¿Qué es la ISO 19011?
ISO-19011 es un documento que define un estándar reconocido internacionalmente para desarrollar, implementar y mantener programas de auditoría interna diseñados para evaluar la calidad y sistemas de gestión ambiental para la eficacia y la eficiencia. Este estándar fue desarrollado por un comité técnico dentro de la organización internacional de normalización (ISO). Empresas de todos los sectores se refieren a esta norma de orientación para ayudarles a realizar auditorías que puedan determinar si sus sistemas de gestión cumplen con el cliente y los requisitos reglamentarios, así como los requisitos definidos en los otros dos conjuntos de normas ISO, ISO-9000 e ISO-14000.
Esta norma es aplicable a todas las organizaciones que tienen que realizar auditorias internas o externas de sistemas de gestión de calidad y/o ambiental o que gestionar un programa de auditoría.
También funciona en otros tipos de auditoría en principio, siempre que se preste especial atención a la identificación de la competencia necesaria de los miembros del equipo auditor.
Cómo se relaciona ISO-19011 con ISO-9000 e ISO-14000
Después de que una empresa tiene su sistema de gestión en su lugar, se realizan auditorías periódicas para asegurar que el sistema siga siendo eficaz. Aquí es donde la norma ISO-19011 entra en juego. ISO-19011 proporciona recomendaciones para ayudar a las empresas a establecer un programa de auditoría que permita determinar si la intención de los requisitos definidos por la norma ISO-9000 e ISO 14000 se reúne constantemente. Las directrices establecidas en la norma ISO-19011 sientan las bases para: auditorías internas de la empresa, auditorías que la empresa pueda necesitar para llevar a cabo en sus proveedores, y auditorías externas que deban ser realizadas por un registrador si la empresa opta por convertirse en la certificación oficial del estándar ISO-9000 (es decir, ISO-9001) y/o el estándar ISO-14000 (es decir, ISO-14001).

Atributos del auditor
Uno de los puntos clave cubiertos por la norma ISO-19011 es la selección del auditor y la competencia. En la selección de empleados para convertirse en auditores internos, las empresas deberían considerar los atributos personales, además de conocimientos y habilidades. ISO-19011 recomienda que los auditores sean entrenados en los principios y técnicas de auditoría, y que tengan una buena comprensión del sistema de gestión de la empresa y las prácticas operativas. Además, deben tener una cierta comprensión de las leyes, reglamentos, requisitos del cliente, prácticas generales y terminología relacionada con el sistema de gestión que esté siendo auditada (es decir, la calidad y/o ambiental). Los empleados seleccionados como auditores deben ser éticos, diplomáticos, de mente abierta, observadora, perspicaz, versátil, tenaz, decidida y autosuficiente.

Auditoría de gestión de programas y rendimiento
ISO-19011 también se ocupa de la auditoría de la gestión del programa y del rendimiento. Un ejemplo de un tema a considerar en la planificación de la auditoría es la independencia del auditor de la actividad a ser auditada, ya que asegura la objetividad en la realización de dicha auditoría. También se proporcionan recomendaciones para la identificación de objetivos de la auditoría, y los problemas de cobertura más allá de simplemente enfocarse en el cumplimiento de la norma aplicable. Como ejemplos de objetivos pueden incluirse prioridades de gestión dirigida, un examen de las intenciones comerciales, los riesgos que enfrenta la organización y la conformidad con los requisitos contractuales y otras cuestiones. Pueden efectuarse recomendaciones para la realización de las revisiones de documentos de dirección de auditoría fuera de sitio y las evaluaciones sobre el terreno, así como la recopilación y verificación de pruebas y documentación de resultados.

La norma actualmente es aplicada a nivel empresarial en Costa Rica por parte de empresas como: Amanco, Bridgestone, Compañía Nacional de Fuerza y Luz, Plycem; según muestra la página web de INTECO.
