The greatest part of living in the United States of America is the freedom that we have. That freedom and the right to live freely is protected by various government agencies. From time to time, the privacy a person has may have to be invaded to guarantee the security of the country and other citizens. Everyone has the right to not have their life controlled by the government, but it has the right to make sure that citizens are not doing anything to threaten the security of the country. A special team in NSA soon discovered that he might have the videotape, and then the team raided his house and planted surveillance devices in order to find the videotape. His every movement was tracked and every word was tapped, which destroyed Robert’s life: he was fired from his work, his bank accounts were frozen, his wife threw him out of home since photos about his meeting former girlfriend were sent to his wife. After stumbling around for a bit trying to figure out what's happening to him, Robert turned to Brill for help, who turns out be an ex-NSA agent and who was responsible for inventing some of the surveillance devices. Together, they fought the NSA using the same techniques used against them, and finally Robert got rid of all his accusation and went back to his peaceful life again. It was created in 2006 through Congressional authorization especially for the Department of Defense (DoD). Implementation of the system began in 2006 as a replacement for the General Schedule grade and step (GS) system used by the rest of the federal government. NSPS’s policies differ concerning hiring, reassignment, pay, promotion, tenure and recognition. Under the GS system, there are automatic pay increases which do not exist under NSPS. On October 29, 2009, President Obama signed legislation that repealed NSPS and restored DoD employees to the GS pay system. Full implementation of the switch back to the GS system is to occur no later than January 1, 2012. This research proposal proposes that NSPS did not succeed because of poor consideration for review boards, self evaluation, and allowances of discrimination through intention – speculatively – and more importantly unintentionally. That doesn’t put a target on foreign countries alone. Terrorism can happen between Americans as well. Though the most fatal attacks such as 9/11, Pearl Harbor, and Boston Marathon Bombings were done by groups such as the al-Qaeda, Imperial Japanese Navy and as little as two foreign Soviet brothers who immigrated, became citizens, then attacked. Many things can be done to protect Americans at home. Records could be kept of every action someone makes. Surveillance of the internet sites accessed, text messages and phone calls made, and financial transactions. Being able to access and monitor these records will allow National Security to prevent attacks before they happen. A system could be made where they don’t monitor 24/7 but there would be red zones or red flags, which would alert National Security to investigate or watch over whatever is happening.
