects of the storm. No one knew exactly how big the storm would be and how much it would impact the southern part of Florida. Damage caused by the storm was estimated at $25 billion dollars.
