The purpose of this essay is to define the term debate and to explore the educational strategy in the development of knowledge, skills and attitudes required to deliver and manage patient care. The topic was due to financial considerations advancement of acute and critical care should be or not curved. In this essay will summarise the key points made by the proposition and opposition with the support of evidence and will explore the relative strengths and weakness of both arguments. It will also discuss whether this has changed in light of debate.

Debate is a formal argumentation between two teams or individuals. It is also an essential tool for developing competencies and maintaining freedom such as, controversial issues without descending to insult, emotional appeals, or personal bias (Garreth, et al, 1996). The key trademark of debate is that it rarely ends in agreement, but rather allows for robust analysis of the question at hand (Sather, 1999). Perhaps this is what French philosopher Joseph Joubert meant when he said. “It is better to debate a question without settling it, than to settle a question without debating it.”

Debating may be considered as an educational strategy in the development of knowledge. It allows a person to find out if they have a good understanding and also by answering questions from of the audience. The students will enhance the critical thinking through debating process, however, DeYoung (1990) suggest that debating helps students develop the technique of verbal persuasion and reduces inept attempts at defending controversial issues. Combs and Borne (1989) report that students believe that debating helps to improve their communication skills and increase in confidence and speaking ability after participating in a series of debates. Additionally, Lowenstein and Bardshaw (2001) note that debates can increase student comfort levels in speaking to groups, allow for the expression of professional opinions, and foster oral communication skills. It is also to consider topic from an opposite view point and attitudes to managing patient’s care.

The key points made by the speaker for propositions, the students said that already have an effective level of critical and acute care and there is no dispute in the need for this. Whilst there is always room for improvement there is no infinite financial resource. Therefore at this moment in time financial considerations in the advancement of acute and critical care should be curbed so that the money can be used to develop the community health care setting and training and development of nurse skills (Clarke, 1999). If handled correctly this will have a positive impact on the nation health and the strain on current acute and critical care resources will be reduced (Pulcher & Odell, 2000).

The second speaker for opposition, they mentioned that they feel at this point to continue financing advancement of acute and critical care as this article clearly shows patient choice of hospital, work competency, advanced preparation and availability of drugs and services which leads to prolonged life and patient entered care and satisfaction (Manley and Hardy, 2006). One very significant trend and one that has implications for the continuity care, is in the amount of spending on temporary nurses and the overall cost for National Health Service trusts is an estimated £450 million. NHS trusts have to recruit qualified nurses directly from abroad, however they identified inadequate nurse staffing levels as a contributory factor to poor, or dangerous and standards of care (Scot, 2003). There were four main themes to their arguments. The first is should we limited health care, which means if we increase money to acute and critical we will improve all other areas of health care services will suffer. The second is bankrupt in health care service because patient’s demands have risen and unlimited demands (western mentality) will use up all available funds and more. Therefore allocation management is necessary and choices have to be made. The third is the quality adjusted life league tables. If fund allocation is driven only by patient demand, the health care service will soon bankrupted. The higher cost equipment/staff and life death situation (Mayer & Kossoff, 1999) and do not target in one area, money should be spent over the whole health care service for example Outreach, Health Centres in deprived in the areas community. We should not be putting more money into helping a smaller number of people in acute and critical but should be allocating funds out in the whole community to support services like outreach and heath centres, which helps many more people (Glen, 2004).

The relative strength of both arguments is based on a good level of knowledge, which is supported by evidence. The speakers for proposition explain the topic clearly to the audience and prepared the materials that they needed for example the handouts, however the tune of voice was raised pitch. Anderson (1993) point out speakers who have regional accents are sometimes self-conscious, although, as long as they can be understood.

One of the members of both arguments was swaying from foot to foot however body language has a big role in communication because we may able to establish rapport more quickly and effectively to the audience. If we allow our body language to leak messages about some of our inflammatory emotions, for example, disgust, fear or irritation and difficulties will arise.

The audience use an open question to the speakers for both arguments. However, Collins (1998) suggests when you conduct a question and answer session, you think R.E.S.T- that is Respond, Example-give one, Stop Talking and take next question. This allows you to organise your thoughts better, focus on ideas and issues and keep answer to about the same length. One of the members for arguments was not confident to answer purely because of being loss of confidence or might not prepared
And lack of information or could be stress level. Desberg (1996) identify a “stress level” where you immerse in the anxiety- provoking situation gradually and then adapt to it with repeated exposures. The more closely you will feel on the day.

The weakness for both arguments has a lack of eye contact because they keep reading on their topic. Van Ments (1990) says that poor eye contact can give the impression of anxiety, incompetence, lack of sincerity, lack of credibility and it prevents from eliciting feedback the audience. However, by making eye contact to the audience will indicate confidence and interest.

The majority view of the debate, should advancement of this care not be curbed because of changing policies through the clinical governance framework (1998), the National Health Service is responsible for continuously improving the quality of services and safeguarding high standards of care (Galbraith, 2000). It highlights the money to be spent in the whole areas in health care services. However, this was not the solution, the solution is handled the money correctly in appropriate way. Reviewed and audit how much they needed in each areas for example in the community, hospital and health centres so that it will continue the good service and quality care for the patient’s needs.

Students participating in this debate used a systematic process to identify, research, resolve, and reflect on financial issue. The debate particularly supports from the audience and chairperson of development of human opinions and knowing processes. The critical thinking skills that are emphasized during debate preparation and execution will continue to be valuable skills in nursing practice.
