Caso práctico: Planificación Estratégica de Operaciones.

PREGUNTAS,

Tras haber leído el artículo adjunto, habéis podido conocer cómo se prepara una estrategia a largo plazo. En base a las explicaciones del artículo, trabajaréis 2 tipos de empresas diferentes, a saber:

1) la primera de fabricación de helados en el área de España y Portugal, con una estrategia definida y orientada a la Calidad y a la fiabilidad de las entregas;

2) y una segunda empresa dedicada a la extrusión y fabricación de productos de aluminio para toda Europa, que compite con compañías multinacionales con diferentes centros de producción.

En base al artículo de referencia, debéis responder de forma razonada a las siguientes preguntas:

1) Definid las prioridades estratégicas de ambas empresas.

2) A partir de la respuesta dada a la pregunta1, desarrollad los conceptos de Desagregación, Descomposición, Traducción, Evaluación y Conclusión, para sus posibles IEP; tal como indica el artículo de referencia.

3) Explicad cuáles son las diferencias claves entre la planificación de la empresa de helados y la empresa multinacional de productos de aluminio.

4) En base a las empresas mencionadas y a sus procesos de producción, que aunque no conocemos en detalle, podemos imaginar, ¿podríamos aplicar en dichas empresas

CASO 1. FABRICACION DE HELADOS

1. De acuerdo a la estrategia global de la Compañía, las prioridades estratégicas serán la calidad de los productos (ofrecer helados de la máxima calidad, sabor y aspectos nutritivos) y la fiabilidad de las entregas (disponer de los helados en el momento programado y garantizando las mejores condiciones ambientales de conservación y transporte).

2. Desarrollo de Iniciativas Estratégicas de Producción (IEP).

A. Desagregación.

Dado que las prioridades estratégicas de la Compañía se fundamentan en la Calidad y la fiabilidad de las entregas, es en estas áreas donde realizamos la desagregación.

• Calidad: entre los elementos que se han detectado y que pueden ser considerados importantes para crear IEPs se encuentran las prestaciones del producto (“ofrecer unos helados con sabores atractivos”) así como sus caracteristicas (“ofrecer productos con características adicionales, que puedan significar una mejora competitiva, como ser bajos en calorías o poseer complementos nutritivos específicos como vitaminas”, por ejemplo). Igualmente se considera prioritario priorizar sus características estéticas (“tener una aspecto atractivo en color al igual que una forma divertida”). No se consideran características a priorizar la fiabilidad, cumplimiento de estandares , duracion o nivel de servicio, pues no son elementos que puedan ser asociados con un producto como un helado.

• Entregas: los elementos que se consideran importantes para proponer IEPs están relacionados con la exactitud, integridad y puntualidad (“ofrecer un servicio de entregas exacto en el tiempo justo”), la disponibilidad (“conseguir que el plazo de entrega sea no superior a xx horas”), la calidad (“el producto ha de entregarse siempre en perfectas condiciones de conservación”), la gestión de pedidos (“facilitar al máximo la realización de pedidos por parte del cliente (teléfono, móvil, smartphone, internet, fax. No se considera prioritario priorizar la facilidad de devolución y/o flexibilidad de envíos, ya que podría ir en contra de otras prioridades como la calidad del producto.

B. Descomposición.

Las posibles IEP que se han desglosado del análisis de las prioridades estratégicas evaluadas durante la etapa de desagregación son:

1. Prioridad estratégica “Ofrecer unos helados con sabores atractivos” a) Potenciar el departamento de desarrollo de nuevos productos b) Evaluar los productos y carencias de la competencia c) Realizar un estudio de mercado sobre los gustos del consumidor d) Realizar un ensayo piloto de helados con sabores fuera de lo común. e) Realizar campaña de marketing de los nuevos productos y sabores.

2. Prioridad estratégica “Ofrecer productos con características adicionales, que puedan significar una mejora competitiva, como ser bajos en calorías o poseer complementos nutritivos específicos como vitaminas” a) Potenciar el departamento de desarrollo de nuevos productos b) Evaluar los productos y carencias de la competencia c) Realizar campaña de marketing de los nuevos productos y sabores. d) Colaborar con otras compañías que ofrezcan productos susceptibles de ser ofrecidos en forma de helado.

3. Prioridad estratégica “Tener una aspecto atractivo en color al igual que una forma divertida” a) Realizar un estudio de mercado sobre los gustos de los distintos tipos de consumidor (infantil, adulto,…). b) Establecer colaboraciones con compañías líder que marcan tendencia en mercado (poder ofrecer helados con forma de personajes de cine,…).

4. Prioridad estratégica “Ofrecer un servicio de entregas exacto en el tiempo justo” a) Crear una red de almacenes secundarios distribuidos estratégicamente según zonas de distribución de consumo. b) Racionalizar el número de productos y presentaciones. c) Realizar estudio de mercado en relación al consumo de helados según distribución geográfica.

5. Prioridad estratégica “Conseguir que el plazo de entrega sea no superior a xx horas” a) Crear una red de almacenes secundarios distribuidos estratégicamente según zonas de distribución de consumo. b) Crear flota de vehículos propia c) Implantar software de optimización de rutas de distribución d) Establecimiento de incentivos en la cadena de distribución. e) Reingeniería de los sistemas de Producción para reducir los plazos de fabricación y entrega. f) Implantación de filosofía Just in Time.

6. Prioridad estratégica “El producto ha de entregarse siempre en perfectas condiciones de conservación” a) Crear flota de vehículos propia b) Implantar software de optimización de rutas de distribución c) Diseñar correctamente las especificaciones de los elementos de la cadena de conservación de frío d) Formar y concienciar al personal implicado en la distribución.

7. Prioridad estratégica “Facilitar al máximo la realización de pedidos por parte del cliente” a) Informatizar completamente todo el sistema de captación de pedidos b) Crear herramientas potentes y sencillas para realizar pedidos por parte del cliente (aplicaciones para smartphone, webs seguras) c) Fomentar e incentivar el uso de las herramientas avanzadas (smartphones, internet,…) por parte del cliente.

C. Evaluación.

Se realizó la evaluación de los distintos IEPs propuestos y los resultados obtenidos fueron los siguientes (supuesto téorico):

✓ La potenciación del departamento de desarrollo de nuevos productos se considera básico para poder implementar mejoras cualitativas de calidad. Igualmente, todos los estudios de mercado propuestos (sobre gustos y consumo) se consideran fundamentales y fácilmente ejecutables y a provechables sus resultados. ✓ La implantación de una red de distribución de almacenes supondría una mejora clara de las capacidades de distribución de la empresa y una simplificación de la logística de transporte y reparto. Sin embargo, la creación de flota de vehículos propia no se considera que mejora la capacidad actual de la Empresa respecto a las entregas, pues el servicio externalizado actual cubre satisfactoriamente la calidad de la entrega, mientras que se puede trabajar en mejorar los plazos. La implantación de productos con caracterisiticas muy novedosas (con complementos nutritivos) se consideran muy compleja y costosa. ✓ Se considera difícilmente implementable la modernización del sistema de captación de pedidos, pues la clientela no está habituada a la utilización de nuevas tecnologías. Hay que reforzar las vías clásicas de captación de pedidos (teléfono).

D. Conclusión.

De la evaluación final se ha concluído que las IEP que mejor pueden ayudar a cumplir las prioridades estratégicas de la Empresa son:

1. Potenciar el departamento de desarrollo de nuevos productos 2. Evaluar los productos y carencias de la competencia 3. Realizar un estudio de mercado sobre los gustos del consumidor 4. Establecer colaboraciones con compañías líder que marcan tendencia en mercado 5. Crear una red de almacenes secundarios distribuidos estratégicamente según zonas de distribución de consumo 6. Racionalizar el número de productos y presentaciones 7. Realizar estudio de mercado en relación al consumo de helados según distribución geográfica 8. Reingeniería de los sistemas de Producción para reducir los plazos de fabricación y entrega 9. Implantación de filosofía Just in Time 10. Formar y concienciar al personal implicado en la distribución

CASO 2. EXTRUSION Y FABRICACION DE PRODUCTOS DE ALUMINIO

1. De acuerdo a la estrategia global de la Compañía, las prioridades estratégicas serán la calidad de los productos y la flexibilidad. Dado que la compañía ha de competir con empresas mucho más grandes y con mayor implantación, es difícil poder competir a nivel de costes pero sí hay un nicho en cuanto a calidad y flexibilidad, donde las multinacionales no van a descender habitualmente al nivel de personalización del producto. Otro área estratégica se encuentra en el servicio al cliente.

2. Desarrollo de Iniciativas Estratégicas de Producción (IEP).

A. Desagregación.

Dado que las prioridades estratégicas de la Compañía se fundamentan en la Calidad y la flexibilidad, es en estas áreas donde realizamos la desagregación.

• Calidad: entre los elementos que se han detectado y que pueden ser considerados importantes para definir IEPs se encuentran la duración del producto (que tenga una duración igual o superior al promedio de productos equivalentes) y sus características (se busca ofrecer unos acabados superiores a la competencia). • Flexibilidad: se ha considerado de importancia estratégica la adaptación a las exigencias de cada cliente (a nivel de nuevos diseños o modificación de los existentes, “adaptarse a las necesidades de diseño del cliente”) y la flexibilidad en la adaptación a la demanda, la flexibilidad de la secuencia de producción (dado que sólo se dispone de una planta de producción). • Servicio: el apoyo a ventas y marketing es otro aspecto prioritario de la Compañía.

B. Descomposición.

Las posibles IEP que se han desglosado del análisis de las prioridades estratégicas evaluadas durante la etapa de desagregación son:

1. Prioridad estratégica “Duración del producto superior al de la competencia” a) Potenciar el desarrollo del departamento de ingeniería b) Testar los últimos desarrollos existentes en el campo de materiales c) Realizar alianzas estratégicas con proveedores de calidad d) Mejorar el proceso de extrusión y fabricación

2. Prioridad estratégica “Ofrecer acabados superiores a los ofrecidos por la competencia” a) Mejorar el proceso de extrusión y fabricación b) Potenciar el desarrollo del departamento de ingeniería c) Aplicar las últimas tecnologías existentes para la fabricación d) Renovar el parque de maquinaria de fabricación

3. Prioridad estratégica “Adaptarse al producto deseado por el cliente” a) Potenciar el desarrollo del departamento de ingeniería b) Adaptar/adquirir la maquinaria para poder trabajar con más diseños/modificaciones c) Potenciar el departamento de comunicación de la empresa, para recoger y entender de manera adecuada las necesidades del cliente d) Realizar campaña de promoción de la política de flexibilidad entre los clientes

4. Prioridad estratégica “Flexibilizar la secuencia de producción para evitar paradas de producción” a) Mantener repuestos críticos en stock b) Llevar a cabo reingeniería de procesos para mejorar la secuencia de producción y la fiabilidad del proceso y máquinas c) Implantar filosofía Lean

5. Prioridad estratégica “Flexibilizar para adaptar la capacidad de producción a la demanda” a) Aplicar metodología Just in Time b) Realizar política de subcontratación de operaciones c) Llevar a cabo política de formación y versatilidad de los trabajadores. d) Realizar alianzas estratégicas con proveedores e) Implantar filosofía Lean

6. Prioridad estratégica “Dar soporte total a Marketing y Ventas” a) Realizar equipos de trabajo entre los departamentos de Producción, Ingeniería y Calidad con el Dpto de Ventas y Marketing b) Potenciar la formación técnica del Dpto comercial c) Realizar campaña de promoción de la política de flexibilidad entre los clientes

C. Evaluación.

Se realizó la evaluación de los distintos IEPs propuestos y los resultados obtenidos fueron los siguientes (supuesto téorico):

✓ La potenciación del departamento de ingeniería se considera un IEP que puede crear gran valor añadido, ya que permitirá mejorar los procesos de fabricación, formar equipo con el Dpto Comercial y desarrollar más agilmente la política de flexibilidad de productos de cara al cliente. Igualmente, la implantación de política de versatilidad de los trabajadores se considera extremadamente positiva, incluso aunque el objetivo prioritario no fuese la flexibilidad respecto al cliente. ✓ Desde el punto de vista estratégico se considera fundamenta implantar la filosofía Lean y la metodología Just in Time, como punto inicial para poder ofrecer una flexibilidad de diseño y de entregas al cliente. Por supuesto se considera también muy conveniente mejorar los procesos de extrusión y fabricación, de cara a disponer de procesos más robustos que permitan enfrentarse con garantías al nivel de calidad que se pretende ofrecer. ✓ La empresa no está dispuesta a realizar grandes inversiones en equipamiento, por lo que no se considera la renovación del parque de maquinaria de fabricación.

D. Conclusión.

De la evaluación final se ha concluído que las IEP que mejor pueden ayudar a cumplir las prioridades estratégicas de la Empresa son:

1) Potenciar el desarrollo del departamento de ingeniería 2) Mejorar el proceso de extrusión y fabricación 3) Implantar filosofía Lean 4) Aplicar metodología Just in Time

3) Explicad cuáles son las diferencias claves entre la planificación de la empresa de helados y la empresa multinacional de productos de aluminio.

La fabricación de helados previsiblemente abarca un número relativamente pequeño de productos y presentaciones (¿10-15?) con una demanda básicamente estacional (verano) y donde el uso de stocks para absorber la oscilación estacional de la demana no parece adecuado por el alto coste de almacenamiento del los productos (bajo congelación). Por lo tanto, la adaptación de la producción a la demanda pasa previsiblemente por ajustes estacionales de mano de obra y, en mucha menor medida, utilización del marketing.

La extrusión y producción de productos de aluminio , en el caso de esta empresa, es una fabricación bajo demanda de pedidos de clientes y con una flexibilidad de productos muy grande, por lo que la fabricación se realizará prácticamente siempre bajo pedido. Por lo tanto el motor de la planificación son los pedidos y no unas previsiones.

4) En base a las empresas mencionadas y a sus procesos de producción, que aunque no conocemos en detalle, podemos imaginar, ¿podríamos aplicar en dichas empresas sistemas de Gestión de las Operaciones tipo Lean Manufacturing? Apoya tu respuesta con algunos ejemplos

En el caso de la fabricación de helados se podrían aplicar elementos como Reducción al mínimo de lotes (hay que recordar que se trata de productos perecederos y cuyo almacenamiento es muy costoso), equilibrio en el uso de la capacidad (es muy posible que se pudiesen balancear las producciones de helados para simultanear las fabricaciones de distintos productos) o flexibilidad para adaptarse a la demanda mediante lineas en U (pues además la fabricación de helados se puede considerar que, salvo posiblemente algunas fases, no es una tarea muy compleja ni existen numerosos pasos que impiden que el formal pueda llegar a conocer y ser polivalente en muchas operaciones de producción).

En el caso de extrusión y fabricación de piezas de aluminio, la fabricación sería básicamente contra pedido, por lo que aplicaría en esencia la metodología Just in Time.
