Perl ABSTRACT The New York City (NYC) Health Department has implemented a comprehensive tobacco control plan since 2002, and there was a 27% decline in adult smoking prevalence in NYC from 2002 to 2008. There are conflicting reports in the literature on whether residual smoker populations have a larger or smaller share of “hardcore” smokers. Changes in daily consumption and daily and nondaily smoking prevalence, common components used to define hardcore smokers, were evaluated in the context of the smoking prevalence decline. Using the NYC Community Health Survey, an annual random digit dial, cross-sectional survey that samples approximately 10,000 adults, the prevalence of current heavy daily, light daily, and nondaily smokers among NYC adults was compared between 2002 and 2008. A five-level categorical cigarettes per day (CPD) variable was also used to compare the population of smokers between the 2 years. ...Introduction to Criminal Justice Electronic Monitoring and House Arrest Katelyn Fritz November 24, 2013 Introduction Electronic Monitoring (EM) and house arrest (HA) is a system that has been met with both trepidation and acceptance since its integration in the 1980’s. Though it goes by many names, including Community Sentencing and Intermediate sanctions, it still maintains a single identity. It is a form of punishment for offenders as an alternative to incarceration. This program applies to offenders chosen at the judge’s discretion and is based upon the offenders compliance, the nature of the infraction, and the burden on the system. Involved is a period of time where the offender is confined to his home under the supervision of a probation officer and some form of electronic monitoring. These monitoring options include the random call method (RC), an ankle monitor using radio frequency (RF) or GPS technology, or a combination thereof (Burell & Gable, 2008). Electronic monitoring is touted as an ideal means of reducing overcrowding in jails and prisons, but how effect is electronic monitoring and house arrest really? More than 30 years after its integration, there are several issues that have developed, or that have yet to be resolved. ...Chapter 1 THE PROBLEM AND ITS SETTING Background of the Study In any given classroom and school activity of relatively extended duration and complexity, students’ engagement is never homogeneously high and productive, but rather it fluctuates depending on a number of factors (Mcwayne et al., 2012; Mattingly et al., 2013) such as parental involvement (Ho & Williams, 2008; McNeal, 2009; Jose et al., 2010;). Students engage better in school when parents play a positive role in their learning process (Jackson, 2010; 2011; Green et al., 2012). Students are more likely to make a personal commitment to engage in rigorous learning when they know parents care about how well they do (Kilgore, Snyder & Lentz, 2008; Keyes, 2010). However, despite the crucial role of parents, studies in relation to their involvement remain scarce. Students’ low engagement with academic activities is considered the main reason for dissatisfaction (Kuh, 2009), negative experience, and dropping out of school (Linnenbrink&Pintrich, 2009; Jimmerson, Campos & Greif, 2010). One of the contributory factors is the level of parents’ positive interference to the academic journey of the school (Brookmeyer, Fanti&Henrich, 2008).
