Abstract This paper reviews the coastal fishery resources of Bangladesh emphasizing the coastal environment, capture fisheries and management issues relative to the sector. Bangladesh’s Exclusive Economic Zone (EEZ) covers an area of about 166 000 km2. This area has abundant natural resources such as fish, shrimps, crabs and other marine products. Shrimp and fish trawling is the most important economic activity in this area. The fishery sector makes a significant contribution to the national economy in terms of foreign exchange, income generation and employment. It is very important in nutrition, especially in providing animal protein. In 1997 - 99, the marine fisheries sector contributed 22% of the total fishery production of 1 373 000 t. However, the resources are being destroyed in many ways. The fisheries resources have declined and fishers are getting poorer. The decline is partly due to estuarine set bag net, push net, and beach seine fishing, which result in recruitment over-fishing. A multiplicity of factors adversely affect the coastal fishery resources of Bangladesh. Since these two very similar countries gained independence around the same time, one democratic in 1947 and another communist in 1949, many world leaders and scholars have come to view the economic, social and political performance of the two Asian giants as the best testimony of which is the better approach to modernity for developing countries (Gilley 21). Current scholarly interest tends to focus more on evaluating the different development models that China and India embrace. It is easy to find works contrasting the two countries’ economic reforms, political systems, social progress and human development, yet direct comparison between China and India’s building of soft power is lacking. Hume's method of moral philosophy is experimental and empirical; Kant emphasizes the necessity of grounding morality in a priori principles. Hume says that reason is properly a “slave to the passions,” while Kant bases morality in his conception of a reason that is practical in itself. Hume identifies such feelings as benevolence and generosity as proper moral motivations; Kant sees the motive of duty—a motive that Hume usually views as a second best or fall back motive—as uniquely expressing an agent's commitment to morality and thus as conveying a special moral worth to actions. Although there are many points at which Kant's and Hume's ethics stand in opposition to each other, there are also important connections between the two. Kant shared some important assumptions about morality and motivation with Hume, and had, early in his career, been attracted to and influenced by the sentimentalism of Hume and other British moralists.
