James Madison's Purpose Of Federalist 51

James Madison begins by explaining that the purpose of Federalist 51 is to explain how the structure of the government makes liberty possible. He thinks that each branch should be independent. He says that to make sure this happens, no branch should have more power than any other. If this principle were to be followed, it would mean that the citizens should choose the president, the legislators, and the judges. But the framers recognized certain practical difficulties in making every office elective. Madison continues saying, the members of each branch shouldn’t depend upon members of the other branches when determining their salary. He thinks that the best way to protect against a gradual concentration of power is to have constitutional safeguards. He says that we need to control governmental power. People abuse power, Madison states "if men were angels, no government would be necessary." He is saying that no one is perfect. The government needs to be able to control the people, but also have the ability to restrain themselves from holding too much power. None of the three branches (legislative, executive, or judicial) of the national government are clearly separate from one another. Congress, for example, has an impeachment club to check the others; the president's veto power is plainly legislative in nature.
