He is saying that due to the Emancipation Proclamation there is a chance of hope for the millions of Negros who suffered through slavery.

If I were to hear this speech it would have definitely inspired me to fight 'to strive for the equality of African Americans. He would have moved me through that speech just from the passion and intensity he displayed when giving the speech.
