Job Purpose: Co-ordinate the delivery of an efficient and effective integrated facilities management service across various allocated Council/ Partner premises in order to assist with the promotion, delivery and integration of the Council`s key objectives; specifically in relation to the Community Plan, Shared commitments, Single Outcome Agreement and Best Value.

A. Area of Responsibility

1. Co-ordinate and supervise the delivery of property, maintenance and security related tasks across various serviced premises ensuring all activities are carried out in accordance with established procedures, agreed guidelines, risk assessments and regulations.

2. Co-ordinate and supervise the delivery of planned and unplanned cleaning services across various Council / Partner premises ensuring the agreed task schedules and Service Level Agreements are achieved.

3. Monitor the delivery of services carried out by the Facilitates Assistants and Cleaners across various premises ensuring all activities are completed in accordance with Service Level Agreements.

4. Assist with the implementation of service initiatives and improvements related to the operational delivery of Facilities Management Service tasks and activities within the allocated range of premises.

B. Functional Responsibilities

5. Monitor and review maintenance, cleaning and security activities carried out across the allocated range premises ensuring appropriate actions are undertaken to resolve any service delivery matters in accordance with established procedures, risk assessments and regulations.

6. Monitor and report on matters related to the operational delivery of planned cleaning activities including the scheduled cleaning of Therapeutic and Swimming Pools attached to an establishment, ensuring the agreed Service Level Agreements, risk assessments and regulations are adhered to.

7. Assist with the supervision of children and young persons within the playground areas or in the school building dependant on weather directed by the Headteacher/Premises Manager.

8. Carry-out non-scheduled facilities management / cleaning task as agreed with the Facilities Management Delivery Manager, submitting a temporary cleaning variation form, as required.

9. Support the positive delivery of a range of events including Lets by ensuring all equipment is set up in advance, dismantled and securely stored in accordance with the manufacturer’s guidelines, risk assessments and current regulations, as requested.

10. Report any property related repairs to the Property Repairs Centre or the Risk Management Centre in line with established procedures, as appropriate.

11. Ensure effective communications are maintained with the Premises Manager and Senior Facilities Co-ordinator in matters related to the delivery of service and escalation of Health and safety issues.

12. Collate, review and validate the Facilities Assistant and Cleaners timesheets ensuring all variances are correctly recorded prior to submitting them to the Senior Facilities Co-ordinator for approval in accordance with the Council’s Financial Regulations.

13. Support a safe working environment by ensuring that all employees have completed the appropriate on-the-job training sessions prior to using any equipment, materials or chemicals in accordance with safe operating procedures and/or instructions.

14. Contribute to the implementation and delivery of Service improvements and initiatives provide regular reports, information or feedback, as agreed with the Senior Facilities Co-ordinator, as agreed.

15. Act as Key Holder to open and close the nominated premise ensuring all persons have vacated the buildings, areas are secure and alarm systems activated prior to exiting the premises.

16. Assist the Senior Facilities Co-ordinator with Quality Assurance reviews and implementation of service delivery changes arising from future Service reviews.

C. General Responsibilities

17. Ensure that any materials, equipment and vehicles provided to assist in carrying out the duties of the post are properly secured in accordance with the Council’s policies and procedures.

18. Utilise and maintain effective information and administrative systems.

19. Promote the health and safety of employees at work and of service users through the implementation of the Council’s policy on health, safety and welfare at work and Service Health and Safety arrangements in accordance with all relevant statutory requirements.

20. Ensure that all activities for which the post holder is responsible are delivered in accordance with the Council`s Equality and Diversity Policies and the statutory and general and specific Equality Duties.

21. Ensure that the Council’s Customer First Service Commitment is followed in all dealings with the people we serve.

22. Participate in the East Ayrshire General Employee Review (EAGER) process annually in accordance with the Council’s set arrangements.
