Introducere

De-a lungul evoluţiei sale istorice, ştiinţa a căutat să analizeze fenomenele complexe cu ajutorul modelelor abstracte. Natura umană şi variaţia relaţiilor care se stabilesc într-o societate formează un câmp de cercetare întins şi pasionant, propice declanşării unor multiple controverse. Utilizarea matematicii pentru rezolvarea unor probleme economice suscită reticenţe profunde şi nejustificate. Mulţi teoreticieni sau practicieni economişti ignoră noile descoperiri din teoria matematică care le-ar putea fi utile. Pe de o parte aparatul matematic s-a complicat, ceea ce implică un efort major pentru cunoaşterea lui, iar pe de altă parte descoperiri utile economiei sunt de dată recentă. Ştiinţa economică a făcut mari progrese între anii 1950-1980 iar aceste progrese sunt puţin cunoscute poate şi pentru că teoria matematică utilizată a devenit extrem de rafinată, necesitând un efort continuu pentru înţelegere.
Pentru explicarea și rezolvarea problemelor economice cu care au fost confruntați în diferite etape ale economiei moderne și contemporane de piață, specialiștii din acest domeniu au încercat să înțeleagă mecanismul de ansamblu al acestui tip de economie. În funcție de particularitățile momentului istoric respectiv și ale țării în care au trăit, diferite generații de economiști au pus accentul pe una sau alta din laturile acestui mecanism. În timp ce neoclasicii au urmărit, în principal, să identifice condițiile echilibrului economic, J.M. Keynes a cercetat cu precădere cauzele dezechilibrelor din economia contemporană.
Atunci când schimburile de bunuri şi servicii între consumatori şi producători sunt orientate de un sistem de preţuri, există un joc al preţurilor astfel încât cererea şi oferta sunt egale pentru orice bun şi serviciu iar situaţia economică cu acest joc al preţurilor, este „optimă”; în acest sens nu este posibil să se îmbunătăţească poziţia unui consumator fără a o înrăutăţi pe-a altora. Se convine că o situaţie astfel definită nu este unică. Fiecare distribuire a bogăţiei iniţiale între consumatori corespunde unei situaţii optimale particulare. Dacă o situaţie nu este optimală este posibil să se găsească o variantă în care un consumator nu pierde dar ceilalţi câştigă. În acelaşi timp, fiecare consumator apreciază propria sa poziţie fără să-l intereseze a celorlalţi.

1. Modelul economic creat de J.M. Keynes

Unii economiști și factori de decizie economică pun accentul pe nevoia creșterii investițiilor de capital. Alții sunt partizanii măsurilor de stimulare a activității de cercetare – dezvoltare și a progresului tehnic. O a treia categorie de specialiști accentuează rolul forței de muncă bine pregătite.
Bun cunoscător atât al științelor economice, cât și al matematicii, J.M. Keynes a folosit în cercetarea economiei contemporane de piață un model economico-matematic descriptiv cu scopul de a ușura înțelegerea nivelului activității economice și a relației dintre diferite variabile ale acesteia, ca rădăcina a dezechilibrelor din această economie.
Originalitatea lui Keynes constă în abordarea subutilității forței de muncă în condițiile unui echilibru general între cerere și ofertă globală. Pentru Keynes nu există nici un motiv ca forța de muncă angajată în starea de echilibru să asigure ocuparea deplină, doar dacă se stabilește o relație particulară între înclinația spre consum și investiții.

1.1. Caracteristicile modelului creat de Keynes
Principalele caracteristici ale modelului keynesian se reduc la următoarele aspecte:
a) acest model se bazează pe o teorie dinamică a fluxurilor economice, compatibilă cu o pluralitate de echilibre diferite, între care echilibrul ocupării depline constituie una dintre posibilităţi; b) el include mai multe variabile decât modelul clasic şi presupune, în consecinţă, mai puţine constante; c) presupune o abordare în termeni de circuit, astfel că modelul economic constă în relaţii de cauzalitate între variabilele care se influenţează reciproc şi care asigură realizarea echilibrului global;
d) acest model evidenţiază importanţa cererii globale în asigurarea echilibrului economic;
e) funcţionalitatea şi înţelegerea modelului keynesian presupun analiza raportului ce se stabileşte între anticipările agenţilor economici şi răspunsurile realităţii.

1. Componentele definitorii ale modelului economico-matematic al lui J. M. Keynes

În esență, modelul realizat de Keynes se compune din trei categorii de elemente:
a) variabilele care constau fie dintr-o serie de indicatori macroeconomici (venit național, cerere, ofertă, consum, economii, investiții globale etc), fie din rata lor sau raportul dintre două astfel de macrocategorii (înclinația spre consum, eficiența marginală a capitalului, rata dobânzii etc);
b) relațiile dintre variabile redate cu ajutorul unor ecuații (de definiție și comportamentale) și inegalități, precum și interdependența dintre ele redată cu ajutorul unor funcții (funcția ocupării, funcția ofertei, funcția cererii globale efective, funcția investițiilor etc).
c) parametrul multiplicator investițional (K) cu ajutorul căruia se exprimă gradul de intensitate a influenței unei variabile (de exemplu: cheltuiala de venit) asupra altor variabile (de exemplu consumul, economia, investiția).

2.1. Variabilele
J.M. Keynes are în vedere două feluri de variabile: variabilele endogene sau determinate și variabilele exogene sau determinante, pe care le prezintă în mod succint în modulele 3 și 6 din ’’Teoria generală’’ și le analizează amănunțit în modulele următoare.

2.1.1. Variabilele endogene
Variabilele endogene sau determinate sunt indicatori globali sau agregați (macrocategorii) care caracterizează nivelul activității economice la scara economiei naționale și anume:
- prețul global de ofertă al producției obținute (Z);
- cererea efectivă de mărfuri (D) sau volumul total de încasări obținute de întreprinzători din vânzarea mărfurilor, la rândul ei, cererea efectivă (D) se compune din două părți: cererea de bunuri de consum final sau individual (D1,) si cererea de bunuri destinate investițiilor (D2);
- venitul global (Y);
- consumul final global (C);
- economiile (S) sau partea din venitul global (Y) care rămâne după scăderea consumului final global (C), deci S = Y—C;
- investițiile globale (J);
- volumul folosirii mâinii de lucru sau al ocupării (N sau E). Esența teoriei generale elaborate de J.M. Keynes se poate sintetiza în aprecierile ce urmează: “Dacă la o anumită mărime a numărului forței de muncă ocupate (N), volumul scontat de încasări este mai mare decât prețul global de ofertă (D >Z) întreprinzătorii vor fi stimulați să mărească volumulfolosirii mâinii de lucru dincolo de (D) și la nevoie, să urce costurile făcânduși concurență pentru factorii de producție la mărimea lui (N) la care (Z) devine egal cu (D). Astfel, volumul folosirii mâinii de lucru este determinat de punctul de intersecție dintre curba cererii globale unde ea este interesectată de curba ofertei globale, o vom numi cerere efectivă, întrucât aceasta este esența teorii generale a folosirii mâinii de lucru, pe care ne-am propus să o înfățișăm; capitolele următoare vor fi consacrate în mare parte examinării diferenților factori de care depind aceste două funcții”.
Este vorba despre funcțiile ofertei și cererii globale, care conform Legii Say, se egalizează de la sine, iar prețul global de cerere al producției în ansamblu este egal cu prețul ei global de ofertă la orice volum al producției, fapt care ar echivala cu observația că deplina ocupare nu întâmpină nici un obstacol.
Cea mai importantă dintre variabilele endogene pentru funcționarea (echilibrul și dezechilibrul) economiei de piață este, după părerea lui J.M. Keynes, cererea efectivă de mărfuri (D) deoarece de nivelul și modificarea ei depinde modificarea celorlalte variabile, interdependența lor reciprocă fiind sub influența variabilelor exogene.

2.1.2. Variabile exogene
Variabilele exogene sau determinante constau într-o serie de rate (proporții) date, cu privire la comportamentul agenților economici atât în calitate de consumatori (înclinația spre consum), cât și în calitate de întreprinzători (eficiența marginală a capitalului și rata dobânzii). J.M. Keynes are în vedere trei variabile exogene:
- înclinația spre consum, privită ca raport dintre consum și venit (în expresia medie C/Y) sau dintre sporul de consum și sporul de venit (înclinația marginală spre consum c’ = ΔC/ΔY), cu reversul ei înclinația spre economii, în expresia medie (S/Y) și în expresia marginală (s’ = ΔS/ΔY);
- eficiența marginală a capitalului sau procentul de profit obținut la ultima investiție;
- rata dobânzii sau procentul de dobândă plătit pentru capitalul luat cu împrumut. Atunci când starea tehnicii, a resurselor și a costului factorial pe unitatea de ocupare a forței de muncă sunt date, volumul ocupării depinde în fiecare întreprindere și ramură, cît și pe ansamblu, de volumul de încasări pe care întreprinzătorii scontează să-l obțină de pe urma volumului respectiv de producție. Întreprinzătorii sunt interesați să stabilească volumul ocupării la nivelul la care ei scontează că vor obține profitul maxim. Încasările depind de cerere (nivel și structură).
Funcția ofertei globale, dacă se notează prețul global de ofertă (Z) al producției obținute când se folosesc (N) persoane, este:
Z = (N)
Funcția cererii globale este D = f(N), unde D reprezintă volumul de încasări pe care întreprinzătorul scontează să-l obțină folosind N persoane. Propoziții ce rezuma teoria generala elaborată de Keynes: 1. Dependența salariului nominal și real de volumul ocupării mâinii de lucru, în cazul în care starea tehnicii, a resurselor și a costurilor sunt date; 2. Dependența raportului dintre cheltuielile scontate pentru consumul neproductiv D1 și venitul colectivității, de înclinația spre consum. Consumul ține de nivelul venitului global, dependent la rândul său de nivelul ocupării (N), exceptând cazurile în care au loc variații ale înclinației spre consum. 3. Mărimea lui N, pe care întreprinzătorii decid să-l folosească, depinde de suma cererii D. Cererea efectivă este formată din cheltuieli pentru bunuri D1 și cele pentru investiții D2 , deci:
D = D1 + D2 4. Întrucât D1 + D2 = D = (N), în care este funcția ofertei globale și întrucât D1 este o funcție de N pe care o scriem (N) și care depinde de înclinația spre consum, rezultă că:
(N) - (N) = D2. 5. Drept urmare, volumul ocupării în stare de echilibru depinde: a) de funcția ofertei globale ; b) de înclinația spre consum ; c) de volumul investițiilor D2.

2.2. Relațiile dintre variabile
Relațiile dintre variabilele menționate sunt redate cu ajutorul unui complex de ecuații și inegalități, cu roluri foarte diferite, ecuații de comportament (funcțiile), ecuația fundamentală a modelului, ecuația de echilibru, expresii matematice ale diferitelor forme de dezechilibru etc.
Spre deosebire de economiștii neoclasici care, de regulă, presupuneau deplina utilizare a capacităților de producție și a mâinii de lucru, deci negau șomajul, iar mai târziu, unii dintre ei (A.C. Pigou) admiteau numai șomajul voluntar și fricțional (temporar, legat de perfecționarea echipamentului de producție și a tehnologiilor), J.M. Keynes admite și recunoaște existența șomajului involuntar (somajul cronic de masă) și încearcă să-i descopere cauzele. În capitolul 8 al „Teoriei generale”, J.M. Keynes precizează că tema principală a investigațiilor lui și scopul final al analizei pe care o întreprinde este 'de a descoperi ce anume determină volumul ocupării mâinii de lucru'. Keynes formulează părerea că, numărul de muncitori care găsesc de lucru (N), depinde de cererea efectivă de mărfuri (D) sau încasările întreprinzătorului din vânzarea producției, respectiv de cererea solvabilă potrivit funcției N=f(D). Ținând seama de structura cererii de mărfuri și de relația cererii efective cu volumul și prețul ofertei (Z), respectiv cu mărimea venitului global (Y), Keynes ajunge la concluzia că, dacă suma consumului final global (C) și a investițiilor globale (I) este egală cu venitul global (Y) atunci economia este în echilibru, situație exprimată sintetic prin ecuația fundamentală a modelului său, anume C + I = Y.
Întrucât, în realitate, în economie predomină dezechilibrul, Keynes exprimă această relație sub forma C + I < Y, ceea ce arată că încasările sunt mai mici decât producția oferită, ca cererea globală de bunuri finale (C) și bunuri pentru investiții (I) este mai mică decât oferta Y și Z, ca o parte din producție nu se putea vinde și, implicit o parte din muncitori nu găseau de lucru, persistă șomajul involuntar.
În căutarea unei explicații și a unor soluții Keynes examinează cele două componente ale cererii, ținând seama de unele decizii ale agenților economici, care întârzie vânzarea întregii producții și realizarea cerinței care decurge din ecuația fundamentală a modelului său. Astfel, el arată că dacă se scade consumul final global (C) din venitul global (Y), rămâne o parte neconsumată din acest venit, respectiv economiile (S), ajungând la ecuația de definiție S = Y – C.
Dacă partea economisită din venitul global ar fi egală cu investițiile s-ar putea realiza echilibrul economic și ar putea să crească ocuparea mâinii de lucru, S = I fiind considerată ecuația de echilibru. În realitate, observă Keynes, nu tot ce se economisește sau se acumulează este automat investit, iar S > I exprimă persistența dezechilibrelor din economia contemporană, dificultăți în vânzarea unei părți din mărfurile oferite pe piața și implicit, menținerea sau chiar creșterea șomajului involuntar. Rezultă totodată, că una din cauzele esențiale ale dezechilibrelor din economia contemporană o constituie ponderea mare a economisirii (acumulării) în venitul global. Alte cauze derivă din prezența și rolul banilor în economia de piață, îndeosebi, din consecințele modificării cantității lor asupra altor variabile și combinarea acestor consecințe cu o serie de înclinații psihologice ale oamenilor sau ale anumitor grupuri de agenți economici. |

2.3. Parametrul, “multiplicatorul investițonal” (K)
Multiplicatorul investițiilor sau principiul de multiplicare sau efectul multiplicator este una din realizările principale ale macroeconomiei contemporane.
Multiplicatorul investițiilor (K) este raportul dintre creșterea nivelului producției sau al venitului (ΔY) și creșterea inițială a invesțitiilor (ΔI):
K = ΔYΔI; Dacă se are în vedere că: ΔI = ΔY – ΔC, atunci K = ΔYΔY-ΔC; divizând numărătorul și numitorul cu ΔY, se obține: K=11-ΔCΔY. Deoarece ΔCΔY este înclinația marginală spre consum (c'), valoarea multiplicatorului de investiție este egală cu: K = 1/1 – c' sau notând cu (s) înclinația marginală spre economii unde s’ = ΔSΔY și, dacă ținem seama de relațiile dintre înclinația marginală spre consum și economisire c’+s’ =1, rezultă că se poate scrie: K =1 s. Deoarece 0<s’<1, avem K >1, de unde și numele de multiplicator. Astfel, valoarea multiplicatorului investițiilor este cu atât mai mare, cu cât înclinația marginală spre consum este mai ridicată sau cu cât înclinația marginală spre economisire este mai scăzută. Multiplicatorul investițiilor este egal cu inversul înclinației marginale spre economii. “Principiul general al multiplicatorului - scrie Keynes - este acela căruia trebuie să ne adresăm când căutăm o explicație a modului în care fluctuațiile mărimii investițiilor reprezentând o parte comparativ mică a venitului național, sunt capabile să genereze fluctuații ale volumului total de ocupare și ale venitului global, de o amplitudine mult mai mare decât propria lor amplitudine”.

Pentru a intelege logica demonstratiei lui J.M. Keynes este necesara prezentarea amanuntita a componentelor modelului sau economico-matematic.
7.3. Modelul economic keynesist
Bun cunoscător al ştiinţelor economice, cât şi al matematicii, Keynes a folosit în cercetarea economiei de piaţă contemporane un model economico-matematic descriptiv cu scopul „de a descoperi ce anume determină volumul ocupării forţei de muncă”. Răspunsul pe care îl dă este că „volumul ocupării este determinat de punctul de intersecţie dintre funcţia ofertei globale şi funcţia cererii globale, punct în care se realizează starea de echilibru economic.
În modelul keynesist avem:
I. ecuaţia echilibrului
Y = C + I
I = S
Y = C + S
Y = venit global
C = consum
S = economii
I = investiţii
Caz în care toate economiile se investesc, crizele şi şomajul dispar etc., economia funcţionează normal.
II. ecuaţia dezechilibrului

Y > C + I arată că cererea este mai mică decât oferta ceea ce face ca o parte a producţiei să rămână nevândută, deci investitorii nu sunt tentaţi să facă noi investiţii sau să-şi dezvolte capacităţile de producţie existente creând astfel noi locuri de muncă, şomajul involuntar continuând să persiste.
Y > C + I era dăunător economiei aşa încât Keynes considera că statul trebuia să intervină pentru a preîntâmpina aceste situaţii sau pentru a le înlătura dacă ele existau.
Concentrându-şi atenţia asupra cauzelor dezechilibrului economic, J.M. Keynes apreciază că la baza acestuia stau relaţiile dintre consum şi venituri, dintre consum şi investiţii, dintre investiţii şi economii, prezenta şi rolul banilor în economie, aflate la rândul lor sub influenţa a ceea ce el numeşte „legi psihologice fundamentale”:
- înclinaţia spre consum (evidenţiază tendinţa oamenilor de a-şi mări consumul atunci când le cresc veniturile, dar într-o măsură mai mică decât creşterea de venit ΔC < ΔV);
- înclinaţia spre investiţii (evidenţiază tendinţa oamenilor de a face investiţii atunci când şi acolo unde eficienţa marginală a K este mai mare sau egală cu rata dobânzii);
- înclinaţia spre lichiditate (evidenţiază tendinţa oamenilor de a păstra valori lichide atunci când rata dobânzii îi dezavantajează.
S > I se datorează faptului că nu tot ce se economiseşte sau se acumulează în economie se transformă în investiţii.
Lăsate să acţioneze de la sine, aceste legi funcţionează ca nişte factori destabilizatori în cadrul economiei moderne de piaţă, în timp ce o cunoaştere amănunţită a modului lor de funcţionare şi a factorilor care le influenţează permite luarea de către stat a unor măsuri care să le menţină în limite considerate rezonabile cât şi transformarea lor din factori destabilizatori în factori stabilizatori ai economiei de piaţă
Pentru a intelege logica modelului economico-matematic al lui Keynes si rolul diferitelor functii si inegalitati este util sa rezumam raspunsul pe care-l da el diferitelor intrebari care se pun cu privire la modul cum functioneaza economia de piata in realitate si cauzele diferitelor dezechilibre care insotesc in mod frecnt mecanismul ei de functionare.

...Klein neoliberalism is the rule of the market and corporations over the state therefore, meaning over the people. In her novel, The Shock Doctrine: The Rise of Disaster Capitalism she gathers together decades of economic catastrophes made by the United States, the IMF and the World bank. In this novel Klein is pushing to expose capitalism’s true nature,“ a policy the breeds poverty and crime” (Georgi Arbatov). Klein’s basic thesis and main point is that neoliberalism is dominating the world by using public disorientation such as wars, terrorist attacks and natural disasters to push through reforms that are not accepted. The introduction of the book Klein talks about the disaster in New Orleans, Hurricane Katrina, one of the many examples she uses to support her thesis, and how the Louisiana State Legislature in Baton Rouge were using this tragedy as an opportunity to change New Orleans. They spoke about building condos now that public housing was finally gone. One congressman said, “ We finally cleaned up public housing in New Orleans. We couldn’t do it, but God did”(page 4). Klein recalls what some of the victims commented on when they heard what the Legislature was planning after this occurrence and how when these victims saw this as tragedy, they saw it as an opportunity, coming about with “The Shock Doctrine”, which is when governments use these disasters, such as Hurricane Katrina, to pass reforms that change the nations economy. ...The Shock Doctrine Matt Linseman The Shock Doctrine describes the concept of “disaster capitalism” where the “the powers that be” exploit the current social and economic systems in place to gain an advantage over the general population and in turn achieve their ultimate goal of generating any type of profit or power possible. Naomi Klein’s book describes how free market policies have come to dictate the world with the help of disaster manipulation, torturous exercises and shock of all kinds implemented upon countries as well as individuals themselves for profit and power gain. Naomi Klein dissects this theory in her book by illustrating countless unfortunate events that have happened across the globe such as revolutions, terrorist attacks, market meltdowns, wars and natural disasters and how “disaster capitalism” is implemented behind the scenes while these events take place. “Friedman defines these orchestrated raids on the public sphere in the wake of catastrophic events, combined with the treatment of disasters as exciting ‘market opportunities’ or ‘disaster capitalism.’”(p6) It’s interesting because critics have been known to label Klein as a kind of conspiracist due to the nature and tone of her writing, though she does backup her arguments. In the book “The Shock Doctrine” by Naomi Klein, critiques how free market is dominating the world through the exploitation of disaster-shocked people and countries. America has become a corporatist state using the element of shock treatment among citizens. The term “disaster capitalism” first pointed out in the book by economist Milton Friedman claims that “whenever government have imposed sweeping free-market programs, the all-at-once shock treatment or shock therapy has been the method of choice” (8). Friedman observed only a crisis actual or perceived produces real change and the new fundamental change was a permanent reform. ...The question on my mind after seeing The Shock Doctrine was whether ends justify means. Quite possibly, this is the question Klein wanted to be asked, because much of her case regards the distasteful means taken in order to further free market economics, tactics which the very proponents of these dogmas may feel they want to disassociate themselves with. However, my question was about Klein's/Winterbottom's own tactics. The film uses all methods that we've grown used to from modern politics: cherry-picked facts, "proofs" by emotionally-charged metaphors, hinted claims of guilt by association, sound-bite slogans that are repeated incessantly, and, of course, scare tactics. Sad to say, I've come to expect these things from political candidates that need to make their points in a 30-second TV appearance. I've even come to expect them in rating-seeking news programs. But have we stooped so low that these tactics are now par-for-the-course in documentaries, where a film-maker has 90 minutes of canvas to make a clear, compelling, and well-argued case? I happen to agree with Klein's stance that extreme capitalism is dangerous, and I think what we are seeing in both Europe and China in recent years (e.g. the collapse of Chinese nation-wide education and health policies) are just further proofs of the narrative Klein forwards. However, I don't see that there is a well-argued case here that would convince someone claiming that any change, good or bad, rarely happens in a peaceful way...
