Did the commodity price spike increase rural poverty? Evidence from a long-run panel in Bangladesh

Abstract

We assess the effects of the dramatic rise in agricultural commodity prices during 2007-2008 on income dynamics and poverty among rural households in Bangladesh. A unique panel data set allows us to put the effects of recent events in the context of long-run trends in income and poverty. We use data from a nationally representative longitudinal survey of rural households in Bangladesh collected in four waves in 1988, 2000, 2004, and 2008. Nargis and Hossain (2006) analysed income dynamics and poverty incidence for the first three waves, finding a declining trend in both the incidence and severity of poverty, aided in particular by human capital development and the off-farm employment opportunities. We update and extend the analysis to include data collected in 2008, at the height of a spike in agricultural prices. We find that the price of a balanced food basket increased by more than 50 percent during 2000-2008, while household income rose only 15 percent. As a result the incidence and severity of rural poverty in Bangladesh sunk to pre-2000 levels during 2004-2008. Thus the price spikes in 2007-2008 helped push an additional 13 million people into poverty in rural Bangladesh. Moreover, we find that the determinants of poverty have not been time-invariant. In particular, agricultural production, which had previously been associated with a higher incidence of poverty, served as a hedge against higher food prices during 2004-2008.

Food Appropriation Through Large Scale Land Acquisitions

...Rising Food Prices, Poverty, and the Doha Round Sandra Polaski Senior Associate and Director, Trade, Equity and Development Program MAY 2008 Summary This paper examines the issues at stake in the Doha Round in light of rising food prices and their impact on global poverty. It first reviews the causes of high food prices, emphasizing those that are susceptible to action by governments. The author then presents recent evidence on how food prices affect the poor and concludes that, although many poor households will require urgent assistance, more are likely to gain from rising prices than lose. She argues that the Doha Round must allow developing countries adequate policy flexibility so that they can build up their own agricultural sectors, increase food supply in the medium and long term, and shield the poor from market failures that can affect their very survival. An agreement should: • • • Sharply restrict domestic and export subsidies provided to wealthy country farmers, which drive farmers in developing countries off the land or into poverty. In-kind food aid should also be restricted in favor of cash assistance. Allow developing countries to shield at least twenty percent of tariff lines from reductions as “special products” to foster greater domestic production and shield poor households until they become more productive or find other livelihoods. Create a robust “special safeguard mechanism” that would permit developing countries to address short term volatility in...

...Economic Outlook, Prospects, and Policy Challenges 01 CHAPTER This year’s Economic Survey comes at a time of unusual volatility in the international economic environment. Markets have begun to swing on fears that the global recovery may be faltering, while risks of extreme events are rising. Amidst this gloomy landscape, India stands out as a haven of stability and an outpost of opportunity. Its macro-economy is stable, founded on the government’s commitment to fiscal consolidation and low inflation. Its economic growth is amongst the highest in the world, helped by a reorientation of government spending toward needed public infrastructure. These achievements are remarkable not least because they have been accomplished in the face of global headwinds and a second successive season of poor rainfall. The task now is to sustain them in an even more difficult global environment. This will require careful economic management. As regards monetary and liquidity policy, the benign outlook for inflation, widening output gaps, the uncertainty about the growth outlook and the over-indebtedness of the corporate sector all imply that there is room for easing. Fiscal consolidation continues to be vital, and will need to maintain credibility and reduce debt, in an uncertain global environment, while sustaining growth. On the government’s “reformto-transform” agenda, a series of measures, each incremental but collectively meaningful have been enacted. There have also...

...new FAA bill cut funding for the AIP, which will cripple our airport infrastructure – rapid investment is critical PRINCIPATO ‘12 - president, Airports Council International-North America; M.A. in International Relations from University of Chicago; International Trade and Transportation specialist, Hunton & Williams (Greg, “Why we should invest today in 'Airports Inc.'”. March. http://thehill.com/blogs/congress-blog/labor/218525-faa-why-we-should-invest-today-in-airports-inc) With the latest Federal Aviation Administration (FAA) forecast predicting a doubling of passengers and cargo by 2030, the current funding system is not up to the job of ensuring airports will have the infrastructure they need to handle such dramatic increases in traffic. This will have far-reaching consequences. Commercial airports are powerful economic engines, generating 10.5 million jobs and $1.2 trillion for the U.S. economy, according to a new Airports Council International-North America study. Across the country, workers and businesses count on local airports to attract investment and move people and goods around the world. Since 2001, the total number of jobs associated with airports has increased by more than 50 percent. Despite unprecedented growth and clear evidence of the economic benefits of infrastructure investments, airports expect to have $80 billion in unmet needs through 2015 because of the flawed system used to pay for infrastructure projects. That has not always been the case...

The World in 2008

...and the summer Olympic games in Beijing. The race for the White House will be a marathon, from the front-loaded primary season in January and February to the general election in November. The betting is that the winner will be a Democrat—with a strong chance that a Clinton will again be set to succeed a Bush as leader of the free world. China, meanwhile, will hope to use the Olympics to show the world what a splendid giant it has become. It will win the most gold medals, and bask in national pride and the global limelight. But it will also face awkward questions on its repressive politics. America and China will be prime players in the matters that will concentrate minds around the world in 2008. One of these is the world economy, which can no longer depend on America, with its housing and credit woes, to drive growth. America should—just—avoid recession, but it will be China (for the first time the biggest contributor to global growth) along with India and other emerging markets that will shine. Another focus of attention will be climate change. As China replaces America as the world’s biggest producer of greenhouse gases, serious efforts on global warming depend on the serious involvement of those two countries. If 2007 was the year when this rose to the top of the global agenda, in 2008 people will expect action. It is striking that green is a theme that links all the contributions from political leaders in this volume, whether at the city level (Michael Bloomberg), the national...
