Η ευρύτερη Ευρώπη και οι γείτονές της: πρόταση νέου πλαισίου της σχέσης με τους ανατολικούς και νότιους γείτονες της ΕΕ

Σήμερα, η Ευρωπαϊκή Επιτροπή ενέκρινε ανακοίνωση, η οποία θέτει ένα νέο πλαίσιο για τις σχέσεις, κατά την επόμενη δεκαετία, με τη Ρωσία, τα Δυτικά ΝΑΚ και τις χώρες της Νότιας Μεσογείου, με τις οποίες επί του παρόντος, δεν υπάρχει προοπτική ένταξης, οι οποίες ωστόσο θα έχουν σύντομα κοινά σύνορα με την Ένωση. Όπως επιβεβαίωσε το Ευρωπαϊκό Συμβούλιο της Κοπεγχάγης, η διεύρυνση συνιστά μια ευκαιρία για την προώθηση της σταθερότητας και της ευημερίας πέραν των νέων συνόρων της Ένωσης. Επομένως, η ανακοίνωση προτείνει, κατά την επόμενη δεκαετία, η ΕΕ να επιδιώξει να εργαστεί στο πλαίσιο εταιρικής σχέσης για την ανάπτυξη ζώνης ευημερίας και φιλικής γειτονίας - "κύκλος φίλων" - με τους οποίους η ΕΕ διατηρεί σχέσεις στενές, ειρηνικές και συνεργασίας. Προτείνει, σε αντάλλαγμα για συγκεκριμένες προόδους που αποκαλύπτουν την ύπαρξη κοινών αξιών και την αποτελεσματική εκτέλεση πολιτικών, οικονομικών και θεσμικών μεταρρυθμίσεων, να δοθεί σε όλες τις γειτονικές χώρες η προοπτική συμμετοχής στην εσωτερική αγορά της ΕΕ. Τούτο πρέπει να συνοδευτεί από περαιτέρω ολοκλήρωση και ελευθέρωση για την προώθηση της ελεύθερης κυκλοφορίας προσώπων, αγαθών, υπηρεσιών και κεφαλαίων (τέσσερις ελευθερίες). Ο πρόεδρος Prodi δήλωσε: "Με την παγκοσμιοποίηση και τη δημιουργία μιας υπερεθνικής κοινωνίας των πολιτών, δεν δύναται πλέον να γίνεται διάκριση μεταξύ των εξωτερικών σχέσεων της Ένωσης και της εσωτερικής της ανάπτυξης, ιδίως εφόσον πρόκειται για τη γειτονιά μας. Αντί να γίνονται προσπάθειες για την καθιέρωση νέων διαχωριστικών γραμμών, η ουσιαστικότερη ολοκλήρωση μεταξύ της ΕΕ και του κύκλου των φίλων, θα επισπεύσει τον αμοιβαίο μας πολιτικό, οικονομικό και πολιτιστικό δυναμισμό". Ο επίτροπος Patten σημείωσε : "Κατά την παρελθούσα δεκαετία, το πλέον επιτυχές εργαλείο εξωτερικής πολιτικής της Ένωσης ήταν, αναμφισβήτητα, η υπόσχεση για ένταξη στην ΕΕ. Αυτό δεν είναι δυνατόν να υποστηριχθεί. Για την επόμενη δεκαετία πρέπει να βρούμε νέους τρόπους για να εξάγουμε τη σταθερότητα, την ασφάλεια και την ευημερία που δημιουργήσαμε στη διευρυμένη ΕΕ. Πρέπει να αρχίσουμε να ενεργούμε προς την κατεύθυνση αυτή, συμφωνώντας για μια σαφέστερη εικόνα σε ό,τι αφορά τις σχέσεις μας με τους γείτονες."

Η ανακοίνωση, που υπέβαλε ο πρόεδρος Prodi και ο επίτροπος εξωτερικών σχέσεων Chris Patten, αναφέρει ότι υπάρχει ήδη αμοιβαία εξάρτηση μεταξύ της Ευρωπαϊκής Ένωσης και των γειτόνων χωρών σε ό,τι αφορά την επίτευξη σταθερότητας, ασφάλειας και αειφόρου ανάπτυξης εντός των ορίων τους. Προτείνει, να παρουσιάσει η Ένωση μια φιλόδοξη εικόνα, προς την οποία θα πρέπει να τείναουν οι σχέσεις με τους ανατολικούς και νότιους γείτονες κατά την επόμενη δεκαετία.

Συγχρόνως, στην ανακοίνωση σημειώνεται ότι οι διαφορές μεταξύ των ανατολικών και νότιων γειτόνων - σε ό,τι αφορά την ήδη επιτελεσθείσα πρόοδο σε ό,τι αφορά τις μεταρρυθμίσεις καθώς και σε ό,τι αφορά την διάσταση ελπίδων και προσδοκιών σχετικά με την ένταξη στην ΕΕ - πρέπει να αποτελούν τον πυρήνα της νέας πολιτικής γειτονίας. Συνεπώς, προτείνει ότι περαιτέρω μέτρα για την ενίσχυση της ολοκλήρωσης και της ελευθέρωσης, πρέπει να εφαρμοστούν βαθμιαία και προοδευτικά, ακολουθώντας τη θετική δράση των γειτόνων χωρών.

Τα εν λόγω μέτρα είναι τα εξής:

- Επέκταση της εσωτερικής αγοράς και των κανονιστικών δομών
- Σχέσεις προτιμησιακού εμπορίου και άνοιγμα αγορών
- Προοπτικές νόμιμης μετανάστευσης και κυκλοφορία προσώπων
- Εντατικοποιημένη συνεργασία για την πρόληψη και καταπολέμηση απειλών κατά της κοινής ασφάλειας
- Μεγαλύτερη πολιτική εμπλοκής της ΕΕ για την πρόληψη των συγκρούσεων και τη διαχείριση των κρίσεων
- Μεγαλύτερες προσπάθειες για την προώθηση των δικαιωμάτων του ανθρώπου, ευρύτερη πολιτιστική συνεργασία και ενίσχυση αμοιβαίας κατανόησης
- Ολοκλήρωση στα δίκτυα μεταφορών, ενέργειας και τηλεπικοινωνιών και στον ευρωπαϊκό χώρο έρευνας
- Νέα μέσα για την προώθηση και προστασία των επενδύσεων
- Υποστήριξη για την ολοκλήρωση στο παγκόσμιο εμπορικό σύστημα
- Ενισχυμένη βοήθεια, καλύτερα προσαρμοσμένη στις ανάγκες
- Νέες πηγές χρηματοδότησης
Αυτή η νέα πολιτική γειτονίας πρέπει να προωθηθεί μέσω στρατηγικών σχεδίων δράσης ανά χώρα και/ή περιφερειακά, τα οποία καταρτίζονται από την Επιτροπή σε συνεργασία με τις γείτονες χώρες. Στα σχέδια δράσης θα περιλαμβάνονται πολιτικές και οικονομικές συγκριτικές αξιολογήσεις βάσει των οποίων κρίνεται η πρόοδος. Σύμφωνα με την ανακοίνωση, τα σχέδια δράσης, αφού συμφωνηθούν, αντικαθιστούν τις κοινές στρατηγικές και συνιστούν πλέον το κύριο έγγραφο πολιτικής της Ένωσης σε ό,τι αφορά τις σχέσεις με τις γείτονες χώρες, μεσοπρόθεσμα.

Σε ό,τι αφορά τη συμπερίληψη της ολοκλήρωσης και της ελευθέρωσης στις συμβατικές σχέσεις, η ανακοίνωση ανοίγει επίσης την προοπτική για νέες συμφωνίες γειτονίας, συμπληρώνοντας, εφόσον χρειάζεται, τις ισχύουσες συμφωνίες εταιρικής σχέσης και συνεργασίας και τις συμφωνίες σύνδεσης.

Το Ευρωπαϊκό Συμβούλιο της Κοπεγχάγης, της 12ης και 13ης Δεκεμβρίου, καλωσόρισε την πρόθεση της Επιτροπής να αναπτύξει προτάσεις για την ενίσχυση των σχέσεων της Ένωσης με τη Ρωσία, την Ουκρανία, τη Μολδαβία, τη Λευκορωσία και τις χώρες της νοτίου Μεσογείου (Αλγερία, Αίγυπτος, Ισραήλ, Ιορδανία, Λίβανος, Λιβύη, Μαρόκο, Παλαιστινιακή Αρχή, Συρία και Τυνησία). Καθ' υπόδειξη του Συμβουλίου, τούτο πρέπει να βασίζεται σε μια μακροπρόθεσμη προσέγγιση, η οποία προωθεί τις δημοκρατικές και οικονομικές μεταρρυθμίσεις, την αειφόρο ανάπτυξη και εμπόριο.

Γενικό πλαίσιο

Η εταιρική σχέση της Βαρκελώνης Η Ευρω-Μεσογειακή εταιρική σχέση, που συμφωνήθηκε από τους υπουργούς εξωτερικών της ΕΕ και τους δώδεκα μεσογειακούς εταίρους[1] στη Βαρκελώνη, τον Νοέμβριο 1995, βασίζεται στην αμοιβαία αναγνώριση της αξίας που έχει η ανάπτυξη περιεκτικής πολιτικής στενής σύνδεσης σε μεγάλο αριθμό τομέων αμοιβαίου ενδιαφέροντος, που οφείλεται στην εγγύτητα των δύο περιφερειών. Οι στόχοι της εταιρικής σχέσης επιβεβαιώθηκαν σε όλες τις συναντήσεις των υπουργών εξωτερικών που πραγματοποιήθηκαν μετά τη Βαρκελώνη, ακόμη και αν ο ρυθμός προόδου σε ό,τι αφορά την επίτευξή τους, ήταν βραδύτερος από τις αρχικές προσδοκίες. Η διαδικασία της Βαρκελώνης επιβεβαιώθηκε από την κοινή στρατηγική για την περιφέρεια της Μεσογείου, την οποία ενέκρινε το Ευρωπαϊκό Συμβούλιο, που πραγματοποιήθηκε στην Santa Maria da Feira, τον Ιούνιο 2000. Η πλέον πρόσφατη συνάντηση των Ευρω-Μεσογειακών υπουργών εξωτερικών πραγματοποιήθηκε στην Βαλέντσια, στις 22-23 Απριλίου 2002 και συμφώνησε ένα σχέδιο δράσης σχετικά με την ανάπτυξη της εταιρικής σχέσης. Οι στόχοι της διακήρυξης της Βαρκελώνης είναι οι εξής: - δημιουργία ζώνης ειρήνης και σταθερότητας με βάση κοινές θεμελιώδεις αξίες, ειδικότερα, το σεβασμό των δικαιωμάτων του ανθρώπου και της δημοκρατίας· - δημιουργία μιας περιφέρειας κοινής ευημερίας, μέσω της βαθμιαίας καθιέρωσης χώρου ελευθέρων συναλλαγών μεταξύ της ΕΕ και των εταίρων αφενός, και μεταξύ των ιδίων των εταίρων αφετέρου, μέχρι την ημερομηνία - στόχο 2010· η διαδικασία αυτή συνοδεύεται από ουσιαστική χρηματοδοτική βοήθεια της ΕΕ (κυρίως το πρόγραμμα MEDA) και μέσω δανείων της Ευρωπαϊκής Τράπεζας Επενδύσεων για την προώθηση της οικονομικής μετάβασης και για να μπορέσουν οι εταίροι να αντιμετωπίσουν τις κοινωνικές και οικονομικές προκλήσεις, τις οποίες συνεπάγονται οι αλλαγές αυτές· - συμβολή στην καλύτερη κατανόηση μεταξύ των λαών της περιφέρειας και στην υποστήριξη μιας δραστήριας κοινωνίας των πολιτών. Η συνεργασία στο χώρο της δικαιοσύνης και των εσωτερικών υποθέσεων, ιδίως η καταπολέμηση του οργανωμένου εγκλήματος και της τρομοκρατίας, καθώς και ο χειρισμός ζητημάτων που αφορούν την μετανάστευση, αναφέρονται συνοπτικά στην διακήρυξη της Βαρκελώνης και απέκτησαν μεγαλύτερη σημασία μετά το 1995, επειδή η ΕΕ επέκτεινε το κεκτημένο και στο χώρο αυτό. Η εταιρική σχέση εφαρμόζεται διμερώς μέσω των συμφωνιών σύνδεσης, τις οποίες έχουν διαπραγματευτεί η ΕΕ και οι εταίροι, και πολυμερώς, μέσω περιφερειακών φορέων, ιδίως μέσω της Ευρω-Μεσογειακής επιτροπής και των τακτικών συναντήσεων των ανωτέρων υπαλλήλων για το διάλογο στον τομέα της πολιτικής και της ασφάλειας. Οι συμφωνίες σύνδεσης καθιερώνουν, για μια μεταβατική περίοδο, ελεύθερες συναλλαγές βιομηχανικών προϊόντων και προοδευτική ελευθέρωση των συναλλαγών γεωργικών προϊόντων καθώς και ένα "ραντεβού" για την έναρξη διαπραγματεύσεων σε ό,τι αφορά την ελευθέρωση των συναλλαγών στον τομέα των υπηρεσιών· περιέχουν επίσης διατάξεις περί συνεργασίας σε πολιτικά, οικονομικά, κοινωνικά και πολιτιστικά θέματα, δικαιοσύνη και εσωτερικές υποθέσεις καθώς και μια ρήτρα "αναστολής", βάσει της οποίας επιτρέπεται στα μέρη να αναστείλουν τη συμφωνία στην περίπτωση παράβασης ουσιώδους στοιχείου της συμφωνίας σύνδεσης (ιδίως σεβασμός των δικαιωμάτων του ανθρώπου και της δημοκρατίας). Σε ό,τι αφορά τη χρηματοδοτική βοήθεια από το MEDA, οκτώ από τους εταίρους (Αλγερία, Αίγυπτος, Ιορδανία, Λίβανο, Μαρόκο, Παλαιστινιακή Αρχή, Συρία και Τυνησία) καλύπτονται από εθνικά ενδεικτικά προγράμματα, τα οποία αντιπροσωπεύουν τον κύριο όγκο της βοήθειας MEDA (μέχρι 90%). Το υπόλοιπο καλύπτεται από το περιφερειακό ενδεικτικό πρόγραμμα, βάσει του οποίου χρηματοδοτούνται πολυμερείς δραστηριότητες για τις οποίες είναι επιλέξιμοι και οι δώδεκα μεσογειακοί εταίροι. Οι μεσογειακοί εταίροι ήταν επίσης δικαιούχοι βοήθειας από την Ευρωπαϊκή πρωτοβουλία για τη δημοκρατία και τα δικαιώματα του ανθρώπου (ΕΠΔΔΑ). Η Ευρωπαϊκή Τράπεζα Επενδύσεων χορηγεί δάνεια από τους ιδίους πόρους προς όλους τους μεσογειακούς εταίρους, κυρίως για επενδύσεις σε υποδομές, αλλά και για περιβαλλοντικά έργα, για τα οποία προβλέπεται επιδότηση επιτοκίου. Οι πόροι αυτοί συμπληρώθηκαν μέσω της δημιουργίας διευκόλυνσης για Ευρω-Μεσογειακές επενδύσεις και εταιρικές σχέσεις (FEMIP), που δρομολογήθηκε τον Οκτώβριο του 2002, κυρίως με στόχο την αύξηση της διαθέσιμης υποστήριξης στον ιδιωτικό τομέα. Αναμένεται να ληφθεί απόφαση από το Συμβούλιο, τον Οκτώβριο του 2003, σχετικά με το κατά πόσο η διευκόλυνση αυτή θα μετατραπεί σε μια Ευρω-Μεσογειακή Τράπεζα, υπό την ΕΤΕπ. Η Λιβύη δεν είναι μεσογειακός εταίρος αλλά επί του παρόντος έχει την ιδιότητα του παρατηρητή σε ορισμένες συναντήσεις και θα μπορούσε να καταστεί πλήρες μέλος, εάν δεχθεί όλες τις πτυχές της εταιρικής σχέσης της Βαρκελώνης, ως έχουν σήμερα. Η Επιτροπή έχει αντιπροσωπείες σε όλες τις χώρες της εταιρικής σχέσης και γραφείο αντιπροσωπείας στα Παλαιστινιακά Εδάφη. Δεν έχει αντιπροσωπεία στη Λιβύη.

Σχέσεις με τη Ρωσία, Ουκρανία, Μολδαβία και Λευκορωσία Από το 1992, η συμφωνία εμπορίου και συνεργασίας (TCA), την οποία είχε συνάψει η Ευρωπαϊκή Κοινότητα με την ΕΣΣΔ, εφαρμόστηκε για την διαχείριση των σχέσεων με κάθε νέο ανεξάρτητο κράτος. Η TCA προέβλεπε, μεταξύ άλλων, μεταχείριση του μάλλον ευνοουμένου κράτους σε ότι αφορά τις συναλλαγές, και τη δυνατότητα δημιουργίας κοινών επιτροπών. Για την Ρωσία, Ουκρανία και Μολδαβία, η TCA αντικαταστάθηκε από τις συμφωνίες εταιρικής σχέσης και συνεργασίας (ΣΕΣΣ) οι οποίες τέθηκαν σε ισχύ το 1997 και 1998. Η ΣΕΣΣ με τη Λευκορωσία υπεγράφη το 1995, ωστόσο ούτε έχει πλήρως κυρωθεί ούτε συνομολογηθεί. Οι συμφωνίες εταιρικής σχέσης και συνεργασίας είναι πλήρεις, καλύπτουν δε τον πολιτικό διάλογο, τις συναλλαγές προϊόντων και υπηρεσιών, οικονομικά, περιβαλλοντικά, επιστημονικά καθώς και πολιτιστικά θέματα. Επίσης, καλύπτουν τη συνεργασία στο χώρο της δικαιοσύνης και των εσωτερικών υποθέσεων, ειδικότερα δε τη πρόληψη των παράνομων δραστηριοτήτων, καθώς και τη συνεργασία για την καταπολέμηση του λαθρεμπορίου ναρκωτικών και τη νομιμοποίηση προσόδων από παράνομες δραστηριότητες. Ενώ οι ΣΕΣΣ έχουν εξελικτικό χαρακτήρα, προβλέποντας την ανάπτυξη εμπορικών και συναφών με το εμπόριο διατάξεων, με βάση τη μεταχείριση ΜΕΚ η οποία εφαρμόζεται σήμερα για την εγκαθίδρυση διμερούς χώρου ελευθέρων συναλλαγών, δεν καθιερώνουν περαιτέρω εμπορικές παραχωρήσεις, πέραν από εκείνες που παραχωρεί η ΕΕ στους εταίρους της του ΠΟΕ. Έτσι, οι χώρες εταίροι συμφωνούν να εφαρμόζουν τη μεταχείριση ΜΕΚ ή εθνική μεταχείριση, ανάλογα με το ποια είναι η ευνοϊκότερη. Οι ΣΕΣΣ περιλαμβάνουν ρήτρα "αναστολής", βάσει της οποίας κάθε μέρος δύναται να αναστείλει τη συμφωνία σε περίπτωση παραβίασης θεμελιώδους στοιχείου της εταιρικής σχέσης (σεβασμός των δημοκρατικών αρχών και των δικαιωμάτων του ανθρώπου). Οι ΣΕΣΣ ισχύουν για δέκα έτη, και στη συνέχεια ανανεώνονται ετησίως σιωπηρά. Σήμερα, βελτιώνεται η εφαρμογή των διατάξεων επίλυσης των διαφορών που περιλαμβάνονται στις ΣΕΣΣ, σε ό,τι αφορά τη Ρωσία και την Ουκρανία. Η εκτέλεση των συμφωνιών επιβλέπεται από υπουργικό συμβούλιο συνεργασίας, έναν ανώτερο υπάλληλο της επιτροπής συνεργασίας και την κοινοβουλευτική επιτροπή συνεργασίας, όπου η σχετική αντιπροσωπεία του Ευρωπαϊκού Κοινοβουλίου εκπροσωπεί την ΕΕ. Επιπλέον, η ΕΕ πραγματοποιεί συναντήσεις κορυφής με τη Ρωσία (ανά εξάμηνο) και την Ουκρανία (ετησίως). Το 1999 και 2000, το Συμβούλιο ενέκρινε κοινές στρατηγικές για τη Ρωσία και την Ουκρανία, οι οποίες αναβαθμίζουν τον κατάλογο των επιδιωκόμενων δραστηριοτήτων συνεργασίας, ώστε να τεθούν στο επίκεντρο οι διμερείς σχέσεις για την υλοποίηση στρατηγικών προτεραιοτήτων. Η ΕΕ έχει συνάψει συμφωνίες για τα κλωστοϋφαντουργικά προϊόντα και με τις τέσσερις χώρες, συμφωνία για τον χάλυβα με τη Ρωσία καθώς και συμφωνίες για την έρευνα στο χώρο της πυρηνικής ασφάλειας και τη θερμοπυρηνική σύντηξη με την Ουκρανία. Η ΕΚ διαπραγματεύεται εκ νέου σήμερα με τη Ρωσία συμφωνία περί συνεργασίας στο χώρο της επιστήμης και της τεχνολογίας και συμφωνίες για εκκένωση πυρηνικών στη βορειοδυτική Ρωσία, την επανεισδοχή και τη συνεργασία στον τομέα της αλιείας. Κύρια χρηματοδοτική βοήθεια που προβλέπεται στις ΣΕΣΣ είναι αυτή που χορηγείται δυνάμει του κανονισμού Tacis. Εκτός από το Tacis, η ΕΕ χορήγησε περαιτέρω βοήθεια στη Μολδαβία, μέσω του προγράμματος επισιτιστικής ασφάλειας (ΠΕΑ). Η Ρωσία και η Μολδαβία ήταν δικαιούχοι προγραμμάτων ανθρωπιστικής βοήθειας, υπό τη διαχείριση της ECHO. Η Μολδαβία και η Ουκρανία έλαβαν μακροοικονομική βοήθεια. Η Ρωσία επωφελήθηκε ειδικών προγραμμάτων επισιτιστικής βοήθειας το 1992, και μεταξύ του 1998 και 2000. Το 2001, η Ευρωπαϊκή Τράπεζα Επενδύσεων έλαβε εντολή να δανείσει ποσό μέχρι 100 εκατ. € για περιβαλλοντικά έργα στη βορειοδυτική Ρωσία. Και οι τέσσερις χώρες επωφελήθηκαν βοήθειας από την Ευρωπαϊκή πρωτοβουλία για τη δημοκρατία και τα δικαιώματα του ανθρώπου. Η Επιτροπή έχει αντιπροσωπείες στη Μόσχα και στο Κίεβο (η τελευταία είναι διαπιστευμένη στις πόλεις Μinsk και Chisinau).

In 1948 he married Mirta Diaz Balart but they were soon divorced in 1954. His son Fidel Castro Diaz Balart became the head of Cuba's atomic energy commision. Castro was a very good vocalist and he brought himself national prominence by leading an attack on Moncada army barracks. Due to this attack he was sentenced to 15 years in prison, which only lasted for 2 years. After being in exhile in Mexico, Castro returned with 81 others, including Che Guevera, to Cuba and launched a successful guerrilla war.
