Rule: Show of authority seizures: take place when officers display their authority by ordering suspects to stop, draw their weapons,or make a reasonable person believe that they were not free to leave.Terry held Even brief street detentions are arrests, and pat downs are searches, so the police can’t do anything unless they’ve got probable cause.

Analysis: 4th A stops are brief detentions that allow police to stop people and situations, take a pause if you will. In Maryland v. Wilson was the case that decided to order all drivers who were stopped in traffic stops out of their vehicles as a matter of course as a precautionary measure to protect the officer’s safety.

... Abstract Previous research has shown that individuals who are highly conservative are more likely to hold negative perceptions of African-Americans and other minorities. Furthermore, racial antipathy affects the way individuals perceive Barack Obama. In light of recent trends, this study tested whether individuals who identify themselves as Republicans are substantially more likely to maintain negative racial attitudes. The study also investigated whether white Americans are more likely than other racial groups to harbor racial prejudices and disapprove of Barack Obama. Results from this study indicated that racial resentment plays a significant role in contemporary politics. Data from between-subjects ANOVA and correlational analysis suggested that the Democratic Party and Republican Party are polarized in regards to racial issues. Moreover, conservative whites are the most likely racial group to hold racial prejudices against African-Americans. Finally, disapproval of President Obama is highly associated with high levels of negative racial stereotypes. However, despite good intentions at the top management level, employees and middle managers often report uncertainty and a lack of the necessary skills required to implement change. In this paper, we report from a qualitative study of two planned organizational change initiatives in the public sector. The changes involved new work tasks and managerial roles for a group of middle managers. Although the skill requirements appeared to be clear and formal training was initiated, a number of uncertain and ambiguous issues emerged among the change recipients.
