1.0. INTRODUCTION: The Andhra Pradesh Beverages Corporation Limited (APBCL) was

established in the year 1986 as a fully owned undertaking of the Government, with the main objective of supplying hygienic packed arrack to the licensees and is incorporated under Companies Act,1956. The Corporation had set up 22 field units for carrying arrack operations at capital outlay of Rs. 32.65 crores,

various district locations with a total

which includes buildings and civil works. The various fixed assets like Plant and Machinery other than buildings valued at Rs. 24.70 crores were transferred to the Corporation in the form of Debt and Equity in the ratio of 2:1. The authorised share capital of the Corporation is Rs.10 Crores and the paid up share capital as on date is Rs.833.37 lakhs. The erstwhile Arrack Bottling units are converted into IML Depots for the wholesale trading activities of IML & BEER.

2.0. OPERATIONS: 2.1. ARRACK PACKING OPERATIONS: (from 1-1-87 to 30-9-93)

The Corporation commenced its commercial operations on 1-1-1987 and successfully handled the arrack packing operations from

1.1.1987 to 30.9.93 i.e. till the imposition of ban on arrack by the Government.

2.2. WHOLESALE TRADE OF IML & BEER: (from 1-1-94 to 12-1-95)

In pursuance of the Act 15 of 1993 the Corporation took over the wholesale trade of IML and Beer in the State of Andhra Pradesh w.e.f. 1.1.1994 and successfully handled the same till the imposition of Total Prohibition w.e.f. 13.1.1995. The trading activities were carried out

through erstwhile arrack bottling unit by converting into IML Wholesale Depots except in Krishna District where the business was conducted through hired godowns. Apart from these godowns 2nd IMFL depot

were opened in the districts of Hyderabad, Ranga Reddy, Krishna, Guntur, Visakhapatnam, East Godavari, Chittoor and District(s). based on the West Godavari

high turnover and business was conducted

through hired godown premises. In all there were 31 IMFL depots in the State of Andhra Pradesh.

2.3. RECOMMENCEMENT OF WHOLESALE TRADE IN IML & BEER:

Consequent to the partial lifting of

Prohibition through Act No.5 of

1997 the Corporation was again entrusted with the conduct of the wholesale trade in IML and Beer. The Corporation recommenced its wholesale trading operations w.e.f. 8.5.1997.

2.4 CORPORATE OFFICE - NUMBER OF IML DEPOTS The Corporate Office is operating from premises of 4th floor

“PROHIBITION & EXCISE COMPLEX”,9 & 10, Eastern, M.J. Road. Nampally, Hyderabad-1.

There are 39 IMFL depots spread over in 23 districts, 4 depots in Ranga Reddy, 3 each in East Godavari, & Guntur, 2 depots each in

Hyderabad, Krishna, Chittoor, Visakhapatnam, Adilabad, Nalgonda, Prakasam and West Godavari District (s) and one depot each in remaining 11 districts of A.P. The transactions are being conducted through hired godowns at 19 IMFL depots and through own premises at remaining 20 IMFL depots. 3.0. PLACING OF ORDERS FOR SUPPLY (PURCHASE ORDERS): The Corporation considers placing the ‘orders’ based on the sales performance of the preceding month or period. The formula adopted upto 31-03-2005 is furnished here under: FORMULA: “Order Quantity to be issued = 1.5 times sales of the previous month – (closing balance + pending orders)”

However from 01-04-2005, ‘Orders for Supplies (OFS)’ are being processed without any limit during the first 45 days of the Rate Contract Agreement. After first 45 days, the OFS will be processed based on average sale of last three months. However in exigencies ‘Orders for Supply’ may be considered over and above the formula.

4.0 PROCUREMENT POLICY (2005-06): 4.1 Categorisation: In the year 2005-06 IML is classified into three (3) categories namely

Ordinary, Medium and Premium and Beer as Lager, Strong and Super Strong, as detailed below: Category Ordinary Medium Premium IML Basic rate /case Upto Rs. 400/Rs.401 to 700/Above Rs. 700/Beer Category Alcoholic Str. Lager Upto5% v/v Strong Super Strong Above 5% and upto 7.5% v/v Above 7.5% v/v

4.2 Tenders on All India Basis : The Corporation invites price offers for supply of all categories of Indian Made liquor/wine and Beer from the Distilleries/Breweries and Vintners located within the country on rate contract basis for arranging supply to the licencees in the entire State of Andhra Pradesh.

4.3 Fixation of Supply price: The Govt. constituted a Tender Committee with the following members, to scrutinise the offers of 2005-06, negotiate with the offerers and finalise the prices and inform APBCL for procurement during the year 2005-06. Chairman : Shri P.Ramakrishna Raju, Retd. High Court Judge. Member :Sri K.Narasimha Murthy,Chartered Accountant and Management Consultant. Member : Sri P.Bhaskara Prasad, IAS., (Retired) The Committee after negotiations with the suppliers fixed prices of liquor and beer. There is no increase in the prices of liquor brands, except for, below Rs.300 basic brands. However the price of Beer in Lager and strong segment were increased.

Procurement of IMFL & Beer for 2006-07 – Extension of Rate contract: The Govt. had permitted the Corporation to extend the Rate contract

agreements of 2005-06 initially for 3 months i.e. upto 30-6-06 and subsequently for 9 months i.e. upto 31-3-2007.

4.5 Procurement of IMFL for 2007-08 and 2008-09 : As per the directions of the Govt., to procure IMFL by floating a tender, the Corporation issued Tender notifications for procurement of IMFL for the years 2007-08 and 2008-09. The Govt. continued the same Tender Committee to scrutinize the offers, negotiate with the offerers and finalise the prices. For the year 2007-08, the tender Committee conducted negotiations with all the offerers and confirmed the Basic Prices fixed during 2005-06. For 2008-09 also the same Tender Committee conducted negotiations and fixed the Basic prices on par with that of 2005-06. Accordingly the Corporation procured the IMFL stocks.

With regard to Beer, the Govt., extended the Rate Contract Agreements of 2007-08, initially upto July, 2008 and subsequently upto October,

2008, as the Breweries did not agree to the rates fixed by the Tender Committee. RE-CLASSIFICATION OF LIQUOR: The liquor is re-classified w.e.f. 18-09-2008 as under: Category Ordinary Medium Premium IML Basic rate / case Upto Rs.450/Above Rs.450/- to 700/Above Rs.700/Lager Strong Super Strong Beer Category alcoholic Str. 4.6 Procurement of IMFL for the year 2009-10: The Government permitted the Corporation to float Open Tender

Notification on All India basis for the year 2009-10, for the period from 0107-2009 to 30-06-2010 and decided to continue the same Tender Committee appointed for the year 2005-06 to 2008-09. The Corporation floated open e-Procurement Notification on 01-06-2009 and opened the offers on 15-06-2009 in the presence of offerers and the Committee members. The Committee appointed by the Govt., submitted its report

duly recommending the increased prices for all offered IMFL brands. The Govt., directed the Corporation to commence procurement at these rates w.e.f. 12-11-2009 (Liquor) and 2-2-2010 (Beer). The Rate Contract

entered with the Suppliers expired on 30-6-2010. On the instructions of the Govt., the Rate Contract agreement entered into with the liquor suppliers have been extended by one year i.e. upto 30-6-2011, and subsequently till 30-6-2012 and thereafter extended upto 30-09-2012. However, the Corporation floated a fresh tender to procure Beer w.e.f. 17-2010, due to change in the procurement policy i.e. to base sale, exhibited by the suppliers in other states where the Government is controlling the IMFL trade, similar to that of APBCL, for release of orders for supply. The Committee appointed by the Govt. gave its report duly recommending the prevailing prices for Beer and APBCL commenced

procuring beer with the permission of the Board.

Again the Corporation

floated a tender notification, due to reverting back to old procurement policy, i.e. release of ‘Orders for Supply (OFS)’ on the sale exhibited by the suppliers within A.P. for supply of beer w.e.f. 1-9-2011, and Beer is being supplied at the rates as fixed in Feb. 2010. These Beer Contracts are due to expire on 30-06-2012. And further a fresh on-line notification for supply of IMFL (other than Beer) is floated in June’12 to fix basic prices, the process of which is under finalization. 4.7 Categorisation of IMFL & State Levies: CATEGORISATION OF IMFL - DIFFERENT STATE LEVIES W.E.F. 1-2-2011 I. commercial lines by observing strict financial discipline. Except in the first financial year 1986-87 when the Corporation had incurred a loss due to writing off of certain Bottling line machinery valued at Rs.247.50 lakhs ( due to growing popularity of sacheted arrack, the Government had

consciously ordered for discontinuation of the supply of bottled arrack knowing fully well that assets procured for bottling of arrack would become infructuous and to supply sacheted arrack as per demand to safeguard the Government revenues), the Corporation earned profits in all the subsequent years. The Corporation did not make any cash loss.

5.1 The main source of income to the Corporation during period of arrack packing was by way of packing charges payable by the Govt. to the Corporation. The main objective of the Corporation is to perform a service function to the Government at optimum cost. The Corporation as a matter of principle claimed the packing charges from the Government on actual cost basis. The Corporation approached the Government during the year 198788 for reducing the packing charges from the original rate of Rs.1-60 ps. per litre fixed by the Government, to Rs.1-46 ps. per litre, so as to reduce the financial burden of the Government.

The Corporation continued the same rate of packing charges till 30.9.93 i.e. for a period of 6 years. 5.2 TURNOVER AND REMITTANCES TO GOVT. : The amounts realized from the holders of licences, as specified by Government, being the income of Government of Andhra Pradesh will be remitted by the Andhra Pradesh Beverages Corporation Limited to the Government, in the manner specified by the Government. 6.0 MANPOWER: At present there are 850 employees including deputationists, Allwyn employees and Uunskilled workers on the rolls of the Corporation with a total wage bill of Rs2.03 Crores P.M.. 7.0 STATUS ON FINALISATION OF ACCOUNTS : The Corporation has finalised the Annual Accounts for the years 1986-87 to 2010-11. 7.1 PARAS IN THE REPORT OF C & AG OF INDIA : All the paras upto March, 2008 were discussed by the Committee on Public Undertakings. 1 para pertaining to 2008-09 is pending for discussion.

The Retail Licencee is serviced in the following manner. * In the first instance the Retail Licencee will go through the stock statement displayed in the notice board at the Depot, and prepares his indent for stock.
