1. State the administrative agency which controls the regulation. Explain why this agency and your proposed regulation interest you (briefly). Will this proposed regulation affect you or the business in which you are working? If so, how? Submit a copy of the proposed regulation along with your responses to these five questions. The proposed regulation can be submitted as either a separate Word document (.doc) or Adobe file (.pdf). This means you will submit two attachments to the Week 2 Dropbox: (a) a Word document with the questions and your answers and (b) a copy of the proposed regulation you used for this assignment.
UNC University System
The University of North Carolina System has proposed a new regulation for their personnel. It is entitled UNC Personnel Flexibility. Currently, I am a Senior Director of Operations for the division of Advancement at UNC Charlotte. This will have a direct affect on the personnel currently within the university system and especially those employees hired from the point this regulation is passed and implemented. The employees for which I supervise are currently covered by the Office of State Personnel. The OSP has a stringent set of guidelines that protect the employees hired under their umbrella. The OSP’s personnel regulations have created an environment of low productivity, disregard for authority and entitlement. The “state” employee mentality has evolved into a life of its own. Long-term state employees have long since discerned that they are well protected under the current regulations of the OSP and regardless of job performance or nonperformance, their ability to keep their job will not change.
2. Describe the proposal/change.
The UNC system has proposed a change to the current personnel regulations. Currently, the UNC system’s universities manage two personnel systems, EPA and SPA. There are two university departments that each manages one of the systems. The EPA system is managed within Academic Affairs and manage faculty as well as non-faculty professionals. The EPA system manages directors, associate vice chancellors, vice chancellors, chancellors and faculty. EPA employees are normally more educated and occupy higher paying positions. These employees are considered “at will” employees.
The SPA system which is housed in Business Affairs manages all other employees. These employees are banded into predefined bands such as Networking, Systems Analyst, Housekeeping, etc. Their work plans are predefined as are their job descriptions. Equal treatment is expected within a band and there is an elaborate labyrinth of regulations that outfit the state employee in an impenetrable suit of bureaucratic armor that protects the employee through bad behavior, poor job performance and outdated skills.
The new regulation will combine the SPA system with the EPA system eliminating the need for the Office of State Personnel to be engaged within the university system. The university system would manage its own personnel similar to the UNC Healthcare System, the 58 community colleges, the local school districts as well as Wake and Mecklenburg counties. The current SPA employees would retain their protections however the new hires would be covered under the new EPA

Freud’s psychoanalytic therapy deals with the conscious and unconscious mind and says it influences our thoughts and behaviors.
