Facts: Christopher Drayton and Clifton Brown were traveling on a Greyhound bus when it made a stop in Tallahassee, Florida, where police officers were allowed to board the bus as part of a routine drug and weapons check. An officer approached Drayton and Brown, in which he identified himself and declared that the police were looking for drugs and weapons. The officer asked Drayton if he could search his bag, to which Drayton agreed. The search turned up empty and the officer then asked Brown if he would agree to a pat down. Brown agreed and it was revealed that there were hard objects similar to drug packages in both thigh areas. When Drayton also agreed to a pat-down he too had similar objects on both thighs.
