President Arroyo Signs 2010 Philippine Budget Special

MANILA – President Gloria Macapagal-Arroyo signed today the 2010 national budget, which pegs this year’s government spending at P1.541 trillion ($32.8 billion, U.S.), up by eight percent compared to last year’s general appropriation.
In a statement, Budget Secretary Rolando Andaya said the budget, which includes the expenditures for social services and infrastructure, was partly vetoed by the President who rejected the provision reallocating P64.6 billion ($1.37 billion, U.S.) from the proposed interest payments to numerous projects that have no sources of funding.
Getting the biggest slices of the budget pie are the Department of Public Works and Highways with P174.9 billion ($3.72 billion, U.S.), followed by the Department of Education with P135.6 billion ($2.86 billion, U.S.), the Department of the Interior and Local Government with P66.45 billion ($1.42 billion, U.S.), and the Department of National Defense with P57.84 billion ($1.22 billion, U.S.).
“Without new revenue measures,” Andaya said, “the executive branch will have no cash support for the items of appropriations introduced by members of Congress,” adding that financing the deleted insertions through borrowings would raise the government’s deficit to P358 billion ($7.61 billion, U.S.), or 4.3% of the gross domestic product (GDP).
The secretary said the budget also absorbs this year’s P233.4 billion ($4.97 billion, U.S.) budget deficit, the equivalent of 2.8% of the GDP, adding that the government would continue to pursue fiscal stimulus policies even as it expected the economy to grow by between 2.6% to 3.6%.
Moreover, the government, which is expecting lower collections this year from traditional revenue and customs sources, is also planning to borrow $4.953 billion (U.S.) from foreign sources through loans derived through overseas development aids (ODA).

MANILA, Philippines - Budget Secretary Rolando Andaya Jr. is set to present to Congress today President Arroyo’s proposed P1.5-trillion national budget for 2010.
Andaya will submit copies of the budget program to Speaker Prospero Nograles, Majority Leader Arthur Defensor and other leaders of the House of Representatives, where the annual spending bill originates.
He is also expected to send copies of the budget proposal to Senate President Juan Ponce Enrile.
The proposed budget represents an increase of more than P100 billion over this year’s P1.4-trillion.
The adjustment is not significant, according to former economic planning secretary Ralph Recto.
“I have seen the numbers before I left the Cabinet, and I can tell you that the proposed 2010 budget is almost a no-growth budget,” Recto told The STAR earlier.
He said the increase of more than P100 billion would be eaten up by P85 billion in additional interest payments on loans and P70 billion-P75 billion for the second installment of the four-year salary increase of government personnel.
He said the President’s successor would be facing a serious fiscal problem since he or she would inherit a government that is deep in debt and in deficit to the tune of more than P200 billion.
This year’s financing deficit is officially projected to reach P260 billion. However, some investment banks see it reaching as high as P300 billion. The budget gap for the first six months was reported at P188 billion.
Next year’s deficit is estimated at P230 billion. The Arroyo administration has incurred unprecedented deficit levels.
Financing gaps are plugged with domestic and foreign borrowings. The country’s debt ballooned from P2 trillion during the short-lived administration of ousted President Joseph Estrada to P4.3 trillion under Mrs. Arroyo.
Valenzuela Rep. Magtanggol Gunigundo said Mrs. Arroyo is doing the right thing with her administration’s resorting to deficit spending.

The main goal was to find out the influence of romances on students’ academic performance in KIMEP and changes in their GPA depending on age and gender. It was hypothesized that problems in personal relationship result in a poor academic performance of a student. In addition, it was assumed that if there any problems in students’ love relations it will be reflected on their attendance and participation in classes. Moreover positive and negative sides of changes in study progress were examined. In order to achieve relevant data researchers used questionnaire distributed among 30 students of KIMEP. The present research found the following results. 30 people aged from 16 to 25 were asked by means of questionnaire. Table 1 shows that 57% were males and 43% were females. The majority of respondents were BSSPA students (43%), 30% were BSC, 14% BAE students and 10%, BSSIR/PS and only 3% were students of BAIJ program. Table 1.
