PENGENALAN

1.1 Latar Belakang Kajian
Secara umumnya, media massa memainkan peranan yang signifikan dalam kehidupan seharian manusia. Manusia tidak dapat mengelakkan diri daripada menggunakan media massa. Media merupakan alat perantaraan yang menjadi penghubung antara pemilik media dan orang ramai. Menurut Mus Chairil Samani (2001) media adalah wahana atau alat penyalur yang mengendong mesej. Mesej yang dikendong pula wujud sama ada dalam bentuk maklumat untuk pengetahuan umum, membujuk mahupun sebagai satu alat hiburan. Mesej-mesej tersebut diperolehi melalui media yang semakin berkembang kini seperti surat khabar, majalah, iklan, filem, radio, televisyen dan komputer. Media massa merupakan medium yang digunakan untuk berkomunikasi, mendapatkan maklumat dan menyampaikan pelbagai bentuk maklumat seperti pendidikan, kebudayaan, ekonomi, hiburan dan berita dari pelbagai sumber menggunakan alat-alat komunikasi. Perkembangan pesat dalam bidang teknologi telah meningkatkan saiz, kepantasan, dan kecekapan media tradidional sehingga melahirkan bentuk-bentuk media baru khususnya yang bersifat digital dan elektronik (Md Sidin Ahmad Ishak, 2006).
Media elektronik seperti televisyen bukan sahaja sebagai satu bentuk media yang baik, tetapi dapat menyampaikan informasi dan juga berfungsi sebagai media pendidikan, media hiburan sekaligus sebagai penghubung sosial. Di Malaysia, siaran televisyen bermula pada 28 Disember 1963. Kemudian pada tahun 1969 Radio Televisyen Malaysia (RTM) telah dilancarkan di bawah kawalan kerajaan. Apabila Dasar Penswastaan Negara dilaksanakan muncul beberapa stesen televisyen swasta iaitu Sistem Televisyen Malaysia Berhad dan diikuti beberapa stesen televisyan lain. TV3 telah memulakan siarannya pada tahun 1984 dan ia telah memberi saingan hebat kepada televisyen kerajaan. Pada 1 Oktober 1996, kerajaan telah meluluskan satu lagi stesen televisyen berbayar yang beroperasi menggunakan sistem siaran terus dari satelit yang dikendaalikan oleh Astro. Televisyen mempunyai tanggungjawab sosial yang perlu dipenuhi. Larsen (dipetik dari Scott Mc Lean, 2003) berpendapat bahawa televisyen telah memberi sumbangan dalam penidikan dan hiburan, namun televisyen juga dikatakan gagal berbuat demikian. Terdapat beberapa kritikan terhadap fungsi televisyen sebagai alat yang penting dalam pendidikan kanak-kanak program-program sosial yang ditayangkan di televisyen. Antaranya rancangan “Sesame Street” yang dikatakan dapat merangsang tabiat membaca pada peringkat awal umur serta dapat merangsang kemahiran lain kepada kanak-kanak.
Menurut McQuail (1989) pula, antara fungsi lain televisyen terhadap masyarakat adalah untuk menyatakan budaya, membantu dalam proses sosialisasi dan membantu melahirkan budaya baru. Menurutnya lagi, televisyen juga berfungsi untuk meneguhkan nilai murni, membantu dalam proses integrasi dan interaksi sosial. Tidak dinafikan televisyen merupakan salah satu bentuk media massa yang menjadi satu keperluan yang sangat penting dan mampu dimiliki oleh setiap keluarga. Kesibukan dengan komitmen pekerjaan membuatkan ibu bapa kurang meluangkan masa bersama anak-anak. Ini menyebabkan ibu bapa tidak dapat memantau aktiviti-aktiviti yang dilakukan oleh anak-anak terutamanya berumur yang 12 tahun ke bawah. Bukan itu sahaja, sesetengah suri rumah turut menggunakan televisyen sebagai “pengasuh/penjaga” terhadap anak-anak mereka disebabkan tidak mempunyai masa untuk menjaga anak-anak. Golongan suri rumah lebih sibuk melakukan kerja-kerja rumah seperti memasak, mengemas dan sebagainya. Disebabkan itu, anak-anak lebih banyak meluangkan masa mereka dengan menonton televisyen berbanding melakukan aktiviti-aktiviti lain seperti mengulangkaji mata pelajaran, bermain dengan rakan-rakan dan sebagainya.
Kanak-kanak pada zaman ini kebanyakannya diberi pendedahan tanpa batasan terhadap sumber teknologi yang berunsur kuning, keganasan atau kezaliman, yang berpotensi untuk membentuk sikap yang negatif dan personaliti yang negatif. Televisyen misalnya merupakan satu contoh alat yang banyak mempengaruhi tingkah laku kanak-kanak. Dalam ledakan teknologi dan media, kanak-kanak mudah dipengaruhi oleh ejen sosialisasi seperti media. Menurut kajian Christakis, Zimmerman,DiGiuseppe & McCarty (2004) secara purata kanak-kanak berusia satu tahun menonton televisyen 2.2 jam setiap hari dan 3.6 jam sehari bagi kanak-kanak yang berusia 3 tahun. Dalam kajian lain yang dilakukan oleh Persatuan Pengguna Pulau Pinang (2006), secara purata kanak-kanak di Malaysia menonton televisyen kurang 2-3 jam pada hari biasa dan akan menonton 3-4 jam pada hari minggu. Berdasarkan kajian di atas, walaupun mereka tidak memahami seratus peratus apa yang dipaparkan di televisyen, namun harus diingat bahawa mereka sudah dapat mencerap pergerakan objek dan memahami pertukaran imej melalui apa yang dipertontonkan di skrin televisyen. Kesannya, ia akan meninggalkan pengaruh yang besar dan sangat mudah untuk meresap dalam jiwa kanak-kanak. Ini menunjukkan media seperti televisyen telah menjadi medium yang bahaya kepada ibu bapa untuk digunakan kepada anak-anak terlalu lama atau tanpa pengawasan. Oleh itu, kajian ini dibuat bagi mengkaji dengan lebih mendalam lagi corak terkini penggunaan televisyen oleh ibu bapa sebagai “pengasuh/penjaga” terhadap kanak-kanak. Selain itu pengaruh televisyen yang besar dan memainkan peranan yang sangat penting dalam institusi keluarga menyebabkan kajian ini dijalankan bagi mengetahui sebab-sebab ibu bapa menggunakan televisyen terhadap anak-anak mereka. 1.2 Pernyataan Masalah
Peranan dan pengaruh media, khususnya televisyen terhadap kanak-kanak telah banyak dibincangkan oleh pelbagai pihak. Timbul beberapa pendapat yang menyatakan bahawa televisyen mengakibatkan keganasan terhadap kanak-kanak dan perubahan tingkah laku sosial mereka. Ada juga yang berpendapat bahawa televisyen dapat membantu dalam proses pendidikan. Fungsi dan corak penggunaan televisyen semakin hari semakin berubah seiring dengan arus kemodenan. Kos sara hidup yang semakin meningkat terutamanya bagi mereka yang tinggal di kawasan bandar memerlukan komitmen yang tinggi dalam pekerjaan bagi menyara kehidupan keluarga. Ramai ibu bapa beralih kepada menggunakan televisyen terhadap anak-anak ketika sibuk bekerja. Malahan, televisyen juga digunakan terhadap anak-anak bagi memudahkan ibu bapa melakukan tugasan di rumah tanpa gangguan. Televisyen akan membuatkan anak-anak duduk diam tanpa mengganggu urusan ibu bapa. Selain itu televisyen juga dijadikan sebagai alasan untuk mendidik anak-anak.
Sebagai ibu bapa, tidak menjadi kesalahan apabila membenarkan anak-anak menonton televisyen, tetapi ibu bapa perlulah memantau dan menapis bahan yang dipertontonkan kepada anak-anak. Ibu bapa tidak seharusnya menjadikan televisyen sebagai “pengasuh/penjaga” kepada anak-anak dengan membiarkan televisyen terpasang tanpa pengawasan. Pendekatan yang diambil hanya akan mengundang masalah yang lebih besar terutamanya kepada kanak-kanak yang berusia 7 tahun ke bawah. Menurut satu kenyataan yang dikeluarkan oleh American Academy of Pediatrics (2001), kesan negatif menonton televisyen terhadap kanak-kanak tidak terhad kepada kelakuan ganas atau agresif, tetapi akan turut menyebabkan prestasi pembelajaran menurun, masalah obesiti dan lain-lain lagi.

Oleh itu, pengawasan ibu bapa mahupun orang dewasa amatlah penting kerana pengaruh penggunaan media massa tidak dapat dikawal dan dijangka. Sekiranya kurang pengawasan daripada ibu bapa, televisyen boleh mendatangkan kesan buruk kepada kanak-kanak. Antaranya kurang kemahiran berkomunikasi, emosi mudah terganggu, mudah terpengaruh, membantutkan pertumbuhan imaginasi dan daya kreativiti otak, kurang tumpuan dan banyak lagi. Rata-rata kanak-kanak akan mempelajari sesuatu melalui tindakan ‘peniruan’ dan ‘pemerhatian’ daripada televisyen dan filem. Kajian yang dilakukan oleh Bandura (1973) menunjukkan bahawa seorang kanak-kanak yang memerhatikan model agresif akan bertindak meniru aksi dan bertindak agresif seperti yang dilakukan oleh model.
Kajian ini bertujuan untuk melihat pola penontonan serta sebab ibu bapa menggunakan televisyen sebagai penjaga terhadap kanak-kanak dalam kehidupan seharian. Oleh itu, kajian ini diharap dapat dijadikan panduan kepada pelbagai pihak termasuk ibu bapa, masyarakat dan seterusnya kepada bidang komunikasi. Hasil kajian ini juga diharap dapat menyuntik kesedaran dan memberi pengetahuan tentang penggunaan televisyen dalam kehidupan, khususnya kepada ibu bapa mengikut saranan dan panduan yang dinyatakan dalam Teori Kegunaan dan Kepuasan.

1.3 Objektif dan Persoalan Kajian
Rohana Yusof (2004) menyatakan, bagi menghasilkan suatu kajian yang memberikan kesan yang baik dan dapat diterima oleh semua pihak, penyelidik perlulah menetapkan objektif yang dikenalpasti untuk dicapai. Objektif umum kajian ini adalah untuk mengkaji penggunaan televisyen oleh golongan ibu bapa sebagai ‘pengasuh’ terhadap kanak-kanak. Untuk mencapai tujuan tersebut, objektif-objektif kajian ini adalah seperti berikut: i. Untuk menganalisis pola penggunaan televisyen oleh ibu bapa terhadap kanak-kanak. ii. Untuk mengenalpasti sebab-sebab penggunaan televisyen oleh ibu bapa terhadap kanak-kanak.
Oleh yang demikian, berikut merupakan persoalan-persoalan kajian yang dijalankan : i. Apakah tabiat penggunaan televisyen oleh ibu bapa terhadap kanak-kanak? ii. Apakah faktor yang mendorong ibu bapa menggunakan televisyen terhadap kanak-kanak?

1.4 Kepentingan Kajian
Kepentingan kajian ini adalah untuk menganalisis penggunaan televisyen sebagai “pengasuh/penjaga” oleh ibu bapa terhadap kanak-kanak. Kajian ini sangat penting kepada bidang komunikasi untuk mengetahui sebab-sebab media elektronik seperti televisyen digunakan oleh ibu bapa terhadap kanak-kanak dalam kehidupan sehari-hari disamping dapat mengenalpasti kesan-kesan penggunaan televisyen secara berlebihan terhadap kanak-kanak. Hasil dapatan kajian diharap dapat memberi sumbangan untuk rujukan kajian-kajian baru yang dapat diguna pakai dalam bidang komunikasi pada masa hadapan.
Kajian ini juga sedikit sebanyak dapat memberikan pendedahan maklumat dan perkongsian mengenai isu ini yang kadang kalanya tidak diberi perhatian oleh segelintir masyarakat. Dapatan kajian sangat sesuai untuk dijadikan bahan rujukan dan dapat dimanfaatkan dengan sepenuhnya oleh pelbagai pihak termasuk ibu-bapa, dan ahli masyarakat. Golongan ibu bapa khususnya akan sedar kesan penggunaan media serta dapat memperbaiki tahap penggunaan televisyen sebagai “pengasuh/penjaga” dalam kehidupan anak-anak mereka.
Ibu bapa diharapkan dapat dapat memberikan dan meluangkan masa untuk memantau anak-anak mereka yang terdedah persekitan sosial yang bebas dan penggunaan media yang semakin canggih serta berteknologi tinggi dalam zaman yang semakin moden ini. Dengan pemantauan dan bimbingan yang berterusan daripada ibu-bapa, pendedahan media secara positif akan memberikan impak yang positif terhadap tingkah laku anak-anak. Hasil kajian juga dapat memberikan pengetahuan yang lebih baik tentang kegunaan Teori Kegunaan dan Kepuasan dalam menjelaskan sebab televisyen digunakan bagi memenuhi kepuasan ibu bapa.
Akhir sekali ialah, sumbangan kajian ini kepada negara. Hasil kajian ini diharap dapat digunakan oleh pelbagai pihak berkuasa kerajaan mahupun swasta dalam menyediakan garis panduan yang bersesuaian mengenai penggunaan televisyen yang bersesuaian dengan tahap umur kanak-kanak. Ini kerana kanak-kanak merupakan sebahagian daripada ahli masyarakat yang penting dalam menjadi aset negara pada masa hadapan.

1.5 Kesimpulan
Secara keseluruhan bab ini telah membincangkan secara mendalam tentang latar belakang kajian, penyataan masalah, objektif serta persoalan kajian, dan kepentingan kajian. Setiap bahagian mengandungi aspek yang penting dan boleh dijadikan panduan dalam membuat penyelidikan. Ini kerana setiap penyelidikan yang hendak dijalankan mesti mengenalpasti apa yang hendak dikaji.

People communicate using different styles and a good communicator needs to be aware of these styles.
