Introduction

The Forest Hill Paper Company (FHPC) is a small, closely held paperboard manufacturer that produces “parent rolls” which are then distributed to converters for further processing. Due to their small size in comparison to many of their competitors in the industry, FHPC would be classified as a niche company as stated in the case. Part of FHPCs strategy, which will be looked at further below, is to create a niche based on service and rapid customer response that the larger manufacturing companies are too large to be able to do successfully.

Competitive Environment

The environment in which Forest Hill Paper Company operates in is a cyclical environment with upswings every three to four years. Due to the cyclical nature of the industry, customers try to anticipate times when they would not be able to get paper by ordering large quantities of paper at certain times and none at others. Because of this, FHPC has times when they are flushed with orders and cannot meet them with their production capabilities, and times when they are not running at optimal levels due to lack of demand. Along with this issue, the market share for domestic paperboard has been steadily declining. The most significant reason there is a decline in market share is the moving trend toward plastic and more environmentally friendly forms of paperboard. In general throughout the industry, companies have made little effort to expand capacities of the production facilities. At times the demand greatly exceeds the capacity of any one production plant. ...is deforestation? Deforestation is the removal or damage of vegetation in a forest to the extent that it no longer supports its natural flora and fauna. In other words, deforestation can be defined as the transformation of forest land to non-forest uses where forest land includes lands under agro-forestry and shifting cultivation, and not simply closed canopy primary forests (FAO/UNEP, 1982). However, this definition does not include “logging”. More inclusive was Myers’s 1980 definition, where deforestation refers, “generally to the complete destruction of forest cover through clearing for agriculture … [so] … that not a tree remains, and the land is given over to non-forest purposes … [and where] very heavy and unduly negligent logging … [result in a] … decline of biomass and depletion of ecosystem services … . So severe that the residual forest can no longer qualify as forest in any practical sense of the world.” Alan Graigner (1980, AS quoted in Saxena and Nautiyal, 1997) asserts that selective logging does not “lead to forest clearance and does not constitute deforestation”, whereas Norman Myers (1980, 1993) thinks that logging is crucial because, although it may only affect a small proportion of trees per hectare, it damages wide areas and is the precursor of penetration by the forest farmers. Nongovernmental organizations (NGOs) have been important advocates for development and adoption of these standards and codes. • In this paper, we provide a brief review of the emergence of NGOs and their influence on debates about globalization, and a specific assessment of NGO efforts to promote stronger labor and environmental policies of multinational corporations. • We examine the role of NGOs in development and enforcement of twelve international agreements and codes of conduct addressing labor issues and environmental practices. We use findings from these cases and insights from international business and other managerial theory to develop propositions that explain the circumstances under which NGOs have more or less influence in developing and enforcing international codes.
