How might the Horne v. Flores US Supreme Court Opinion affect the instruction for English language learners across America ?

In my experience I think that the Court opinion affected positively to the instruction for ELL across America considering that nowadays we have a better education according to the statistics shown by the government in addition to that every state has their own rules and policies that are overseeing for those to be compliant with the US government.

Which of these areas do you believe have affected your school most and which do you see affecting the US as a whole?

1) the lower courts should have given more consideration to Arizona’s change to structured English immersion from bilingual education as its primary means for serving LEP children - the impact of the SEI/ELD ELL learning program.

In response to this question I believe that the ELL program is working efficiently at least in my school and that I have a living proof that is my step-daughter, she came to live with me and my husband since the year school started so I had a chance to be on top of her education progress and even a student is not considered to be a native speaker until 7 years of exposure to the language, she can communicate with native speakers at her own level.
The four hours a day that she spend in the English Immersion Classroom and 4 more hours a week to work on specific skills that she needed most help in, those extra hours has helped her a lot and that could not be able to take place with out the court consent order, two of those being "monitoring and compliance responsibilities by the ADE" and "standardized methods of identifying limited English proficient students"

2)The Act of No Child Left Behind, has impacted the US as whole even though was initially legislated for 5 years, and has been since temporarily extended, but not officially reauthorized;
