Physical and financial ruin destroyed the South. The destruction of cities, railroads, and plantations left people without homes and money. Confederate money soon became worthless, and many people did not have jobs to earn back what they lost. Soon, the banks shut down and everyone was without a job or home, and in great debt.

Many soldiers in the war were left dead or wounded. The wounded were homeless due to the mass destruction and they also needed jobs. A group of free African Americans joined together to form the Freedmen's Bureau and their first duty was to “provide emergency relief to people displaced by the war” (548).

The Freedmen's Bureau did more than just help the injured. The Freedmen's Bureau helped the no longer enslaved learn

To solve the problem of development will entail reforming these institutions. Unfortunately, this is difficult because economic institutions are collective choices that are the outcome of a political process. The economic institutions of a society depend on the nature of political institutions and the distribution of political power in society. As yet, we only have a highly preliminary understanding of the factors that lead a society into a political equilibrium which supports good economic institutions.
