What are the causes of the problems? -> 안전재고량의 증가 유통업자들의 일방적인 주문은 체계적인 수요 예측 없이 이루어진 것이기 때문에 주문량의 변동이 컸고, 이에 따라 안전재고를 많이 보유해야 했던 것이다. 안전재고의 증가 측면을 살펴보면, Barilla SpA는 유통업자의 수요에 부응하기 위해서 수많은 재고를 보유해야 했다. -> 서비스 수준의 저하 정확하지 못한 수요예측으로, 특정 제품의 재고 부족을 일으켜 주문충족률을 감소시키는 결과 또한 낳게 된다. 부족한 재고를 채우기 위해서 재 주문을 하더라도 Bullwhip Effect 현상에 따라 정보의 왜곡이 심해지고 납품소요기간이 증가하여 납기가 지연되는 것이다. -> 리드타임 증가에 따른 자원 활요의 비효율성 증가 공습사슬상의 각 단계에는 발주후 발주정보가 처리되는 시간과 발주된 물자가 이동 하는 시간이 발생하게 된다. 이에 따라서 공급에 대한 리드타임이 증가 하게 된다. 또한 수요가 공급을 초과하는 경우에 자신의 재고부족을 피하기 위해서 안전재고량을 증가 시기면서 재고 부담이 발생하여 자원 활용의 비요율성이 증가 하게된다. 3. 수요 및 판매에 대한 예측에 따라 공급계획을 수립하기 위해서 jitd system을 도입하였다.하지만 이 프로그램은 판매 및 마케팅 부서로부터 큰 반대를 받았다. 이러한 이유는, 판매 및 마케팅 부서의 직원들은 기존 방식에 대해 적응 되어 있는 상태이며 새로운 변화에 대한 두려움이 있기 때문이다. 또한 JITD 도입으로 인해 기존 그들의 기득권권 저하에 대해 우려하고 있다. 즉, JITP sysytem 을 도입함으로써 재고.리드타임.자원의 활용성은 향상 되었지만 내부적으로는 JITP system에 대한 만족도를 높여하는 할 필요성이 있다.
