Douglas MacArthur was born in Little Rock, Arkansas in 1880. Being raised in a military family had a profound effect on MacArthur as a boy and into adulthood. His father, Arthur MacArthur, was a recipient of the Medal of Honor; an award that would later also be bestowed upon Douglas. His grandfather had served on the United States Supreme Court. He attended the United States Military Academy at West Point, where he graduated at the top of his class in 1903. This began his long and illustrious career with the United States Army. After rising through the ranks so quickly that he was promoted to Chief of Staff of the United States Army in 1930, he later decided to retire in 1937. History, however, was not finished writing the story of Douglas MacArthur. He was later called back to active duty in 1941 and was sent to defend the Philippines against the Japanese forces. He was awarded the Medal of Honor for his efforts in that campaign. It was also during this time that he was promoted to the rank of five-star general; a rank that has only been achieved by five other men in the army, with the exceptions of George Washington and John J. Rafael University of Washington, Seattle vrafael@uw.edu This paper re-visits the classic piece by Renato Constantino, “The Mis-education of the Filipino” (1959/1966), inquiring into the colonial basis of his anti-colonial critique of American English. It explores the affinity between his view of language and those of American colonial officials, especially around the relationship between English and the vernacular languages. Both conceived of that relationship in terms of a war of and on translation. It then turns to an important but overlooked essay by Nick Joaquin published around the same time as Constantino’s, “The Language of the Streets” (1963). By closely considering Joaquin’s views on “Tagalog slang” as the basis for a national language, we can see a different politics of language at work, one based not on translation as war but as play. Whereas Constantino was concerned with language as the medium for revealing the historical truth of nationhood that would lead to democratizing society, Joaquin was more interested in the conversion of history into language as a way of expanding literary democracy. Its early success was related to its identification of a missing market, namely, the provision of a wholesale diversified investment vehicle for the investing public. Whilst much research has been conducted on aggregate international capital flows in this period, little work has been undertaken on the prime investment institutions. This micro-study seeks to fill this gap by undertaking detailed quantitative analysis of the leading investment trust investing widely in emerging markets during the first era of financial globalisation before WWI.
