One tool school districts use to aid in improving student achievement is summer school. This qualitative study provides an overview of the history of summer school. Additionally, it offers a synopsis of various types of summer programs and at-risk student populations often targeted by summer school. The researcher also offers a review of literature on student learning loss over the summer months. Summer learning programs have the potential to help children and youth improve their academic and other outcomes. This is especially true for children from low-income families who might not have access to educational resources throughout the summer months and for low-achieving students who need additional time to master academic content. Because many students loose learning over the summer and some students need more time on task to master content, participation in summer learning programs should mitigate learning loss and could even produce achievement gains on standardized test such as MAP. Kaplan and David P. Norton (1992) in their now widely cited Harvard Business Review article, “The Balanced Scorecard—Measures that Drive Performance.” The widespread adoption and use of the BSC is well documented. For example, Kaplan and Norton (2001) reported that by 2001 about 50% of the Fortune 1000 companies in North America and 40% to 45% of companies in Europe were using the BSC. The basic premise of the BSC is that financial results alone cannot capture value-creating activities (Kaplan & Norton, 2001). In other words, financial measures are lagging indicators and, as such, are not effective in identifying the drivers or activities that affect financial results. Kaplan and Norton (1992) suggested that organizations, while using financial measures, should develop a comprehensive set of additional measures to use as leading indicators, or predictors, of financial performance. Of those enrolled 63% speak English, 35% speak Spanish and the other 2 % speak other languages. According to enrollment requirements of students speaking a language other than English at home, 38% of the students are classified as ELL students. Which is ironic since Foreign Language Academy teaches students a foreign language exclusively in Kindergarten and 1st grade so that by the 2nd grade year all of the students are really beginning to speak and think in their second language first and consider English their second language, if the immersion is done correctly. In 2012 the MAP MPI for ELA was 345.7, in 2013 it was 330.3 and in 2014 it was 337.6. According to the statistic gathered about these scores ELL students followed the trend while the African American students did not. The African American scores were high, low and then high again. Whereas the scores of the ELL students were low, higher and then low again. These scores present a challenge for the students of Foreign Language Academy especially the students classified as ELL. How can this challenge be met?
