* POLÍTICA FISCAL:

* Revisión de las clasificaciones de niveles de ingresos para el cómputo de la contribución sobre ingresos de individuos con el propósito de:

1. La eliminación del IVU y la re-estructuración de las tasas contributivas aplicables a las empresas que cualifican para incentivos contributivos de manera que paguen – como máximo una tasa de 10 por ciento - sobre su ingreso neto de operaciones y que paguen no menos de 5 por ciento, cuando apliquen los créditos y deducciones especiales a las que tengan derecho.

2. Eliminar el peso confiscatorio al que está sometido el contribuyente asalariado.

3. Reducción -que en promedio sea de 20 por ciento- de las tasas contributivas aplicables a los distintos niveles de ingreso pero que sea una reducción mayor para los contribuyentes de bajos ingresos y menor para los contribuyentes de altos ingresos.

* COMERCIO INTERNACIONAL:

* Como objetivos básicos de la política de comercio exterior están los siguientes:

1. Establecimiento de vínculos con otros países, tanto en la dimensión bilateral como en la multilateral que nos permita el acceso a mercados y servicios financieros en armonía con nuestra estrategia de multiplicación de opciones.

2. Fortalecer la política de comercio externo mediante su participación en foros internacionales como la Organización Mundial de Comercio (WTO por sus siglas en inglés), la Asociación de Estados del Caribe y otras organizaciones de la región.

3. Suscribir acuerdos comerciales con otros países, especialmente con el objetivo de lograr acceso preferencial a los mercados de Europa, América Latina y el Caribe.

* COMERCIO INTERNO:

1. Ampliar incentivos económicos, infraestructurales y de servicios para promover la renovación y el desarrollo comercial de los cascos tradicionales de los municipios, haciéndolos más atractivos a los consumidores como centros comerciales y de recreación. Esto incluirá: ampliar los incentivos para lograr la repoblación de sectores comerciales tradicionales mediante la rehabilitación o reconstrucción de edificios abandonados, y la restructuración urbana para proveer servicios indispensables.

2. Proveer apoyo técnico a los pequeños y medianos comerciantes en torno a técnicas de gerencia y mercadeo. Esto incluirá la elaboración de un currículo de educación y adiestramiento coordinado por el Departamento de Desarrollo Económico a través de la Compañía de Fomento Empresarial

3. Proveer a los pequeños y medianos comerciantes la reorientación y el financiamiento necesario, a intereses bajos, para que puedan modernizar sus negocios y competir en condiciones más equitativas.
