Explain why the policy of Thorough was unpopular during Personal Rule

The first reason why Thorough was unpopular during Personal Rule was because Charles’s actions suggested that he was becoming absolutist, after all, Thorough was effectively an alternative system of government in the absence of a Parliament. This suggestion of absolutism created a fear of tyranny and a mistreatment of civil rights. It was generally thought that, if Thorough worked, it would result in an England ruled by the Monarch without a parliament to enforce checks and balances, hence why Thorough was unpopular, particularly because it was during the period of Personal Rule where Charles was already challenging the previously accepted level of power held by the Monarch.
The second reason why Thorough was unpopular during Personal Rule was because of its implementation in Ireland. It was thought that Ireland was a “blueprint” for an absolutist government in England. This links with my aforementioned point, the fear of lasting Personal Rule and tyranny being created. This theory of Ireland being a “blueprint” was more worrying for society than the policy itself, moreover a more important reason why Thorough was unpopular because the policy of Thorough seemed fairly legitimate and fair, what with stricter enforcement of existing legislation- though there were some very unpopular elements to the policy such as the financial cost of the Exact Militia- it was the fact that the English had seen the policy implemented already in Ireland and saw that it caused huge upset at the hands of Wentworth, for example Lord Mountnorris was court martialled on a very questionable charge of treason because he’d been successful in the customs farm in 1635.
