Summary:

Franklin County is located in the Mid-Atlantic States and services approximately 500,000 residents including residents from the forty-five local governments within the County. The County is responsible for housing any and all defendants arrested from the surrounding locations. The County currently operated two facilities: one for juveniles and the other for adults. Both males and females are housed in the adult facility. The County Commission is made up of mostly Democrat during the recent elections, though the county is largely Republican. Commission appoints most department heads with the exception of the corrections director. Prison board appoints the correction director. The current prison board has 5 out of 7 members who are …show more content…
Kirby, chair of the county commission and Mr. Truly worked together to identify five alternatives to the problem. The first option is to exempt the prison from cost containment program. The would require justifying that the public safety and law enforcement agency are not required to uphold to the cost containment program, so why should the prison be held accountable for it. The second option is to fund an in-depth study by a nationally recognized group specializing in corrections. The issue with this solution would be that the study could confirm the findings that Mr. Dexter’s findings in the memo dated April 5th. The third option is to conduct an in-house study using county personnel. The issue with this option is how creditable the data analysis could be, and the prison board may not find it as creditable research. The fourth option is to find an “honest broker” to study overtime. This would have to be a person that the prison board would also consider to be an honest person. And the final option is to invite the prison board to undertake their own study, as all were competent and able. The issue with this option is creditability, could the board be objective and would the administration find it as creditable
