Research based on appointed Superintendents versus elected Superintendents found there was very little difference where student performance is concerned. An elected Superintendent according to findings has a slight positive difference in student performance outcome (Hoover, 2008). What is a Superintendent one might ask? A Superintendent can be called by several different names. He/she is known as chief school administrator, chief education officer, or chief executive officer. According to Parents Campaign (2000), in Mississippi there are 152 Superintendents, 2 are college presidents, 64 are elected Superintendents and 86 are appointed Superintendents. There are 30,000 superintendents in the country. Only 101 are elected.

Most of the Superintendents are hired by contract with the board of education. The board is the policy makers for the school district they are also appointed or elected. In many cases, (Chism, 2012) it is a known fact that the school district end up being run by the best politician, not the most-qualified candidate. Mississippi, Alabama, and Florida are still the only three (3) states that elect a Superintendent with Mississippi electing the most.

We find that in Mississippi there are 64 school districts where they elect their Superintendent. However, as I researched this topic I found that the state of Tennessee could not have said it better when they outlined the clear line of accountability. It was also found that when you want to make a difference in your school system the board must also take into consideration what the citizens are looking for in a superintendent. Therefore, when

On the one hand, the department’s officers risk their lives on a daily basis to enforce the law, protect the public and preserve the peace. On the other hand, Chicago has a checkered history of police scandals and an embarrassingly long list of police officers who have crossed the line to engage in brutality, corruption and criminal activity. An analysis of five decades of news reports reveals that since 1960, a total of 295 Chicago Police officers have been convicted of serious crimes, such as drug dealing, beatings of civilians, destroying evidence, protecting mobsters, theft and murder. Moreover, the listing of police convicted of crimes undoubtedly underestimates the problem of corruption in the Chicago Police Department (CPD). The list does not include undetected and unreported illegal activity, serious misconduct resulting in internal disciplinary action, and officers who retire rather than face charges.
