...Railroad and Light Company or known as Meralco was established in 1903. It was created to provide light and an electric railway system for Manila. That time, Meralco’s facilities were the largest single investment of American private capital in the whole of East Asia. The transportation infrastructure of Meralco was destroyed during World War II which caused the company to refocus its efforts into its electric services, foregoing the transportation side of the company. 1960 when a group of Filipino investors led by Eugenio Lopez Sr. bought Meralco from the American investors. During this period Meralco became the very first billion peso company in the Philippines. During the 1970s the Philippine Government made it a state policy for the government to own all major generating facilities. Meralco sold all of its generating plants to the National Power Corporation (NPC) and, thus, electric distribution became its core business. Indeed, in the first half of the 1980's, Meralco's franchise area tripled in area from 2,678 square kilometers to 9,337 square kilometers, mainly because provincial consumers preferred the rates and service of Meralco to those of the utilities that had previously served them. 1980’s when Meralco, upon the request of the government, organized, started up and operated the country's first elevated light rail transit (LRT) system in Manila between Baclaran and Caloocan. Sherman says that he’s floated the idea to Treasury Secretary Timothy Geithner. (A Treasury spokesman did not respond to a request for comment.) Wednesday, Federal Deposit Insurance Corp. Chairman Sheila Bair, all but echoed these suggestions, telling a Senate panel that for companies that are too big to fail, there should be “a legal mechanism for the orderly resolution of these institutions similar to that which exists for FDIC insured banks.” In other words, a receivership. Given the $170 billion into AIG , and the explosion of anger over the company’s payout of $165 million in bonuses, it’s no shock the idea is being explored as a way of washing the public’s hands of the messy and troublesome firm. Could it work? Yes, but there are risks. The FDIC acts as a “receiver” for failed banks all the time, taking them over and selling assets to satisfy creditors’ claims. There’s currently no mechanism for placing a non-bank holding company like AIG into a receivership, so Congress would have to create this authority. The problem is AIG’s debt. I believe that the best way to address the periodic rate hikes and the pricey electricity rates in the country is to look for long-term solutions to the problems. The temporary restraining orders issued by the high court do not solve the problems. The government should venture out in using the cheaper sources of energy such as the renewable ones (wind, tide, solar, etc). The costs may be great on the onset as the infrastructure costs are really huge. However, these are good investments which will benefit the country for a long period of time. The government may also seek for partnerships with private companies to make these happen. The government may also consider using nuclear energy to augment the energy requirements of the country.
