This also makes the University face the problems in terms of the reduction in the amount of the subsidy fund allotted to it. Before starting a paper like this, it is crucial to provide a brief introduction of the case and highlighting the main issue. //
The paper concentrates on the issue of the subsidies provided by the government to the universities in terms of aid. But it has now been discovered that due to the cost cutting, the aid is also being affected. Previously, the public university believed that they would not be influenced due to the cut in the costs. But the real situation has stated a significant affect on the university as a result of the budgetary slack. This also has affected the rate of governmental aid provided to this university. The situation has influenced the public, as well as, the private institutions. But this proves to be a pathetic situation for the university as it had planned all the activities to be carried out with this granted aid (Robbins, Robbins & Beach, 2002).
The activity comprises of the recruitment of the staff and the faculty; the enrollment of the students and all this incur a huge cost for the university. The university should behave in an optimistic manner, in order to resolve this issue with a rational approach.

The administration is supposed to borne the responsibility in a way, by catering to the needs of the universities in terms of providing them the aid to recover from this setback. The situation is much crucial for both the university, as well as, the administrative department, as they both are complementary to each other. The administration requires taking this issue as a decisive one as it can hamper the growth of the university. The administration should see to it that due to the cost cutting, the university should not bear much loss. The need of the hour is to plan a solution that proves to be beneficial for both of them.
The administration should try to provide the best possible financial help to the university. The university should calculate all the possible expenses and try to reduce the amount. Along with this, the university should also try to incur less cost and overcome all the useless expenses and thus, indirectly safeguarding itself from this terrible situation.
//The next aspect is to discuss the role played by the university, in order to solve this issue by adopting the economic ways, so that the unnecessary expenses can be curbed and the important ones can be concentrated upon.//
The university is required to behave rationally by adopting proper ways, in order to reduce the unnecessary expenditures. In a university, the various costs are incurred such as the infrastructure cost, cost upon the salaries of staff, cost of environmental maintenance by providing healthy and hygienic environment. The university is required to prefer the costs that are really essential to be incurred. The university can plan out the feasible ways to overcome this situation.
The most efficient manner is to concentrate upon the costs that are indispensable. The university cannot avoid paying salaries to the staff and the faculty and ought to maintain the environment. But, it can at this crucial time, avoid spending amount on the infrastructure. This proves to be the perfect solution for the university to balance the expenses and the revenues. This would enable it to maintain a balance in this kind of circumstance.
//Moving on, it is evaluated that this problem proves to be the recurring one and so the requisite behavior is to design such a way that prevents the university from the re-occurrence of this problem in the coming future.//
The next aspect highlights the issue that this problem can sprout up again also; so at this time, the need is to overcome this situation. The university is required to be thoroughly prepared, so that it can face this crucial situation without any loss. The university is expected to plan out the feasible and the appropriate ways to make this situation less complicated. Moreover, it requires maintaining the balance between the expenditures and the revenues. The university should also be ready to confront the challenges and formulate the solutions to surmount these complex issues.
The university must not indulge in any of the activities that prove to be an expensive affair for the institution. Rather it should focus upon some more ways that can be fruitful for it to register success, by resolving these issues, by sustaining a proper balance between two factors that is the expenses and the revenues. The university should concentrate upon restraining the useless expenditures, so that it can be helpful for it to generate proper revenues.
//Now moving further, the situation focuses upon the involvement of the top, as well as, the bottom level to resolve this issue and encouraging the participative approach, in order to look into the effectiveness of the decision arrived.//
This part constitutes to be an important part in terms of overcoming this tough situation. At this time, the requirement is to pay equal attention and involving the persons associated with this issue, in order to arrive at an appropriate decision. The participation of the top and the bottom management would definitely lead to arrive at a worth while decision and would also improve the coordination among the two levels. The problem of bureaucracy would not prevail and last longer. Each and every one would feel associated with this issue and also plan out such ways that would resolve the issue.
The participation of these two levels would enhance the decision making power. The working environment would also become healthy in terms of the involvement of the bottom level in the decision making. The participation would definitely reflect the unity between the members of the university. This ensures the decision to be appropriate and viable in the long-run (Griffin & Moorhead, 2009).

The issues regarding the prevention of the mental turf, protesting the changes and the consent building can be dealt with the proper discretion and precision. These are the issues that can be identified within the organization or the workplace. These matters prove to be normal aspects that can be observed in an organization. The concept of protecting the mental turf relates to the preservation of the individual's selfish motives. That is, the person should thing about his own welfare instead of others. The changes are also resisted, if they do not serve to match the individual expectations (Tosi & Mero, 2003). Consensus Building can be understood as the concept that is an effective solution for the conflict resolution. This concept requires equivalent effort from the group of people to provide their views on an issue. This would further lead to make the issue more comprehensible in a way, that due to the viewpoint provided by the individual, a rational decision can be made, and that too with the assent of the group of the people involved in solving the issue (Burgess & Spangler, 2003). All these concepts are required to be managed with complete attentiveness and effectiveness.
All this as a whole can be summarized in a way that the organization should concentrate upon the individual needs, in order to avoid the problems. This can be further comprehended in a manner that the requirement is, not to involve in any of the complex issues that encourage the individual to resist it or raises any sort of self-interest. This type of strategy should be controlled, so that the working environment is not affected. Proper and timely feedback programs should be planned out to avoid this situation to crop in the future.
