Health Care Access My state is California and my governor is Jerry Brown he has been in governor for the past Edmund Gerald “Jerry” Brown Jr. he was born April 7, 1938, a democratic, politician and American Attorney and is serving as the 39 Governor of California. Jerry Brown also served as California’s 34th governor for 6 years 1975 to 1983 for two terms. Governor Jerry Brown started his political career as board of trustee member on the Los Angeles Community College District, shortly after that he was the Secretary for the state of California. In his career he ran for the Presidency twice, first time he ran in the presidential primaries but finished third in the convention vote, he also ran for presidency again in 1980 against Jimmy Carter. He did not gain any traction in his candidacy so he withdrew failing to carry a single state. He choose not to run for governor for a third term but instead ran for the U.S. Senate, and was defeated by Pete Wilson, at that point many people considered his political career to be over. Brown travel abroad and returned back to California serving as a Chairman of the Democratic Party from 1989-1991 then he declined to run for Senate again in 1992. So after six years of being out of politics he returned and served as Mayor of Oakland from 1999 to 2007 as well as the Attorney General for California from 2007-2011. He was elected again in California’s governorship in 2010 and is now serving his second term for the State of California. In 2013 he made history by becoming California’s longest serving governor measured by cumulative service. Jerry Brown may not have had a successful campaign when it comes to running for presidency but he is a champ at being a governor. He has served many terms and left office and returned back office now serving again in this second term for the State of California. Just a little history, the State of California was the first in the nation to accept the laws that have been implemented by the President of the United States called the Affordable care Act. As we adopted this new program we called it Covered California, which will provide health insurance to over 1 million state citizens. And will gradually reduce the number of California citizens that are uninsured in the years to come. Billions will be poured into Counties in California to help care for the citizens with insurance. Under the ACA – Affordable Care Act most citizens that are uninsured will receive or have access to health insurance coverage. This program will use a great amount of federal dollars for access. Governor Jerry Brown since we have this federal money it should benefit the counties should also be used to pay for some of the other things that the state usually pays for. The question is what the ultimate cost will be because, there is no real way of knowing exactly how many citizens will actually sign up for coverage. Also the advertising that will be presented to encourage enrollment is estimated to bring in citizens that are eligible for Medi-Cal but not enrolled currently. The state will have to pay for the cost at least half for these people but not for the newly eligible citizens they will be paid for with 100 % of federal dollars. In late January Governor Jerry Brown released his plan for the fiscal budget for the year and if the plan that he proposed and implemented. The plan would have California in a budget excess of close to 900 million dollars. The plan imposed has just over 98 billion in transfers and revenues and a little over 95 billion in spending. Brown has included in the plan the expansion of Medi-Cal to all citizens that is 130 % of the federal poverty level. Governor Jerry Brown proposal for this change in health care access is also included in the ACA- Affordable Care Act it will actively add newly eligible adults in excess of over 1.5 million individuals to the program. Medi-Cal is California’s Medicaid program. . This budget includes an increase by 5% in funding for Supportive In- Home Services assuming that they will impose a reduction in In-Home supportive service hours by 20% in the month of November, and in Cal-Works a $142 million in the state’s work welfare reform program putting welfare participants in training and putting them in the workforce. Also there is a budget that is proposed of 1.5 billion to have a federal court appointed overseer to maintain and manage improvements in the health care in our California’s prison system (California Healthline1/24). Governor Jerry Brown added that “The state of California is back and the budget is balanced and we are on the move” (Sliders, Sacramento Bee, 1/25).Brown said that discussing the health care and Medi-ca expansion proposal was very complex and will test ingenuity and the change will not be achieved overnight. The cost should be guided with great prudence step by step. He also explained that our state should develop a good relationship with our counties so that we may help implement the expansion in the right way. A special Legislature beginning in weeks to come that will help the provisions in the ACA (McGreevy, “PolitiCal" Los Angeles Times, 1/24). The Governor also made plans to have a session to discuss health care reform, such as the evolving of a health coverage exchange and Medi-Cal expansion (California Healthline, 11/2012). There are a lot of mixed feeling from law makers about address and proposal for the budget of California, senate President Pro Tempore Darrell Steinberg (D) says Brown’s proposal is great, the State of California has been through times and is standing strong right now. And now that the governor has given our state so much potential to achieve and to build moving forward it really is a very good moment for our state in history. Other lawmakers had mixed reactions like the GOP, the Senator from Oakdale (R) Tom Berryhill says those are good old Republican values with good reforms and smaller government. However, Senate Minority Leader Robert Huff (R-Diamond Bar) said that Brown "talks about fiscal conservatism pretty well, but the reality is, his budget's increasing by 25% over the next three years" (Sacramento Bee, 1/25). Although there are a lot of different opinions of his budget for the State of California both parties democratic and republication seem to like what he has to offer for the state. Even so he has taken our state to another level by managing the budget. He also mention that the state should have a rapore with the counties which I like that make the underserved feel better about breaking the cycle of no trust between the provider and the patients. There are many people who need heath care and the proposed overhaul in the budget will help. Over all our governor has done a good job and will continue to balance the budget for our health care system.
