Acct 861 – Leadership Exercise – Darrell Issa
Due: November 7, 2011

Darrell Issa is not only a member of the US House of Representatives, but is also the chairman of the House Oversight and Government Reform Committee. Mr. Issa has an extensive business background that includes a military career. Although “on paper” Issa seems to be a successful individual, it seems his past is plagued with speculation and some factual information outlining contrary views. From the news and opinion articles on Darrell Issa, it seems he is an individual that thrives on control and power. Physically he is an intimidating man and I believe he uses this to his advantage. Issa also seems to play on his “charm” to influence others. This could be viewed as strengths of his, however I think Issa has used and abused this attribute. There is not a positive feeling felt after researching Issa and I find that troubling. I do believe it is true that many times not everyone can be “liked” by everyone else, yet there is much negatively and confusion surrounding Issa that is very hard to ignore. Issa does possess the ability to get people to “like” him, however those people seem to be the closest to him, advisors, individuals with “good” businesses terms with him and individuals who have benefited from Issa’s actions and decisions. Mr. Issa thrives on being an intimidating person. When making business decisions and accomplishing goals, I feel Issa begins with taking a stand (that is most beneficial to him) on the issue, intimidating others around him to view it is same way or make the same decision, all the while keeping up with the perception that this is for the overall, common good. In the article from the New York Times, there were several instances outlined where Issa, “through earmarks”, was allowed to approve roadwork projects close to commercial property he owns which appreciated the properties some 60 percent. While is it debatable if there were conflicts of interest with some of these projects, the public and local leaders were kept pleased and that seems to be the only thing that matters. To many people, respect could include one’s outward attitude but it could also be viewed as one’s actions and decisions that affect outsiders. Mr. Issa seems to have continuously lied or avoided subjects concerning his past. He has exaggerated the truth on a few occasions and when found to have been doing so, avoids the issue. What I find to be especially alarming is how effortlessly Issa lies about his past and even questions the questions that are brought up because of it. He deflects the accusations as false or attempts to shift the perspective on said issues. What I pondered was can one person really be blamed for so many things that are all untrue? Isn’t there blame somewhere? It is evident from multiple instances that Issa is in business for himself. Many of his decisions as a congressman have not had a “direct conflict of interest, but it creates an appearance that he is trying to influence a policy on issues where he has an investment.”[1] In order to accomplish such feats, Issa has transferred many of his controlling interest in businesses to a family trust. This allows him to influence others on issues while seeming to be unbiased towards them. One situation was the proposal to merge satellite radio companies Sirius and XM. Issa is on the board of directors for DEI who is partnered with Sirius and the family trust holds half-million shares in the firm. On the outside it appears Issa is “fighting” for the right causes, but there are questions to what truly motivates him and what his “goals” really are. Is he trying to make for a better “America”? Or is he swayed by what could SEEM to make a situation better, all the while monetarily benefiting him. I do not think it is clear considering other decisions of his can be tied to businesses he is involved in or was involved in. The honesty, or lack thereof, from Issa is something that I cannot understand. No one is perfect, however as I said before, how can so much negatively and blame be centered on one person? Even if there are quiet a few skeletons in Issa’s closet and perhaps he has been at the wrong place at the wrong time, owning up to one’s past and taking responsibility is extremely important when you are a public person working for the United States Government or anywhere else. One article stated Issa was “tired of defending himself from these old stories”[2] and I find this to be almost humorous. I agree, Issa probably feels like a broken record, however he chose to run for office for this position and had to have known these issues would come up and keep coming up. It comes with the “job” and Issa should have realized this. Now, I do feel if Issa properly addressed many of these issues in the past, owned up and took responsibility the public would not feel the need for the facts to be validated by him. Many are past the point of believing Issa as facts come out later contradicting his statements. I do not see how he is open about his past and I believe he deflects as much as he can about it. Some past events are almost startling to read about. Issa also tries to blame others for the mistakes he has made, namely his brother. It is quite convenient his brother served some jail time, as this puts a better mark on Darrell being the more “innocent” one. I also cannot comprehend the warehouse fire. It is like taking an insurance policy out on your spouse, and then they mysteriously die a few weeks to a month later. Nothing he says on this match up to statements from others who were involved Some leaders have the ability to cloud the public’s judgment by making them think the decision that was made was the “right” one. Those same types of leaders also realize how to utilize manipulation to their advantage. I believe that Darrell Issa is one of those types of leaders. He realizes the intimidation power he has, while also being able to juggle being suave, charming, and “average”. Issa’s past successful business endeavors, which has included car alarms such as Viper, have allowed his unfavorable past to be weighed against each other. Can such a successful man be that bad? I believe the answer is yes. Transferring blame, dodging questions, and giving answers that are fuzzy at best are not the foundation values and actions for a “great” leader or any leader. Darrell Issa projects an illusion that he is there for his constituents, to bring the truth out, and to serve them as best he can. I’m not sure I “buy” into that and I’m not sure I believe his decisions are unbiased. I think Issa values himself and what the public thinks of him, however I also feel he thinks if he pleases them with decisions (often benefiting him as well) they will get “off his back” on unfavorable topics circling him. I also feel that if the decision facing Issa somehow includes an interest of his, he will sway the opinion to go his way regardless of how it will affect the public in the end. Somehow, his constituents end up feeling like they have benefited. All in all I do not have a favorable position on Darrell Issa and the type of leader he is. My opinion on leaders is that they should be individuals with respect for everyone including themselves, honest with the public about the past, present, and even future with themselves and goals, can take responsibility if the time comes, and can be trusted. These seemingly simple attributes of a person do not seem evident within Issa. From this point on, my view on him as a leader has drastically changed and I do not think a leader with a questionable past and conflicted interests can be completely trusted to do what is best.

Rep. Issa Examining Ways to Reorganize Atf

...Rep. Issa examining ways to reorganize ATF By Jordy Yager - 12/02/11 11:28 AM ET Rep. Darrell Issa (R-Calif.) wants to reorganize the Bureau of Alcohol, Tobacco, Firearms, and Explosives in the wake of a botched gun-tracking operation. Issa, as chairman of the House Oversight and Government Reform Committee, on Friday laid out several proposals for the beleaguered ATF, including merging it with the FBI. “The ATF perhaps should be molded completely into the FBI and be done with it rather than this specialization,” said Issa at a breakfast hosted by The Christian Science Monitor. “And there’s no reason you can’t have a special unit under the FBI. And it is a frustration that I’m getting close to saying, ‘You know, as the reform committee — organizational reform — we may have to do that.’” Issa criticized the way law enforcement agencies share jurisdiction and partner with each other on operations like Fast and Furious, which the ATF led and had help from the FBI, the Drug Enforcement Administration, and U.S. attorneys with the Justice Department (DOJ). The ATF falls under the DOJ’s umbrella. But Issa immediately seemed to back off his initial push to have the FBI absorb the ATF as a cure-all solution, saying that the FBI and its director, Robert Mueller, share some of the blame for the botched gun-tracking operation, which oversaw the sale of thousands of weapons to known and suspected straw buyers for Mexican drug cartels. “When I talk about reform I’m...

Obamacare

...Washington (CNN) -- It was the government's fault, contractors on the problem-plagued website for President Barack Obama's signature health care reforms told a congressional hearing on Thursday. In more than four hours of testimony before the House Energy and Commerce Committee, officials of companies hired to create the HealthCare.gov website cited a lack of testing on the full system and last-minute changes by the federal agency overseeing the online enrollment system. Angry exchanges between Republicans who oppose Obamacare and Democrats defending it erupted repeatedly, while the contractors insisted their work went fine even though the software buckled when the system went online on October 1. Complaints about logging in, lengthy delays, incorrect information relayed to insurance companies and other problems have fueled continued GOP attacks on the 2010 Affordable Care Act that was upheld by the Supreme Court last year. The White House and administration officials say the enrollment problems are being fixed. On Thursday, the Centers for Medicaid and Medicare Services (CMS) that oversees the new programs under the health care reforms said almost 700,000 applications have been submitted online on either the federal or state websites. State success in Obamacare program While the applications don't mean that many people have fully enrolled for health insurance under the new system, the figure represents a significant increase in those who have been able to start the process...

Federal Housing

...Federal Government Housing Policy Park University EC301 A crucial role is played by the federal government in supporting the construction of housing financially and offering ownership as well as rental support for households with lower income since the 1930s. In the recent period, numerous programs are being funded by the Congress in order to meet up to the housing requirements for the population that is poor and susceptible. The plans are mainly controlled by the Department of Housing and Urban Development (HUD). The contemporary housing assistance plans involve the comparatively flexible grants for the state as well as the local governments. This is done so as to assist the homeless people, build up reasonably priced housing and offer support to the first-time buyers. This was also done to encourage community development as well as more planned, direct support programs that would assist in providing low-priced apartments and even rental vouchers to the deprived families, managed through quasi-public, local public and the private intermediaries (McCarty & Et. Al., “Overview of Federal Housing Assistance Programs and Policy”). The main objective of the paper is to analyze the housing policies adopted by the federal government related to the mortgage and funding system. With this concern, the discussion of the paper will intend to identify the strategies implemented by the federal government persuade lenders and low-income borrowers in dealing with highly...

Is the Housing Market Crash of 2008 a Prime Example of Predatory Lending?

...ABSTRACT Six years after the housing market crashed in 2008 the primary cause of the crash continues to be debated. Speeches have been made and books have been written on the subject. Observers and analysts have attributed the reason for the housing crisis and its collapse in the U.S. to everyone from home buyers, Wall Street, mortgage brokers, mortgage underwriters, investment banks, rating agencies, investors, low mortgage interest rates, low short-term interest rates, and relaxed standards for mortgage loans. Predatory lending was just one of many factors along this transaction chain. Predatory lending consists of loaning money to consumers in the hope and expectation that they will default and the lender will be able to take the collateral (homes.) We will discuss if the government failed to protect its citizens thru public policy and what role (if any) investments in mortgage backed securities played in the market crash of 2008 as well. While economist continue to debate who or what is at fault. The market crash clearly devastated the U.S. economy. We will also discuss how such devastation is considered to be one of the worst market failures in history. The events leading up to the crash are easier to identify after a crash, the signs were in the forefront and ignored by most people, firms, banks, and the government. Together we will embark on a journey to discover what role predatory lending, mortgage backed securities, and relaxed regulations played in the housing...

...http://www.cnbc.com/id/44337105/US_Firms_Paid_More_to_CEOs_Than_Taxes_in_2010_Study Our country had been bombarded by political mayhem like unproductive congress, as well as a burden of national debt that keeps hanging over our head and reminds of itself on almost every national headline. While the political elite is trying to slash and reduce the debt jeopardizing ideologies of its own parties, the private sector’s elite – CEOs of large corporations are filling their pockets with bonuses and salaries, as if we were still in 2003. According to the report conducted by Institute of Policy Study: “Twenty-five of the 100 highest paid U.S. CEOs earned more last year than their companies paid in federal income tax”. The report has been ordered by Committee on Oversight and Government Reform. The conducted study upon the topic stated that the average pay of a CEO that surpassed taxes was 16.7 million dollars yearly. An interesting point has been brought up in this article, comparing a higher-than-taxes pay to cases of corporate fraud, such as Enron and WorldCom. According to Collins, the congressman who ordered the report to be conducted, outsized CEO pay was often a red flag for bigger problems to come. I would like to get to the very bottom of this issue right away. This story is much deeper than this corporate fiscal year, the house elections or even the national debt. This is an issue directly connected to the de-regulation of not only our economic system, but Capitalism itself...

Healthcare Policy

...Health Care Policy The Patient Protection and Affordable Care Act (PPACA) signed by President Obama in 2010 will bring about changes to the health care system that affect every American. The PPACA ensures access to affordable health care with a focus on cost containment and enforcing quality of care for those who seek services. According to a Congressional Budget Office budget report the PPACA will cost tax payers an estimated $900 billion and provide coverage for more than 94% of the population who is eligible for services. The PPACA addresses several key areas quality, affordable health care, public programs, improvement to quality and efficiency, prevention, public health improvement, workforce, transparency and integrity, access to innovative therapies, community support services, and revenue provisions (Democratic Policy and Communication Center, n.d.). These areas will affect millions of individuals at some level when accessing health care. The accessibility to quality health care will benefit those individuals who presently cannot obtain health insurance or afford some type of health care coverage. Coverage alone does not make for a healthy nation and help to contain cost. The PPACA addresses the need for prevention and improvement in health care and public health. Title IV: Prevention of Chronic Disease and Improving Public Health addresses some of these needs. Health care professionals can the nation understand how certain diseases can be prevented and...
