In late 2000, the U.S. Congress passed the Children's Internet Protection Act and the Neighborhood Internet Protection Act. “The law places restrictions on the use of federal funding to support libraries if the libraries do not implement both Internet safety policies and implement filters for certain objectionable material which can be accessed over the Internet” (Online Libraries & Microcomputers, 2001). In other words congress wants to control the people of the United States and what they look at online, in a public place. If congress passed this law, it would impact research for education, personal, and professional use. Additionally, this is unethical because the US government should not impose control over what the public has access to on the internet. The United States Government wants to use information technology in public places to monitor the people by what they look at online. By doing so, institutions like public libraries or public schools would have difficulties in completing research due to the restrictions placed by the US Government. Many people go to libraries to use the computers provided to the public to complete research, write papers, or log on to the internet. Less fortunate people that cannot afford a computer or the internet, would be impacted the most. Someone who has a computer and access to internet at home would be able to look up anything they wanted without having restrictions. By only implementing this law at public libraries, how would this stop children from looking up negative topics on the internet? I believe that it would not. It would simply mitigate the issue at public libraries, but not in homes of the US public. This law would impact those less fortunate that would go to the library or school to enhance their knowledge. “Courts are already deciding that students' Internet logs are matters of public record. It is both ironic and alarming that a law with "Children's Protection" in its title would do more to harm minors than protect them” (Online Libraries & Microcomputers, 2001). By passing this law, children would still be able to research negative topics at home thus not fully protecting them from these issues. It also causes restrictions to individuals who are adults that do not need this type of protection.
Where there are some advantages to blocking inappropriate content for children, such as being taught what to look up and what not to look up on the internet, there are still more disadvantages with this issue. What children are taught to research should be completed by their parents and teachers, not by the government. If these “blocks” were put on computers at libraries, how can the average person do research without getting blocked by looking up information that the government thinks is inappropriate? “Although its promoters passed the Children's Internet Protection Act with good intentions, it clearly infringes on the basic values of intellectual freedom and the Freedom of Speech. Many are concerned that if it goes unchallenged that additional legislation will be passed which may further impinge on the long tradition of intellectual freedom enjoyed in the United States” (Online Libraries & Microcomputers, 2001).
People should have the right to research whatever is needed for their current project or situation, no matter if they are located at home, work, school, or public places. Information technology has an ethical impact on the American people because the government should not be allowed to say what we can look up online. Parents should be active in teaching and educating their children on what is appropriate to research by using the internet. This should hopefully teach our youth what is morally acceptable and hopefully impact what kinds of things they look at online. “The ALA strongly believes that educating children to use the Internet wisely provides children their best protection, now and in the future” (Online Libraries & Microcomputers, 2001).
