PROBLEM AND ITS BACKGROUND
A. Introduction

In a regular semester, every teaching department conducts competency exams for subjects that are included from the course outline’s in-semester subjects. A competency exam for a given subject is composed of 50 questions. Every question has 5 choices, in which the 5th choice is either all of the above or none of the above. All questions are gathered in a question bank, which questions have been verified correct and validated before actually using them on actual exams. From that question bank, set of questions will be analyzed and selected to form a subject’s competency exam.

A problem may arise if the questions found in the test bank, which are probably just paper documents, or unsecured electronic files, are stolen, manipulated or snooped. Also, there is a high probability that the questions found on exams are just the retake of previous batches, thereby encouraging cheating and disclosure.

The process of selecting questions from the test question bank is also troublesome and time-consuming. The task of choosing questions based on difficulty and domain of learning may be quite confusing especially if one decides to select the questions manually. It may require a lot of patience and keen analytical skills to obtain a competency exam in which questions based on week number are well-balanced to analyze effectively the competency of students who will take the exam.
Another problem is the checking of the student’s papers and the registration of their answers on a test item analysis form, which will serve as a feedback mechanism to the recently concluded competency exam. Filling up this form requires a lot of time and effort. For every form, it is required to mark cells of 60 students and 50 questions an ‘x’ or check, and then summarize them accordingly. Every instructor handles more than 1 subject for the competency exam. Therefore, if there is a scheduled competency exam, instructors always allocate a lot of time just to comply with that requirement.

Therefore, the development of an automated solution of analyzing the set of questions before a competency exam, registration of student’s answers and generation of an interactive exam feedback mechanism that will determine the weak points, the strong points and the top and lowest scoring student and items are, for the recently concluded competency exam is suggested by the proponents in order for the process to become fast, efficient and accurate.

B. Statement of the Problem The proposed study intends to seek answers to the following problems: 1. Can we automate the competency examination? 2. Can we generate a feedback or iteration result after the students through the competency examination at the same time?
C. Objective of the Study
General Objectives To design and to develop an automated solution of analyzing the set of questions before a competency exam, registration of student’s answers and generation of an interactive exam feedback mechanism that will determine the competency of students for the recently concluded competency exam. Specific Objectives 1. To create a system that analyzes, select and approve the set of questions included in a competency exam. 2. To design software that can automatically generate an interactive exam feedback mechanism that will determine the following for the recently concluded competency exam: a. Competency of students included in a section for the given subject. b. Top 5 and bottom 5 students. c. Top 5 and bottom 5 items. d. Mean, median and mode of students. 3. To evaluate the effectiveness of the system based on the following criteria: e. Ease of use f. Speed g. Security
D. Significance of the Study

This study will benefit the faculty members of the Technological Institute of the Philippines especially the ones who have the scheduled competency exams for the current semester. It can have the benefits of a more accurate and faster analysis and selection of appropriate questions to be included in the competency exam of given subjects. Registration and generation of an automated feedback mechanism will also be faster and more accurate. The test question bank will also be more secured as compared to the manual approach.
The security is stricter as compared to the manual system, in which the questions can be held by anybody, and if a faculty wanted to have a faster result, that they will delegate the checking of exams to other persons.

Faculty Members
Faculty members can be assured of a valid competency exam where questions are verified according to the school’s standards. The registration of student’s answers to the exam and the computation of statistics for the feedback of a section is automatic, therefore, the time previously allotted just to complete a tally sheet for a certain section will be used for other teaching functions or duties. Also, ease of use can be certainly achieved for a more user-friendly approach of using the system. As a result of the system’s designed functions, better time management for faculty members who were assigned to handle sections/subjects which have an on-semester scheduled competency exam is also evident.
Faculty members can also have a lot of time analyzing what certain items on the recent competency exam the students are lacking, and who among them need certain attention to improve for the certain subject

Students who took the Competency Exam
Students belonging to the section to be analyzed can have the same benefits of a more accurate and faster feedback. Discrepancy of the total correct exam answers to the student’s answers can easily be traced and updated allowing a more flexible adjustment as compared to the manual system. The system may also be advantageous to students. Since students found to be lacking on certain aspects of the exam may be asked to retake it, thus providing interactive feedback to the concluded exam.

Administration and Department Officers
Because of the accuracy and speed of the proposed system, the administration and department officers can be assured of a complete, valid and up-to-date summary that can be used for implementing and deciding new policies for the improvement of the curriculum, faculty and students under them. Also, the sections of the exam that students are considered not proficient can be again lectured in order for the competency of students of a certain subject to improve.

E. Scope and Limitation

Persons who can access the system are only the instructors whom the administrator had given user access to (user name and password). There are four entity types who are included in the system, but only three of them can have access to it.
The main and important functions include the analysis and selection of questions for a competency exam, registration of student answers and generation of an interactive feedback mechanism after the scheduled competency exam. Creation of questions, exams and student’s list for inclusion to sections involved in analysis are considered to be used by the faculty user.

On the other hand, Admin functions include the creation of student, faculty and encoder, which are the main entities of the system, the creation of departments or course, the creation of subjects, and the modification of the current school year and semester on which the section and section exam will base its SY-Semester settings.

Questions will be analyzed and selected from a valid test bank which were manually verified and validated by the concerned department. They will be encoded to the system together with the answer. Test questions will be included in an exam and will be set to a maximum of 50 items.

Instructors will just add a student in a certain section to be included in the feedback. Once all the student’s answers have been registered to the system, the instructor can now automatically generate a test item analysis form that can serve as feedback to that section. It is in order for them to know how many in that section passed or failed, and what certain question numbers is the section lacking. Another form is used to analyze the section as a whole.
Encoders are included in the system for input of data that requires multiple entries such as add student and encoding of student answers. These are the only functions they have.
The project will be tested and compared to the manual system based on ease of use, speed, security and accuracy. The study will have a span of 2 semesters and testing will be done on TIP Manila, Arlegui campus.
Importance/Weight of a question in an exam, whether it will be an easy, average or difficult one, will be the same from others. Domain of learning and difficulty of question type will not be included to make the system more simplified. TIP Manila, Casal Campus will not be included in the study. A scanning machine will not be included in the project for financial considerations. Feedback of exam is per section only and not the whole batch of students who took the exam, since the manual approach uses test item analysis per section only.
