Pada bulan juni tahun 1993, Kombs teknik mendirikan perusahaan dengan 25 juta dolar dalam penjualan. Bisnis dasar terdiri atas dua kontrak dengan Amerika Serikat Departemen Energi (DOE), satu untuk $ 15 juta dan satu untuk $ 8 juta. September 1993, DOE memberikan Kombs dengan daftar pertanyaan mengenai proposalnya. Lebih dari 95 persen dari pertanyaan yang berhubungan mengenai manajemen proyek. Kombs menanggapi semua pertanyaan.
Pada bulan Oktober tahun 1993, Kombs menerima pemberitahuan bahwa mereka tidak akan diberikan kontrak. Selama konferensi post-award, DOE menyatakan tidak mempercayai Kombs pada system proyek manajemennya.Kombs akhirnya bamgkrut.
