The focus of the assessment was non-acute health and social services. The community-as-partner model was used as a guide in understanding how the different parts of Ponchatoula’s community make up its core, and to apply the steps of the nursing process (Anderson and McFarlane, 2011). The assessment was based on observations of the community, interview data from a nursing home director, and selected published data related to the healthcare and social services assessed. According to the Dr Pepper Museum website, under “History of Dr Pepper”, the inventor was Charles Alderton, who was a young pharmacist working in the drug store. In his spare time, he had a hobby of mixing carbonated beverages for customers. Apparently, he loved the smell of the drug store so much, with all the fruit flavored smells in the air, that he wanted to create a carbonated drink that captured the scent of the store. After a few tests, Alderton finally became satisfied with his flavor, and offered a sample to his boss, Wade Morrison, who loved it. However in many cases I think that family is really being used to talk about parenting. In an article about family structure 1 I found discussion of single family households and their likelihood for creating delinquents. But when I look harder I find that it is the parenting or the challenges that single parents face that leads to the delinquency. So in this paper I will try and show that it doesn’t matter what kind of family structure you have it is the parenting you have within that structure that influences child delinquency rates. The textbook references work done by Bruce Wolford and LaDonna Koebel that indicates that chronic underachievers in school are among the most likely to be delinquent. There are lots of additional studies that show how poor academic performance relates to delinquency. What is harder to address is the parent’s role in these academic failures. That is such a small percentage. Could fraud on that small scale really be significant? After closer examination, the significance becomes much clearer. If 2% - 3% of welfare cases are fraudulent, that means between 785,000 to 1.2 million families are receiving welfare illegally (Barron, 2012). That ends up costing taxpayers between 9.0 – 13.5 billion dollars each year (Barron, 2012). That small percentage turns into a very large number of dollars spent annually on welfare recipients who should not be receiving these benefits (Barron, 2012). The welfare system in America today is once again in need of reform. Conditions such as mandatory drug testing, entry into an educational program, and strict time limits need to be placed on individuals who wish to receive welfare. In 2007 The Robert Wood Johnson Foundation reported that 20% of families receiving welfare claimed to have used illegal drugs at least once in the last year, while 5% said they had an ongoing drug habit (Vitter, 2011).
