Введение
Человек и природа с начала времен тесно взаимосвязаны. Для человека, как и для общества в целом, природа является средой жизни и единственным источником необходимых для существования ресурсов. Природа и природные ресурсы - база, на которой живет и развивается человеческое общество, первоисточник удовлетворения материальных и духовных потребностей людей. Без природной среды общество существовать не может. Человек – часть природы и как живое существо своей элементарной жизнедеятельностью оказывает ощутимое влияние на природную среду.
Преобразующее влияние человека на природу неизбежно. Вносимые его хозяйственной деятельностью изменения в природу усиливаются по мере развития производительных сил и увеличения массы веществ, вовлекаемых в хозяйственный оборот. В данной работе мы постараемся рассказать о ситуации, которая сложилась сейчас в мировом сообществе и имя которой – экологический кризис.

Основная часть
Современный экологический кризис
Для начала дадим определение понятию экологический кризис - это нарушение естественных природных процессов в биосфере в результате, которого происходят быстрые изменения окружающей среды, это кризис взаимоотношений общества и природы. На протяжении тысячелетий человек постоянно увеличивал свои технические возможности, усиливал вмешательство в природу, забывая о необходимости поддержания в ней биологического равновесия.
Особенно резко возросла нагрузка на окружающую среду во второй половине двадцатого века. Вследствие этого нарушился естественный круговорот веществ в биосфере, под угрозой оказалось здоровье нынешнего и будущего поколения людей. Часто возникает напряжение во взаимоотношениях между человечеством и природой, связанное с несоответствием объема потребления природных компонентов человеческим обществом и ограниченными ресурсно-экологическими возможностями биосферы. При этом важно обратить внимание на различия в масштабах между глобальным, общим для биосферы экологическим кризисом и локальными или региональными экологическими нарушениями и локальными экологическими катастрофами.
Учащение локальных экологических катастроф свидетельствует о приближении глобального экологического кризиса и возможности глобальной экологической катастрофы. С первого взгляда, кажется, что человек становится не зависимым от природы, подчиняя ее своему влиянию, преображая в соответствии со своими целями. Однако все чаще слышатся слова «охрана природы», «экологический кризис» и т.п. Выяснилось, что рост могущества человека ведет к увеличению отрицательных для природы и, в конечном счете, опасных для существования человека последствий его деятельности, значение которых только сейчас начинает осознаваться.
Многочисленные научные данные показывают, что экологическая обстановка на нашей планете не всегда была одной и той же. Более того, она испытывала резкие перемены, отражавшиеся на всех ее компонентах. Одно из таких глобальных изменений произошло, по-видимому, на самом начальном этапе развития жизни на Земле, когда в результате деятельности живого вещества атмосфера нашей планеты резко изменилась, в ней появился кислород, и за счет этого была обеспечена возможность дальнейшего становления и распространения жизни. Живые существа создали нужную им атмосферу. В процессе своей эволюции живое вещество, преображаясь, само и одновременно изменяя косную материю, сформировало биосферу - целостную неразрывную систему живых и косных компонентов нашей планеты. Процесс становления ее идет через выявление и разрешение противоречий между отдельными компонентами, и периоды резкого обострения противоречий могут быть названы экологическими кризисами.
Становление и развитие человеческого общества сопровождались локальными и региональными экологическими кризисами антропогенного происхождения. Можно сказать, что шаги человечества вперед по пути научно-технического прогресса неотступно, как тень, сопровождали негативные моменты, резкое обострение которых приводило к экологическим кризисам. Но ранее имели место локальные и региональные кризисы, поскольку само воздействие человека на природу носило преимущественно локальный и региональный характер, и никогда не было столь значительным, как в современную эпоху. В настоящее время представляется обоснованной точка зрения, согласно которой плотность заселения Земли приближается к критической. Население земного шара растет по экспоненте, о чем предупреждал еще Мальтус. В начале нашей эры на Земле находилось 250 млн. человек. Понадобилось 1,5 тыс. лет до того, чтобы оно удвоилось. К началу XIX в. население планеты достигло 1 млрд. а уже в 1987 г. на Земле жило 5 млрд. человек. Сейчас население Земли более 7 млрд.
Нынешние темпы роста таковы, что для обеспечения условий существования, на Земле, каждое вновь появляющееся поколение обязано построить (и, стало быть, потребить соответствующее количество ресурсов биосферы) новую техноструктуру, равную той, которая в настоящий момент существует на Земле. Тревога, которую испытывают в связи с этим, вполне обоснованна, если, скажем, рациональный предел расширения земледелия оценить в 2,7 млрд. га. Встречаются весьма оптимистические заявления о том, что Земля может прокормить до 700 млрд. человек. Но большинство ученых считает, что оптимальное количество жителей планеты не должно превышать 12 - 20 млрд. Некоторые же демографы полагают, что на Земле живет уже сейчас больше оптимального «золотого миллиарда».
Проблема небывалого увеличения давления на биосферу растущего населения планеты становится все более острой. Особенно сложна и печальна картина на уровне отдельных регионов и стран, в которых ежегодно умирают с голоду миллионы человек. В то же время в других районах Земли, характеризующихся высоким уровнем давления на биосферу, беспокойство вызывает слишком незначительный прирост численности населения или даже его сокращение. В нашей стране, несмотря на ее огромные размеры и природные богатства, население сокращается на 1 млн. в год, а продолжительность жизни мужчин уменьшилась до 61 года, что в целом свидетельствует о начале процесса депопуляции. В некоторых же других странах проводятся целенаправленные работы по планированию семьи с целью снижения темпов роста населения.
К ощущению современным человеком временной ограниченности жизни прибавилось осознание пространственной ограниченности нашей среды обитания. И если раньше человечество испытывало локальные и региональные экологические кризисы, которые могли привести к гибели какой-либо цивилизации, но не препятствовали дальнейшему прогрессу человеческого рода в целом, то теперешняя экологическая ситуация чревата глобальным экологическим коллапсом, поскольку современный человек разрушает механизмы целостного функционирования биосферы в планетарном масштабе. Кризисных точек, как в проблемном, так и в пространственном смысле становится все больше, и они оказываются тесно связанными между собой, образуя своего рода сеть, становящуюся все более частой. Например, в общей сложности с 1600 г. исчезли 226 видов и подвидов позвоночных животных (причем за последние 60 лет — 76 видов) и около 1000 видов находится под угрозой гибели. Все эти обстоятельства и позволяют говорить о наличии глобального экологического кризиса и угрозе экологической катастрофы.

Современные экологические катастрофы
То, что современный экологический кризис является обратной стороной научно технической революции (НТР), подтверждает тот факт, что именно те достижения научно-технического прогресса, которые послужили отправной точкой объявления о наступлении НТР, привели и к самым мощным экологическим катастрофам на нашей планете. В 1945 г. была создана атомная бомба, свидетельствующая о новых невиданных возможностях человека. В 1954 г. была построена первая в мире атомная электростанция в Обнинске - на «мирный атом» возлагалось много надежд. А в 1986 г. произошла самая крупная в истории Земли техногенная катастрофа на Чернобыльской АЭС как следствие попытки «приручить» атом и заставить его работать на себя.
В результате этой аварии выделилось больше радиоактивных материалов, чем при бомбардировке Хиросимы и Нагасаки. «Мирный атом» оказался более страшным, чем военный. Человечество столкнулось с такими техногенными катастрофами, которые вполне могут быть названы глобальными. Особенность радиоактивного поражения в том, что оно способно убить безболезненно. Боль, как известно, является эволюционно развитым защитным механизмом, но «коварство» атома состоит в том, что в данном случае этот предупредительный механизм не включается. Чернобыльская авария затронула более 7 млн. человек и коснется еще многих, в том числе и не родившихся, поскольку радиационное заражение влияет не только на здоровье живущих ныне, но и тех, кому предстоит родиться. Средства же на ликвидацию последствий катастрофы могут превысить экономическую прибыль от работы всех АЭС на территории бывшего СССР. Чернобыль разрешил споры о том, можем ли мы говорить об экологическом кризисе на нашей планете или всего-навсего об экологических трудностях, переживаемых человечеством, и насколько уместны слова об экологических катастрофах. Чернобыль был экологической катастрофой, захватившей несколько стран, последствия которой трудно полностью предугадать.
Второй крупнейший катастрофой глобального масштаба является высыхание Аральского моря. Еще несколько десятилетий назад газеты прославляли строителей Каракумского канала, благодаря которому вода пришла в бесплодную пустыню, превратив ее в цветущий сад. Но прошло немного времени и выяснилось, что победные реляции о «покорении» природы оказались опрометчивыми. Полезный эффект от орошения был далек от расчетного, почвы на громадной территории оказались засоленными. Вода в многочисленных каналах стала высыхать, и вслед за этим приблизилась катастрофа, которая в отличие от чернобыльской не случилась мгновенно в результате аварии, а понемногу подбиралась годами, с тем, чтобы предстать во всем своем ужасающем виде.
В настоящее время площадь Арала уменьшилась наполовину, а ветры принесли токсичные соли с его дна на плодородные земли, отдаленные на тысячи километров. «В питьевую воду попало такое количество химических сбросов, что матери в районе Аральского моря не могут кормить грудью своих детей, не подвергая их риску отравления».
Спасти Арал уже не удастся, и этот отрицательный опыт преобразования лика Земли подтверждает вывод В.И. Вернадского о том, что человек стал величайшей геологической силой на нашей планете.
Чтобы не создалось впечатление, что экологические катастрофы происходят только на территории бывшего СССР, упомянем о катастрофе, вызванной вырубанием тропических лесов в Бразилии, что может повлиять на изменение климата на планете с последствиями, которые трудно представить в полном объеме.

Пути преодоления экологического кризиса
Во многих странах проблема экологии стоит на первом месте, но, увы, не в нашей стране, по крайней мере, раньше, но сейчас ей начинают уделять все больше внимания, принимаются новые экстренные меры:
- усилить внимание к вопросам охраны природы и обеспечения рационального использования природных ресурсов;
- установить систематический контроль над использованием предприятиями и организациями земель, вод, лесов, недр и других природных богатств;
- усилить внимание к вопросам по предотвращению загрязнений и засоления почв, поверхностных и подземных вод;
- уделять большое внимание сохранению водоохранных и защитных функций лесов, сохранению и воспроизводству растительного и животного мира, предотвращению загрязнения атмосферного воздуха;
- усилить борьбу с производственным и бытовым шумом.
Для улучшения охраны зеленых зон и лесопарковых территорий необходимо определить их четкие границы. Должны быть установлены и благоустроены в них места длительного и кратковременного отдыха населения. Организована охрана и своевременная очистка данных территорий. Значительную роль играет проведение работ по расширению в городах и пригородных зонах площади зеленых насаждений, создание новых парков, садов, скверов. Также строго ограничивать отвод земельных участков в лесах зеленых зон городов, лесных защитных полосах и других лесах первой группы, для целей, не связанных с развитием лесного хозяйства.
Землепользователи обязаны проводить эффективные меры по повышению плодородия почв, осуществлять комплекс организационно-хозяйственных, агротехнических, лесомелиоративных и гидротехнических мероприятий по предотвращению ветровой и водной эрозии почв, не допускать засоления, заболачивания, загрязнения земель, зарастания их сорняками, а также других процессов, ухудшающих состояние почв.
Промышленные и строительные предприятия, организации, учреждения обязаны не допускать загрязнения сельскохозяйственных и других земель производственными и другими отходами, а также сточными водами.
Немаловажное значение для охраны окружающей среды имеет выбор территории для строительства новых и расширения существующих городов и других населенных пунктов. Следует выбирать территории на землях не сельскохозяйственного назначения или непригодных для сельского хозяйства либо на сельскохозяйственных землях худшего качества. Первоочередному освоению подлежат свободные от застройки земли, находящиеся в пределах границ, установленных для этого города или другого населенного пункта.
Так же в России создана сеть станций по наблюдениям за состоянием окружающей среды. Так, в системе Росгидромета наблюдения за качеством атмосферного воздуха проводят 710 станций, в том числе в 260 городах. Контрольно-наблюдательная сеть других ведомств включает еще 50 станций. В составе Государственной службы наблюдений за состоянием атмосферного воздуха действуют также специализированные подсистемы мониторинга, в частности станции в биосферных заповедниках. На территории РФ развернута система Государственного мониторинга геологической среды, которая включает блок «Подземные воды», имеющий 15 тыс. наблюдательных пунктов, размещенных во всех регионах страны. Государственный мониторинг водных объектов проводится на 4 тыс. пунктах на разных водоемах: морях, реках, озерах, водохранилищах. В соответствии с Законом РФ «Об охране окружающей природной среды» (1991 г.) мониторингом руководит Государственная служба наблюдений за состоянием окружающей природной среды Госгидромета.
Понимание нарастающих кризисных ситуаций во взаимоотношениях общества и природы и возможность глобальной экологической катастрофы потребовали создания долгосрочных прогнозов развития биосферы и судьбы человечества. Были созданы несколько компьютерных моделей такого сопряженного развития. Авторы наиболее оптимистичных прогнозов утверждают, что благодаря новым технологиям, нововведениям, появившимся в последние 20 лет, возникли реальные возможности для снижения объема потребления ресурсов и уменьшения потоков загрязнения, циркулирующих в экономической системе, при одновременном повышении качества жизни людей. При этом считается, что Земля может обеспечить населению в 7,7 млрд человек комфортные условия жизни при высокой ее продолжительности и снижение уровня загрязнения окружающей среды. Вселяют оптимизм согласованные действия разных стран по созыву и проведению Конференции ООН по окружающей среде и развитию, состоявшейся в Рио-де-Жанейро (Бразилия) в 1992 г. Конвенция о сохранении биологического разнообразия, подписанная в Рио-де-Жанейро, была ратифицирована Россией в 1995 г. Провозглашая общей задачей человечества сохранение биологического разнообразия (животных, растений, экологических систем) и устойчивое использование всех биологических ресурсов в интересах нынешнего и будущих поколений людей, конвенция рекомендует государствам-участникам разрабатывать национальные стратегии и принимать необходимые законодательные акты, формировать системы охраняемых территорий, содействовать сохранению экосистем и жизнеспособных популяций, принимать меры по восстановлению редких видов, поощрять эколого-природоохранное просвещение и научные исследования биоразнообразия.
В конце XX столетия мировая цивилизация вступила в такой этап своего развития, когда на первое место выдвинулись проблемы выживания и самосохранения человечества, сохранения благоприятной для жизни окружающей среды и рационального использования природных ресурсов.

Заключение
На сегодняшний момент мы находимся в очень сложной экологической ситуации. Понимаем мы или нет, но мы обречены стать лучше и гармоничнее, добрее и сострадательнее.
Так как защита окружающей среды - проблема очень сложная и многогранная, для ее решения не достаточно одних только экологических мер. Для того чтобы решить её, необходимо прежде всего покончить с бедностью. Неоценимую помощь в этом деле могут оказать внешние инвестиции и экспорт передовых (по крайней мере, относительно передовых) технологий: создание новых рабочих мест увеличит благосостояние жителей, а, следовательно, и благосостояние государства, и его способность оплачивать экологические программы.
Каждый из нас должен стараться внести свою лепту в решение проблем наше родной планеты, ведь если сейчас мы не позаботимся о благополучии нашей планеты, то потом может быть уже поздно.
