U.S. Regulators Bar TransCanada From Restarting Keystone Pipeline The article I read relates to the company TransCanada Corp. from restarting its pipeline due to two small spills. According to the authors, Lefebvre and Cummins, The United States Department of Transportation’s Pipeline and Harzardous Materials Safety Administration (PHMSA), is requiring that the company must perform specific safety tests and root-cause analysis to address two separate spills that resulted in the loss of approximately 410 barrels of oil (400 in one spill and 10 in another). The company states that they are complying with the US governments requests but that the leaks have been caused by unrelated technical problems. The article points out that this comes in a period of time that the company is requesting to expand its pipeline to the Gulf cost of the United States. This expansion also being contested by environmentalist organizations in the United States who feel that the form of crude being piped in is more corrosive and damaging to the environment. Transcanada denies this and Canada’s government has cited “years of pipeline operation” to demonstrate that the “oil Sands” are no more likely to leak that traditional oil. I thought this article points out the complexities of during business in foreign countries. The company, TransCanada has to not only comply with regulations of its own country but meet standards and requests of countries in which it conducts business. The article also demonstrates that it is not just the government of the foreign country, but also the society and culture of the country has a significant impact on how and what the company is able to perform. Competitors based in the home country also have a significant impact in what one can accomplish in the host country.

If the definition of accounting theory (i.e., accounting theory seeks to explain and predict accounting and auditing practice) given in Watts and Zimmerman’s 1986 book is taken to mean PAT, studies of accounting choices and auditing practices constitute PAT.
