As described by Bailey (2002), “ethnographic techniques are integral tools for galvanizing and mobilizing communities for social action relative to generating a promotion and disease prevention agenda.” (Bailey, 2002) This paper serves as a proposal to conduct a medical anthropology field work project to assess reinforcing and enabling factors that promote the use of early detection and preventative breast cancer screening services among African American women. Findings from the review also support anecdotal evidence about how to promote gender equality in development programming. These philosophical ideals have been variously interpreted into strategies and services which further the ideals. Primary health care strategies include needs based planning and decentralised management, education, intersectoral cooperation, multi-disciplinary heath workers and a balance between health promotion, disease prevention and treatment. Services to provide primary health care should be locally based, affordable and acceptable, well integrated and offer a multi-disciplinary range of care from health promotion to rehabilitation. This original ideal of primary health care has become known as comprehensive PHC. This is in contrast to selective primary health care which is more medically focused with a reliance upon medical interventions and doctors for provision of and control over health services. Along with Canada, Netherlands, Italy, Finland, Austria, Luxembourg, Belgium, Sweden, Germany, Switzerland, Japan, Norway and Spain are also parties involved. The project is located in the southwest corner of Hubei Province in the Jianshi County. It is home to the Enshi Tujia and Miao Minority Autonomous region. The Guangrun Hydropower project includes two small reservoirs and three hydropower stations named Hongwawu I station, Hongwawu II station and Zhamushui station. Hongwawu hydropower plant is located on the Hongwawu River, a tributary of the Zamushui River in Jianshi county. Zhamushui hydropower plant is located on the Zhamushui River which is by the upper reaches of the Guangrun River in Jianshi county. The map below shows the location of the proposed project. The Guangrun Hydropower project includes two small reservoirs with a total flooded area of 0.87 km2 and the reservoir storage capacity of 24.99 million m3.
