Concept – the OFFICE BUILDING

1 charaCteristiCS OF THE BUILDING – ASSESSMENT OF THE EXISTING CONDITION

The office building (lot no.000, area of 3962 m2) is in Prague 1, Nové Město, the car entry to the building is from Charvátova Street no.4/35. This is the Škoda Works office building. This building has direct connection to the ČEZ, a.s. Charvátova no.6/31 office building and the buildings are also connected in respect of their operation. The Jungmannova no.29 building is entered to the Real Estate Register as an industrial building built in 1928. Lately, an extensive reconstruction has taken place of the 1st and 2nd basement where are located elevator and ventilation mechanical rooms, a safety vault, archives, storages, and waste disposal rooms. Furthermore, the whole ground floor was reconstructed (cinema auditorium, lounges, congress hall, reception area, exhibition pavilion, canteen, kitchen, refectory, registry, and the yard area). In 1998, installation of an automatic parking system (APS) was completed concerning 36 parking lots. In the same year a complex rehabilitation was also executed of the roof (thermal insulation and copper roofing). Reconstruction of the offices has been under way step by step.

The building is a listed one due to the fact that it is located in the Prague monumental reserve protected by the UNESCO, and any intervention in to a building must approve Prague Monumental Protection Institute. The office building was designed by arch. Pavel Janák (the same as the Charvátova no.6 building).

In respect of its structure, the building is a reinforced concrete frame formed by pillars. Also the internal pillars are reinforced concrete ones as well as the yard pillars and the ceiling structure.

The layout of a typical floor is a rectangle divided in two parts by a connecting corridor. The building may be accessed from Jungmannova Street no.29 via the reception. The main elevator is placed here, too. There are three personal elevators, two service elevators, and two continuous elevators.

2 Effect of the existing building on the overall design

By re-connecting Jungmannova no.29 and Charvátova no.6 the office operation in the building will extend. This way the buildings will be logically joined together the way they were originally designed and built.

Construction and articulation of the building
A good quality frame allows flexible design of the office operation that will fully satisfy present requirements and provide possibility to divide and rent out the rooms appropriately, including using different principles of space organisation.

The same way the rooms at the ground floor may be utilized for commercial purposes. They may be easily articulated in to larger and smaller rentable units the same way as it is done in modern shopping malls.

Vertical communications

Organisation of division in to independent rentable units is adapted to the existing vertical communications that are ample in the existing building. Supported by sophisticated elevator technology and fire-resistant design, the verticals will fully satisfy personal transport needs in the building including fire egresses.

3 layout and operation design – the office building

In respect of the operation, the building is divided in the technical 2nd basement, two retail floors – 1st basement and the ground floor, and offices at the 1st to the 5th floor. A new distinctly recessing floor with apartments and terraces may be built on the roof.

Entrance to the building will be mainly from the existing passage on the ground floor providing connections to the staircases and elevators. A central reception will be installed in the Jungmannova building serving the offices. Other entrances will be for the residents and the staff, only, secured by a card access system.

Some retail areas at the ground floor may be accessed directly from the street. Among them belong also areas at the 1st basement with vertical connection directly at the floor. Others may be accessed from the passage.

Shopping mall
Is allowed for the public, including the 1st basement. We propose a new connection by a number of escalators.
New glazed walls – shop windows, separating the retail areas from the communication corridor, will border the mall at the ground floor and the 1st basement.

A vertical connection to the 2nd basement underground car park will run from the 1st basement passage of the designed adjoining building at the square …………………
Here, also direct pedestrian connections of both buildings´ retail areas at the 1st basement level may be considered. By this intervention, a large underground shopping mall could be created, likely affecting the basement areas turnover.

OFFICES are documented in the drawings. This is a possibility of traditional office rooms combined with large open-space offices. The drawings also document alternatives of office furniture fit-out.

The ways of dividing the area in to independently rentable units fit the existing vertical communications, amply available in the building. So, the floors may be separated in to as much as 6 absolutely independently operating office areas with complete back-office facilities.

Connections to the Charvátova 6/31 building are designed at the individual floors. Nevertheless, this building may operate as a completely independent one.

Apartments
High standard apartments with terraces and a view of the whole historical Prague are designed on the roof. Nearly all historical dominants may be seen from this level.

The apartments may be accessed by a separate elevator that was added to the layout in the northern part of the building. Another access is via the existing staircase with access controlled by a card system. Vertical communications may be entered from the public passage. At night, the access from Jungmannova Street will be also controlled electronically.

4 architectural design

Facade
The original external plastering will be preserved, in 1999 it was repaired as a preliminary preparation for an overall reconstruction, travertine cladding was cleaned; damage corresponds with the age, it will be repaired, internal tiling of the skylight’s facade is in good condition after a repair.

Windows
Windows have to be rehabilitated including joinery repair works, ironmongery, panelling, and paints.

Roof
The original copper sheeting was replaced by new one; new thermal insulation was installed, and other copper elements were replaced, too (eaves, vents, etc.).

A new floor will be created on the roof of an architecturally sophisticated design with large glazed areas. Recessing the apartments from the facades, terraces and suitable separation of the new volume from the original composition of the building will be created.
Various technologies will be installed on the roof (radio-relay communication equipment, HVAC units, ventilators) that will be completely re-designed and covered by semi-transparent expanded sheet facades, allowing ramblers climb up the sheets.

The existing low-ceiling lofts cannot be utilizes in principle, they will be re-designed and reduced to a minimum.

Passage
In the passage area, all architectural elements will be preserved to great extent. Modern glazed panels - shop-windows - will be added to the passage separating the retail areas. At the part of the passage by the entrance from Charvátova Street will be a small atrium between the ground floor and the 1st basement, maintaining optical connection of these retail floors including glazed escalators.

Staircases
There are 5 functional staircases here that underwent repairs before. New elevators have to be added and railings repaired.

Office corridors will be newly performed based on tenant requirements and the layout.
Wooden cabinets in corridors will be dismantled.

Sanitary facilities
Complete reconstruction is urgent.

Offices
There is historical wooden panelling at the floors that we propose to rehabilitate.
Rooms will be newly designed based on present requirements and standards.

Parking
Automatic parking system (APS) in the car access area from Charvátova Street serving 36 lots /1996/ will be dismantled and new retail areas will be established here.

Depository, archive
Newly created archive at the 1st basement /1996/. We propose keeping it for archiving purposes, etc.
The original ŠKODA depository in the 2nd basement was completely rehabilitated including the ventilation, air-conditioning, and the anteroom /1996/.

1 characteristics of the building – assessment of the existing condition

The Charvátova no.6/41office building is located in Prague 1, Nové Město, at the bend of Charvátova Street towards Národní třída. It is an annex to the Škoda Works office building at Jungmannova no.29 Street.

The building itself is not a listed one, but because it is located within the Prague monumental reserve protected by the UNESCO, any intervention has to be approved by Prague Monumental Protection Institute.

The project for the office building was prepared in 1937-38. The architect of the designed annex was Pavel Janák (the architect of the Jungmannova no.29 Street building). Originally, the project and the erected building were called the “Annex to the Škoda Works administration building in Prague II”. The evidence is at the first sight visible effort to keep the unifying elements of the street facade. An important element of the interior architecture is the layout design and the car park arrangement, very up-to-date for the time. Contrary to the Jungmannova no.29 main building, the annex is designed as a one-wing structure.

Construction-wise, the building is a frame divided in three wings, originally cranked ca 60o along Charvátova Street. The frame is formed by a combination of reinforced concrete and masonry pillars. Internal pillars, yard pillars, and ceiling structures are reinforced concrete ones.

The building will be supplied from the gateway. A car park with capacity of ca 15 passenger car lots is a substantial part of the 1st basement. The ingress and egress ramp is in the Jungmannova no.29 building. Other rooms house service facilities. Originally, the 2nd basement was utilized as a civilian shelter; the rooms are not used at present.

Construction-technical condition
Due to not performed repairs and reconstructions, the overall technical condition of the building is poor. The roof underwent partial repair. In 1996, reconstruction of a part of sanitary facilities took place, and the personal elevator. The installation distribution networks are original ones from 1936; that means they are in an unsatisfactory condition. The underground floors are also in an unsatisfactory condition and require total reconstruction directed at the new utilization.
The office areas are not maintained and even here an overall reconstruction is necessary.

2 effect of the existing building on the overall design

The structure and articulation of the building
Three wings of the building allow dividing it by means of a corridor into street offices of better quality. The yard wing houses back-office facilities and supplementary offices of smaller sizes.
The offices will fully satisfy contemporary requirements.

The same way as in the Jungmannova no.29 building, the ground floor and basement areas may be utilized for commercial purposes. Access to these rooms will be allowed directly from the street providing own connection to the basements.

Vertical communication
Organisation of the plan into separately rentable units is adapted to the existing vertical communications that are amply available in the existing building. Boosted by modern elevator technologies and fire protection design, verticals will fully satisfy needs of passenger transport in the building including fire egresses.

3 Layout and operation design – the office building

In respect of its operation, the building is divided in to a technical 2nd basement, two commercially rentable areas at the ground floor and the 1st basement, and offices at the 1st– 5th floor. A new floor may be built on the roof instead of the existing loft.

Retail areas at the ground floor may be accessed directly from the street.

Offices are documented in the drawings. These offer traditional office rooms combined with large open-space offices.

The ways of dividing the area in to independently rentable units fit the existing vertical communications. This way the floors may be separated in to 2 absolutely independently operating office areas with complete back-office facilities.

Connections to the Jungmannova no.29 building are designed at the individual floors. Nevertheless, this building may operate as a completely independent one.

Bricked dormer windows will be preserved jutting out of the modern facade.

Universal law of this concept says that you should only act on maxims that you can will to become universal laws. I don’t think that this is a good test for determining what action is morally allowable. This test can be used for many situations, but it doesn’t always work. Each person is very individual, so we can’t say exactly what universal law said. The idea of Kantianism is all about acting on the basis of rules that everyone accepts, but not on the emotions or personal goals. Kant uses Universal law to make the test of those rules. To act only on maxims that you can will to become a universal law is the Universal Law Test. To make the test we have to know the maxim, which is always expressed as a general rule or policy. Maxim is your reason for choosing to act in a given way. Kant’s idea of that test is that if a maxim passes the Universal Law, then this action which passes the test is morally good.
